LONDON – With a general election less than two weeks away, politicians in Britain tore into each other Sunday over the early release of a convicted Islamist terrorist who stabbed two people to death in a rampage on London Bridge.

As tributes poured out for the victims of the Friday attack, leaders of the Conservative and Labour parties traded blame on the Sunday talk shows and speeches on the hustings over which side was responsible for the laws that allowed the homegrown, al-Qaida-inspired Usman Khan to be released after serving less than half his 16-year sentence for plotting to blow up the London Stock Exchange.

Khan, who was released on parole 11 months ago with an electronic tracking device on his ankle, began his attack Friday afternoon as he was entering a conference intended to rehabilitate violent offenders and terrorists for a successful return to society. He stabbed at least five people before he was tackled by members of the public and shot dead by police. The queen honored the bystanders who intervened as heroes.

Police on Sunday named the second victim of Khan’s attack: Saskia Jones, 23, a volunteer with the Cambridge University program that hosted the conference in London. Police had earlier named Jack Merritt, 25, who worked for the program. Three other victims were in the hospital recovering from their wounds.

Prime Minister Boris Johnson said, appearing on a BBC political affairs show, said “the reason this killer was out on the streets was because of automatic early release, which was brought in by a lefty government.” He was referring to the government of former Labour prime minister Gordon Brown, which ended in 2010.

Host Andrew Marr repeatedly challenged Johnson, reminding his guest – and viewers – that Johnson’s Conservative party has been in power for nearly 10 years.

Johnson refused to concede any responsibility. Whatever the Tories failed to do in the past, he said, if he wins a majority in Dec. 12 elections, his government will fix it.

“I think it is ridiculous, I think it is repulsive, that individuals as dangerous as this man should be allowed out after serving only eight years and that’s why we are going to change the law,” Johnson vowed.

Labour Party leader Jeremey Corbyn, Johnson’s principal opponent in the elections, called the government’s early release of Khan “a complete disaster” and called for a “very full investigation.”

In a speech in York on Sunday, Corbyn took aim at the cuts to police forces since the Conservatives came into power – a deficit of some 20,000 officers compared to years before.

“A failure to recruit has left huge staffing shortfalls and staff supervising more cases than ever expected, posing again a serious risk to our security,” Corbyn said. “You can’t keep people safe on the cheap.”

Into this febrile mix, President Donald Trump is scheduled to arrive for a meeting of NATO leaders on Tuesday and Wednesday. Trump in the past has found it irresistible to wade into British electoral politics, and all sides expect him to do so again.

As Trump’s ally Johnson was swatting back blame, the Ministry of Justice revealed that 74 people convicted of terror offenses are now living, under supervision, in British society.

The Sunday Times reported that Khan “had been granted permission by his parole officer to travel to London even though he was one of 3,000 extremists” on the MI5 “watch list.” The MI5 is Britain’s domestic intelligence service.

Ian Acheson, a former top counterterrorism official, wrote that he had warned Conservative officials for years that they were treating released terrorists with “jaw-dropping naivete.”

Corbyn, who has long spoken out against military action, said Britain’s foreign interventions have fueled conflict and brought terror to Britain.

He told supporters he had warned against the 2003 invasion of Iraq, and “we are still living with the consequences today.”

“The war on terror has manifestly failed,” Corbyn said. “Britain’s repeated military interventions in North Africa and the wider Middle East, including Afghanistan, have exacerbated rather than resolved the problems.”

Johnson has often accused Corbyn of siding with terror groups, such as Hamas and Hezbollah.

Opinion surveys of voting intent for the coming election have consistently shown Johnson’s Conservatives with a solid lead and clear path to majority government. But pollsters warn the electorate is still making up its mind – divided not only over parties and ideologies but Brexit – and they note that former Prime Minister Theresa May squandered her 20-point lead in days in the 2017 election.

Jo Swinson, the leader of the Liberal Democrats, accused Johnson of “politicizing” the terrorist attack, of turning it into a “distasteful” election issue.

Johnson said he would seek much tougher sentences for convicted terrorists.

“The suggestion that there’s some immediate law change, that you can do this with some tough rhetoric and, as he has done, link majority government to success in tackling terror, I just think it leaves a nasty taste in the mouth,” Swinson told the BBC.

Khan killed two of the very people who were tasked with helping him and other prisoners return to society as peaceful, productive citizens. Jones and Merritt were Cambridge graduates.

“What should have been a joyous opportunity to celebrate the achievements of this unique and socially transformative programme, hosted by our Institute of Criminology, was instead disrupted by an unspeakable criminal act,” university Vice Chancellor Stephen Toope said in a statement.

David Merritt, Jack’s father, described his son as a “beautiful spirit” who “always took the side of the underdog.”

He said his son would “not wish his death to be used as the pretext for more draconian sentences or for detaining people unnecessarily.”

Shami Chakrabarti, a top member of the Labour Party and an attorney, told the BBC, “I’m not prepared to say that any political party could have prevented what happened on Friday.”

The Nakorn Ratchasima government set up tents for more than a hundred traders on Monday (December 2) after their businesses were hit by a fire that swept through Mae Kim Heng market on Sunday night.

The traders can also register for a temporary sale area or other remedial services.

