“ปัจจัยความสำเร็จของการพัฒนาเมืองแห่งการเรียนรู้ให้เกิดความมั่นคงและยั่งยืน ไม่เพียงต้องให้ความสำคัญกับท้องถิ่นศึกษา แต่ต้องพัฒนากลไกกระบวนการทำงานร่วมกันของภาคีเครือข่ายครอบคลุมทุกมิติในพื้นที่ ทั้งมิติด้านวัยวุฒิ ด้านคุณวุฒิ และมิติด้านทุนวุฒิ แล้วยกระดับขึ้นเป็นโครงสร้างพื้นฐานทางความรู้ ครอบคลุมตั้งแต่ระดับพื้นที่ ถึงระดับประเทศ”

ดร.ปุ่น เที่ยงบูรณธรรม รองผู้อำนวยการ หน่วยบริหารและจัดการทุน ด้านการพัฒนาระดับพื้นที่ (บพท.) กล่าวถึงเส้นทางความสำเร็จของ “เมืองแห่งการเรียนรู้” บนฐานงานวิจัยและนวัตกรรม ตามแนวทางการให้การสนับสนุนของ บพท.โดยย้ำว่าต้องให้ความสำคัญกับการศึกษาค้นคว้าข้อมูลในพื้นที่เป้าหมาย หรือให้ความสำคัญกับเรื่องของ “ท้องถิ่นศึกษา” ด้วยการค้นหาอัตลักษณ์ท้องถิ่น คุณค่าภูมิปัญญาท้องถิ่น แล้วเปลี่ยนคุณค่าไปสู่มูลค่า เป็นรายได้หมุนเวียนในพื้นที่ การสร้างงาน สร้างอาชีพ ในลักษณะห่วงโซ่คุณค่าทางสังคม (Social Value Model)

ทั้งนี้ เมืองแห่งการเรียนรู้ เป็นรากฐานสำคัญยิ่งของการพัฒนายกระดับขึ้นสู่ความเป็นเมืองอัจฉริยะ หรือ สมาร์ทซิตี้ ที่พลเมืองหลากหลายภาคส่วน ซึ่งเป็นองค์ประกอบสำคัญที่สุดจะมีคุณภาพชีวิตที่ดี มีความสุขโดยทั่วหน้าโดย บพท. ได้สนับสนุนมหาวิทยาลัยเชียงใหม่และมหาวิทยาลัยสวนดุสิต ชูองค์ความรู้งานวิจัยท้องถิ่นศึกษาเป็นรากฐานสร้างเชียงใหม่-ลำปาง เพื่อยกระดับคุณภาพชีวิตคนพื้นถิ่น และปูทางสู่ความเป็นเครือข่ายเมืองแห่งการเรียนรู้โลกของยูเนสโก ต่อเนื่องจากจังหวัดพะเยา

ดร.ผณินทรา ธีรานนท์ หัวหน้าแผนงานโครงการเมืองแห่งการเรียนรู้พะเยา มหาวิทยาลัยพะเยา ซึ่งเป็นกำลังสำคัญเบื้องหลังความสำเร็จที่ผลักดันให้จังหวัดพะเยา ได้รับการขึ้นทะเบียนเป็นเมืองแห่งการเรียนรู้ตามมาตรฐานยูเนสโกประจำปี 2565 เปิดเผยว่า คณะนักวิจัยจาก ม.พะเยา โดยการสนับสนุนทุนวิจัยจาก บพท.ทำหน้าที่เป็นแกนกลางเชื่อมโยงการมีส่วนร่วมของทุกภาคส่วนในจังหวัดพะเยา ให้มาขับเคลื่อนเมืองแห่งการเรียนรู้ร่วมกัน

โดยกลไกกระบวนการพัฒนาเมืองแห่งการเรียนรู้ เริ่มจากการทำความเข้าใจกับเมืองพะเยา ออกแบบพื้นที่สำหรับการเรียนรู้ร่วมกัน ออกแบบหลักสูตรการเรียนรู้โดยมหาวิทยาลัยพะเยาเป็นผู้ให้การรับรองหลักสูตร เพื่อนำไปใช้ประโยชน์ในการสร้างอาชีพ สร้างรายได้ หรือต่อยอดด้านการศึกษา โดยมีเกณฑ์ชี้วัดความสำเร็จ จากรายได้และความสุข รวมทั้งคุณภาพด้านสิ่งแวดล้อม

