The National Anti-Corruption Commission (NACC) is currently preparing to prosecute a group of 16 government officials and businessmen for allegedly encroaching on land belonging to Sirinat National Park in Phuket.

The commission plans to soon file a lawsuit at the Central Criminal Court for Corruption and Misconduct Cases.

The group of government officials and businesses allegedly used a document called Sor Tor 1 to appropriate title deeds for 1,755 rai (281 hectares) land worth 30 billion baht since 2004.

The encroachment later expanded to 2,743 rai worth over 50 billion baht after 2011.

The Commerce Ministry has set up a special 1569 nationwide hotline for people to file complaints if they find themselves having to pay unnecessarily high prices for necessities.

The ministry has also warned shopkeepers that they can face more than seven years behind bars and/or a fine of 140,000 baht if they take undue advantage of consumers, especially in areas hit by natural disasters.

Commerce Minister Jurin Laksanawisit told the press on Sunday that his ministry wants to ease people’s burden, especially those already suffering from floods. As part of this effort, it has instructed all provincial offices to closely monitor prices and take action if shopkeepers are caught making profits.

Apart from making necessities available at affordable prices, the ministry will also ensure people have access to other necessary products like tools as well as cleaning and building equipment to repair their homes once the floods recede, Jurin said.

“Dealing with floods is actually the responsibility of the Interior Ministry with cooperation from provincial governors, the Department of Disaster Prevention and Mitigation and other state agencies. But if people find themselves having to pay unnecessarily high prices, then they can file a complaint via the 1569 hotline, which has been set up by the Commerce Ministry’s Department of Internal Trade,” the minister said.

The State Railway of Thailand (SRT) is preparing a budget of Bt10.25 billion to expropriate over 17,500 rai (2,800 hectares) of land in six northeastern provinces for construction of a double-track rail route, a news source revealed on Sunday.

The project covers a distance of 355 kilometres from Khon Kaen to Nakhon Phanom provinces and passes 19 districts in four other provinces including Maha Sarakham, Roi Et, Yasothon and Mukdahan.

The SRT will need to expropriate over 7,100 plots of land and 930 buildings that are currently in the project areas.

The source revealed that despite some protests by those who will be affected by the expropriation, the majority of local people in the six provinces agreed that the project should start as soon as possible to establish a cheap and reliable transport route that will facilitate the export of products from the northeastern provinces to neighbouring countries.

The Khon Kaen – Nakhon Phanom double-track project has a total budget of Bt66.84 billion, with Bt55.46 earmarked for construction of tracks and train system, Bt10.25 for land expropriation, and Bt1.13 for consulting and other services.

The project is scheduled to open for public use by 2028.

Ministry of Public Health reported on Monday (September 27) morning that in the past 24 hours there are 10,288 new patients who tested positive for Covid-19, 127 of whom have been found in prisons.

Death toll increased by 101, while 12,494 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,571,926 with 16,369 total deaths.

The Thailand Meteorological Department said on Monday that a monsoon trough lies across the Central and the East regions, while the southwest monsoon prevails over the Andaman Sea, the South and the Gulf of Thailand.

Thundershowers with isolated heavy rains are forecast for the North, the Northeast, the Central, the East and the South.

People in risky areas should beware of overflows and flash floods, the department said. Waves about 1-2 metres high and over two metres high during thundershowers are expected in the Andaman Sea and the Gulf of Thailand.

All ships should proceed with caution and keep off thundershowers, the department said.

The weather forecast for the next 24 hours:

North: Thundershowers in 70 per cent of the areas with isolated heavy rain; temperature lows of 22-24 degrees Celsius, highs of 29-32°C.

Northeast: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-25°C, highs of 30-34°C.

Central: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-24°C, highs of 29-34°C.

East: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-25°C, highs of 30-33°C; waves a metre high and 1-2 metres during thundershowers.

South (east coast): Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 22-24°C, highs of 29-32°C; waves 1-2 metres high and two metres during thundershowers.

Another 300,000 doses of AstraZeneca vaccine donated by Japan arrived in Bangkok on Sunday morning.

The Ministry of Foreign Affairs tweeted a message of appreciation on Twitter, thanking the Japanese government for donating the third lot of 300,000 doses of AstraZeneca vaccine to Thailand to commemorate the 134th anniversary of Thailand-Japan diplomatic relations.

