Mother claims two of her autistic daughters were raped

The mother of three autistic daughters in Buri Ram province said two of her daughters had been raped and the suspects had got away scot-free.

Mother claims two of her autistic daughters were raped

The mother of one suspect, however, has denied that her son raped the autistic woman in Buri Ram province two years ago, after locals in Satuek district raised the case on Thursday.

The victim, now 26, belongs to a family in which the father and his three daughters are autistic.

According to the victim’s mother, her eldest daughter was raped by a cousin during preparations for his ordination ceremony in 2019. At that time, the mothet said she was told by a witness that the man had taken her daughter out of the event area. The witness later found that the woman had been raped.

The victim’s mother said that she had no money for internal examination of her daughter at that time, but told the suspect’s mother about the alleged crime. The woman paid her THB7,000 as compensation and promised that her son would marry the victim after he leaves the Buddhist monkhood.

However, the marriage did not happen.

Later, when journalists visited the suspect’s house to know about the case, the suspect’s mother said her son had only touched the autistic woman’s breasts, and had not raped her.

The victim’s mother added that the marriage did not happen, as the man refused to honour the promise.

The mother told the press that her second daughter, presently 25, was also raped in 2020.

The alleged rape took place when the woman visited her relatives. An old man, 73, who lived in the same village took the woman to a forest and raped her. He also paid the raped woman THB100 for placating.

This case was reported to Satuek police, and the court later asked both sides to talk initially. However, the man had already left his house for Bangkok, and was showing no responsibility, the mother said.

On Wednesday, Public Health Minister Anutin Charnvirakul said that the Government Pharmaceutical Organisation (GPO) would import 11 million Sinovac doses from June. This plan was to complement the government’s plan to procure at least 100 million vaccine doses for Thai citizens.

The World Health Organisation recently approved Sinovac on June 1 for emergency use. Vaccines from Pfizer and partner BioNTech, AstraZeneca, Johnson & Johnson and Moderna have also been cleared by the WHO for emergency use.

The Centre for Economic Situation Administration (CESA) on Friday approved the launch of the tourism sandbox programme in Phuket starting July 1, Minister of Tourism and Sports Pipat Ratchakitprakarn said.

CESA greenlights Phuket tourism sandbox from July 1

Under the sandbox scheme, foreign tourists who can verify they have been inoculated against Covid-19 and test negative can fly into Phuket and move around freely without having to quarantine.

After staying in Phuket for 14 days, the tourists can then proceed to travel to other provinces in Thailand.

“The original proposal required the tourists to stay in Phuket for seven days, but the CESA has increased the requirement to 14 days to ensure that they are free of the virus,” said Pipat.

Other requirements under the tourism sandbox scheme are:

▪︎ Eligible candidates must have been vaccinated with the required doses of each vaccine type for more than 14 days but not exceeding a year.

▪︎ They must also be travelling from a country with low to mid-level risk of infection according to Ministry of Public Health’s announcement.

▪︎ Children aged under six years can enter Phuket along with their vaccinated parents, while those in the group 6-18 years will have to undergo testing upon arrival at Phuket International Airport.

▪︎ Visitors must present a vaccination certificate issued by their government and the vaccine must be one those approved in Thailand or by the World Health Organization.

▪︎ Visitors must download and install the tracing application on their mobile phones.

▪︎ Visitors must stay at hotels or accommodations that are certified under SHA+ standard for 14 nights before they can travel to other areas.

▪︎ Visitors must agree to check in and undergo testing as required by Ministry of Public Health as well as strictly follow disease control measures, such as wearing face masks, washing their hands regularly and maintaining social distance.

Pipat added that other tourist provinces, such as Surat Thani, Krabi and Phang Nga, have also proposed to participate in the sandbox programme. The CESA said it would evaluate the situation after the pilot plan in Phuket for 1-2 months before consider running the scheme in other provinces.

Why Chulabhorn Royal Academy closed its vaccination unit

The Chulabhorn Royal Academy has decided to close its vaccination unit from June 14 in order to improve vaccine administration, the academys chief has clarified.