Government engineers were ordered to inspect the market’s structure, while probation officers were assigned to investigate the cause of the fire.

The officers have found that the fire started at a flower shop at the front of the market, where a large number of floral foam blocks were stored.

The fire also burned two units of a commercial building near the market, causing at least Bt50 million in damage. The officers expect an official conclusion of the cause of the fire to be ready next week.

Half of the market was burned and its steel-structure roof collapsed.

The flower shop owner, Somporn Palatwong, said she had stored flowers for sale on Father’s Day, December 5. She estimated the damage at around Bt500,000.

The Department of Special Investigation (DSI) will file charges this month against Chaiwat Limlikhitaksorn, the chief suspect and his accomplices in the murder of Karen activist Porlajee “Billy” Rakchongcharoen.

Billy, who had disappeared in suspicious circumstances five years ago, was confirmed death after the discovery of his bones in a 200-litre oil drum dumped near a bridge connecting Kaeng Krachan Dam in Phetchaburi province.

Director-General of DSI, Pol Colonel Paisit Wongmuang, said on Sunday (December 1) that police would interrogate staff of Kaeng Krachan National Park, who Chaiwat referred to as witnesses, this week.

“In addition, we will receive a report from forensic experts but there will not be further testimony in writing from Chaiwat as the deadline had expired on November 28 ” he said.

“DSI will summarise the case and file a lawsuit against four suspects in December.”

Meanwhile, a report has emerged that some of the bones found did not match the DNA of Billy, posing doubts as to the credibility of evidence.

75 brands to stop providing plastic bags from January 1

Around 75 brands and 24,500 distribution channels under the Thai Retailers Association will stop providing plastic bags from January 1 in a bid to reduce the whopping 9 billion, or 20 per cent, of plastic bags used in Thailand.

According to the Pollution Control Department, 45 billion plastic bags are used each year in the country – 18 billion, or 40 per cent, by local markets and street vendors, 13.5 billion, or 30 per cent, by retail shops, and another 30 per cent by department stores and supermarkets. Each Bangkokian uses eight plastic bags daily on average, which totals 80 million plastic bags per day.

Association president Worawut Oonjai said that 75 brands under its umbrella joined forces to reduce plastic waste and signed an agreement to stop providing plastic bags on the fourth day of each month last year.

Retail shops and department stores have from December 4, 2018, until August 31, 2019, been promoting non-plastic use with reward points. The effort resulted in a reduction of 2 billion plastic bags – a 4.6 per cent decrease.

After discussions with department stores, convenience stores and retail shops in November, the association decided to introduce a campaign titled “Every Day Say No to Plastic Bags”, under which all its members will stop providing such bags.

Worwut believes this campaign will produce more effective results than the government’s road map to eliminate plastic bags from Thailand by 2028.

The Royal Thai Police is working with Border Patrol Police, Highway Police and Tourist Police Bureau to provide aid to residents of four districts in Narathiwas province who are affected by flooding as a result of Typhoon Kammuri that has since reached the coast of Philippines, said Deputy police spokesman Pol Colonel Krisana Pattanajaroen today (December 2).

“The affected areas are Sungai Kolok, Sukirin, Sungai Padi, and Ra Ngae districts, with more than 20,000 victims in 8,130 households,” he said. “There were reports of eight public roads being cut off by floods.”

Krisana said National Police Chief Pol General Jakthip Chaichinda had ordered police officers in nearby provinces, namely Yala and Pattani, to work with local police in helping villagers move their belongings and transport injured and disabled persons out of flooded areas.

“We have also dispatched emergency traffic teams to make sure that routes are free of obstacles such as fallen trees and debris,” he added.

The deputy spokesman added that local police stations were ordered to modify their stations into makeshift accommodations for victims who can no longer stay in their homes, as well as assigning officers to patrol flooded areas to prevent thefts.

Logistics is one of Thailand’s ten key industries as it is a new engine of growth. It was among the top five employers of workers in 2016.

The Electronic Transactions Development Agency (ETDA) said online trading hit Bt3.05 trillion, up by 9-10 per year on year.

The ETDA expects that from now until 2022, the country’s e-commerce market should grow by an average of 22 per cent, with a value of more than Bt200 billion and annual growth of 15-20 per cent. As the online market grows faster, the logistics sector will also grow, the agency said.

Siridech Kumsuprom, the dean of the College of Innovative Business and Accountancy at Dhurakij Pundit University said the logistics business is growing faster as e-commerce and online trading surges. But the government is concerned that there is a shortage of personnel in these sectors.

“In the past, people did not have trust in online shopping because they felt unsafe when filling in personal credit card information, but now they feel more confident especially as e-commerce services allow payment on delivery, resulting in the growth of this and the logistics business, as well as the demand for personnel in this field,” he said.

Siridech said learning about logistics and supply chain management involves knowledge of goods transportation as well as know-how in operating a logistics business over land, water, air and rail.

“Some students still misunderstand that logistics is mainly about shipping, but they need to learn about complete transportation, optimisation of routes, product distribution, warehouse management, and more,” he said.

“Whatever field students choose, they have to also focus on whether they will have a job if they graduate, as well as monitor future job trends,” he added.