The third lot of the vaccine arrived to Suvarnabhumi Airport from Narita International Airport at 3am on Sunday. Japan has already provided 1.65 million vaccine doses to Thailand in total.

A wild bull in Khao Yai National Park was found dead next to an electric light pole in a construction area on Sunday. The national park believes the animal was electrocuted during rains.

The 800-kilogram male bull, about 10 years old, was found lying dead at the base of an electric pole on the side of the road going down from Khao Sam Tone in Nadi district, Prachin Buri province.

The bull lived in Khao Yai National Park and had likely come out to find food in the area.

According to preliminary investigations, the cause of death was probably electric shock as there had been rains and the area is a light pole construction site which may not have been completed yet.

Initially, Khao Yai National Park is coordinating with the responsible highway authority for details of the project. The park has also reported to the police and sent veterinarians to the area to determine the actual cause of death of the bull.

The Department of Special Investigation (DSI) believes that the acquisition of rights documents of the “Sri Panwa” project is illegal.

The matter has been sent to the National Anti-Corruption Commission (NACC), the Department of Lands and the Anti-Money Laundering Office (AMLO) for further investigation, said anti-corruption activist Veera Somkwamkid.

On Saturday, Veera, who is secretary-general of the People’s Network Against Corruption, posted on his Facebook page that he had filed a complaint with the DSI to investigate if land title deeds issued for the Sri Panwa project in Phuket province was illegal. Veera posted that he has now received a notice of the results of the investigation. The notice states that the DSI believes the issuance of documents is unlawful, and the accusations can be concluded as follows:

1. The Sri Panwa land may have been acquired through unlawful issuance of land rights documents. The DSI has therefore sent investigative information to the NACC to consider taking appropriate action, including sending investigative information to the Department of Lands in order to revoke the issuance of unlawful land rights documents.
2. Some of the land without rights documents, which the Sri Panwa project uses as a swimming pool and a pathway to Panwa Beach, is a forest area under section 4 of the Forest Act BE 2484. The matter has been submitted to the Royal Forest Department to continue investigating in accordance with its mandate.
3. The use of such land is considered a money laundering offence and the DSI has submitted the investigative information to the AMLO to continue in accordance with the authority.

Tropical Storm Dianmu has unleashed widespread flooding in many parts of Thailand.

Heavy floods have been reported in the Central and Northeast regions.

Rain clouds in the Central region are moving towards Tak province.

Chaiyaphum province is at a critical level. The water in the Lam Chu dam has exceeded the storage capacity of 42.60 million cubic metres, the current overflow being way more than the two metres limit, and broke at least three weirs. A huge amount of water flowed into the Bamnet Narong Krathan Hospital until it reached the second floor.

Medical staff urgently need to evacuate patients in the hospital to a safe place.

More than 10 villages were flooded, with more than 1,000 families suffering severely. Officials have evacuated villagers to safe areas.

Meanwhile, in Sukhothai province there are floods in nine districts. The city of Sukhothai was flooded in many places as water overflowed the Mae Mok Reservoir and Mae Rampan Reservoir.

General Prayut Chan-o-cha is scheduled to visit Sukhothai on Sunday at the Sukhothai Hotel to oversee the situation.

Dianmu has downgraded to an active low-pressure. Abundant rains, with isolated heavy to very heavy rains and strong winds, are forecast for the North, the Northeast, the Central including Bangkok Metropolis and its vicinity, and the East regions.

People in the risk areas should beware of the severe conditions, overflows and flash floods, the Thailand Meteorological Department has said.

Phuket is accelerating the operation to administer the third Covid-19 vaccine jab using intradermal injection on citizens.

Some 200,000 people are expected to be vaccinated by September-end.

Dr Chalermpong Sukhonthaphon, the director of Vachira Phuket Hospital, said all vaccination centres in the province on Saturday had kicked off the vaccination operation by using only 60 per cent of total vaccination capacity.

“Therefore, we have a plan to accelerate the vaccination in order to enable people in the province to receive their third jab as soon as possible,” he said.

He added that people living or working in Phuket can register for the third jab between September 25-30 via the Phuket Tong Chana (Phuket must win) website.

Meanwhile, Veerachai Pranveerapaiboon, CEO of The Attitude Club, said he was very glad that he was among those in the first group who had received the third jab using intradermal injection.
