“Files, scissors and all other tools must be cleaned and sterilized with ethyl alcohol after being used, and manicurists should wear a face mask and receive annual check-ups,” she added.

According to Bangkok Sanitation Department’s survey in 2014, several salons failed to adhere to health standards. Floors and walls were worn out and dirty, tubs and basins were not properly cleaned and combs, scissors, curling brushes, cuticle sticks and nail files were not cleaned after being used.

In addition, 81 types of fungus were found in those salons. They normally do not cause disease, but could lead to illness in people with pre-existing conditions. “Moreover, hazardous waste like razor blades, curling liquid containers, and sprays were not managed properly,” she added. “In addition, salon employees coughed and sneezed while working and were not wearing masks”.

Beauty salons are subject to controls by the Public Health and anyone wanting to open such a business must first apply for permission from the local government agencies. Businesses that fail to comply with standards can be shut down.

The incident happened at around 8.30am when the victim was entering the classroom. The accused allegedly pulled out a gun and shot him in the head and fled the scene before the school’s security guard managed to capture him.

The police found a 7.65mm pistol and black costume, including a mask which the boy was wearing, while he committed the crime before changing into a school uniform.

The boy has reportedly confessed to the police that he had stolen the gun from his father because he was allegedly bullied by the victim.

Wichien Chinnawong told a press conference on Wednesday (December 18) that he had filed a request with his superiors for a transfer out of the Thung Yai area due to health reasons.

Wichien arrested billionaire and Ital-Thai president Premchai for poaching at the wildlife sanctuary in February 2018. The incident led to him receiving a special commendation from the United Nations, USAID, Interpol, and the Freeland Foundation.

“Health is the main reason for my transfer request. I’ve suffered from haemorrhoids for years and may have to undergo surgery soon,” he said. “The other reason is my family. I want to help my wife raise our son who is now almost a year old, but I won’t be able to do that if I continue to work in Thung Yai, which is more than 1,000 kilometres from my home,” he said.

He insisted that, “There is no pressure on me to seek the transfer because of the Premchai case.”

He was joined at the press conference by Sompote Maneerat, spokesperson of the Department of National Parks, Wildlife and Plant Conservation, who announced that the department was considering transferring Wichien to the Udon Thani branch, which is closer to Wichien’s hometown in Si Sa Ket province.

During the event, he gave a speech on the topic of “Driving Thai Economy in 2020” highlighting the government’s 20-year national strategic plan that will lead to stable and sustainable development. “Many people have compared the government to a sinking ship full of holes, but I can assure you that it’s not true,” he said. “Our ship is stronger than ever and we can reach our destination as long as everyone helps paddle toward the same goal instead of sitting idly and dragging their feet in the water.”

After the speech by the PM, Deputy PM and Minister of Commerce Jurin Laksanawisit and Minister of Finance Uttama Savanayana shared the stage for the seminar “The Face of Thailand in 2020”, where they estimated that the 2020 economy will recover as the trade dispute between superpowers starts to improve. “The International Monetary Fund (IMF) forecasts that the global economy next year will expand by 3.4 per cent,” said Jurin. “As for Thailand, this year’s economy could grow by 3 per cent and next year’s projection could still be on the positive side. However, we admit that slowed down world economy and Baht’s strengthening has affected this year’s growth rate considerably.”

The commerce minister said that next year his ministry will pioneer new markets in 18 countries such as China and India, especially in provinces that show potential for Thai products, as well as finalize an FTA with Turkey, which will help paving the way to Middle East and European markets. “We will also speed up the signing of Regional Comprehensive Economic Partnership (RCEP) to be finished next year,” he added. “From the estimation by Thailand Development Research Institute (TDRI), once RCEP deals are in effect they could drive up Thailand’s GDP up to 4 per cent.”