Why Chulabhorn Royal Academy closed its vaccination unit

In a Facebook post on Friday, the academy’s secretary-general, Dr Nithi Mahanonda, said:

“We are overhauling our administration system to prepare for the provision of alternative vaccine, which should start in a few weeks.”

The academy had announced on June 3 that it would close the vaccination unit from June 14, as it was not allocated the main vaccines — Sinovac and AstraZeneca. It apologised to those who had registered with the academy. Those who have already received the first jab, however, can still come in to get their second jab as per schedule, Nithi said.

There had been wide criticism about denial of the main vaccines to the academy after it had announced its plan to import 1 million doses of Sinopharm vaccine as an alternative.

“It is no one’s fault. So please stop blaming the government, the Ministry of Public Health, the Ministry of Higher Education, Science, Research and Innovation or the Bangkok Metropolitan Administration for the closure,” he said in the Facebook post.

“During the closure, the academy would still send volunteers to help provide vaccine at Kasetsart University and other vaccination units in Bangkok,” Nithi said.

“I have confidence in our manufacturing standards that guarantees the safety of the vaccine as well as its efficacy in creating immunity against Covid-19,” she added.

WHO Representative to Thailand, Dr Daniel Kertesz, also received the locally made AstraZeneca vaccine on Friday, which was administered by Public Health Permanent Secretary Dr Kiattiphum Wongrajit. He is the first foreigner in Thailand to receive the locally made vaccine.

Bangkok activists demand justice on anniversary of Wanchalearm’s disappearance

Amnesty International Thailand held an activity on the Skywalk near Bangkok Art & Culture Centre on Friday to mark the anniversary of the disappearance of pro-democracy activist Wanchalearm Satsaksit.

Activists held signs reading “Justice for Wanchalearm” and “Save Wanchalearm”. Some even wore Hawaiian shirts in a tribute to Wanchalearm’s trademark style.

Many embassies in Thailand also posted messages on Friday to mark one year since Wanchalearm disappeared.

The activist was abducted by armed men outside the Mekong Garden Apartment in the Cambodian capital on June 4 last year. Though the incident was recorded on CCTV, little has been done to locate him. Many, including his sister, fear he is dead.

Wanchalearm, 37, had fled to Phnom Penh in 2014 after being summoned by the junta following a coup in May of the same year.

He is among nine critics of the Thai government and military who are believed to have been abducted since the coup. Wanchalearm’s case has become the focus of anti-establishment protests seeking to oust the Thai government and change the junta-sponsored Constitution.

The incident occurred on Tuesday after a suspect at Kham Thale So Police Station in Nakhon Ratchasima province somehow broke free from his shackles.

Police station superintendent Wuttichai Sukonthawit said the man had been arrested for setting fire to other people’s properties. A witness had testified that the suspect was a drug addict.

“The man was restrained with handcuffs after he arrived at the police station. However, he was able to escape the cuffs thanks to his long-sleeve shirt,” Pol Colonel Wuttichai explained.

“The man tried to punch the policeman taking his details, but the officer blocked the attack. Other officers then intervened to bring the man under control.”

Holders of state welfare cards who wish to join either of Thailand’s two shopping subsidy campaigns must give up their cards before Monday (June 7), the Finance Ministry announced on Friday.

Phase three of the “Kon La Kreung” (Lets Go Halves) campaign will offer 16 million users a 50 per cent discount on up to 150 baht of daily purchases, capped at Bt3,500 per month. The programme will open for registration on June 14.

The “Ying Chai Ying Dai” (Spend More, Get More) campaign will hand e-vouchers worth up to Bt7,000 to 4 million registrants. Registration opens on June 21.

However, holders of state welfare cards will not be eligible to register for either programme since they are already entitled to the Bt200 monthly handout for low-income earners.

“If you wish to apply for other campaigns, you need to give up your rights as a state welfare cardholder and turn in your card at the Comptroller General’s Department or Provincial Office of Comptroller General in your areas before June 7,” said Fiscal Policy Office director-general Kulaya Tantitemit.