“ปัจจัยความสำเร็จที่ทำให้เมืองแห่งการเรียนรู้พะเยา ได้รับการรับรองจากยูเนสโก น่าจะพิจารณาจากรายได้พลเมืองพะเยาโดยเฉลี่ยดีขึ้นระหว่างร้อยละ 5-35 ขณะเดียวกันคุณภาพชีวิตก็ดีขึ้น มีความสุขเพิ่มขึ้นจากการประเมินของบุคลากรทางการแพทย์โรงพยาบาลเวชชารักษ์ จังหวัดลำปาง อีกทั้งอัตราการปล่อยก๊าซคาร์บอนไดออกไซด์ก็ลดลงเกือบร้อยละ 10” ดร.ผณินทรา กล่าว

ดร.ขวัญนภา สุขคร ผู้อำนวยการ ศูนย์การศึกษานอกที่ตั้ง จังหวัดลำปาง มหาวิทยาลัยสวนดุสิต ในฐานะหัวหน้าแผนงานโครงการเมืองแห่งการเรียนรู้ลำปาง ภายใต้การสนับสนุนของ บพท.เปิดเผยว่า จะพยายามผลักดันให้จังหวัดลำปาง ได้รับการขึ้นทะเบียนเป็นเมืองแห่งการเรียนรู้ตามมาตรฐานยูเนสโก ประจำปี 2566 ด้วยการขับเคลื่อนงานศึกษาวิจัยด้านท้องถิ่นศึกษาครอบคลุม 5 มิติ

คือ “ภูมิหลัง-ภูมิเมือง-ภูมิธรรม-ภูมิวงศ์-ภูมิปัญญา” เพื่อค้นหาอัตลักษณ์ของพื้นที่ สำหรับจัดทำเป็นฐานข้อมูลกลางและเป็นรากฐานการออกแบบพื้นที่เรียนรู้ ออกแบบกิจกรรม ตลอดจนการออกแบบชุดหลักสูตรเพื่อการสร้างอาชีพ สร้างรายได้ยกระดับคุณภาพชีวิตของคนในพื้นที่บนหลักการของการมีส่วนร่วมของภาคีเครือข่ายทุกภาคส่วนในพื้นที่

“จากการศึกษาวิจัยท้องถิ่นศึกษา ทำให้รู้ว่าลำปางเป็นเมืองหลวงของครั่ง และครั่งจากลำปางมีการส่งออกไปยังต่างประเทศมากที่สุด อีกทั้งลำปางยังมีโรงงานแปรรูปครั่งกระจุกตัวอยู่มากที่สุดของประะเทศ โดยผลผลิตจากครั่งสามารถนำไปต่อยอดทำอาหารไปทำสีผสมอาหาร อีกทั้งยังนิยมนำไปทำสีย้อมผ้ากิโมโนในประเทศญี่ปุ่น” ดร.ขวัญนภา กล่าว

ดร.สุดารัตน์ อุทธารัตน์ หัวหน้าโครงการ การพัฒนาเมืองเชียงใหม่นครแห่งการเรียนรู้ เพื่อการพัฒนาเมืองพลวัตที่ยั่งยืน มหาวิทยาลัยเชียงใหม่ ซึ่งได้รับการสนับสนุนจาก บพท. ในการพัฒนาเมืองเชียงใหม่ ให้เป็นนครแห่งการเรียนรู้ ด้วยเศรษฐกิจสร้างสรรค์และสิ่งแวดล้อม กล่าวว่าจะใช้องค์ความรู้จากงานวิจัยท้องถิ่นศึกษา หรือ “ปูมเมืองเชียงใหม่” เป็นปัจจัยสำคัญในการพัฒนาเมืองเชียงใหม่ให้เป็นเมืองแห่งการเรียนรู้ ผ่านการออกแบบพื้นที่เรียนรู้ ออกแบบกิจกรรมการเรียนรู้ และการมีส่วนร่วมของภาคีทุกภาคส่วนในเมืองเชียงใหม่ เพื่อยกระดับคุณภาพชีวิต คุณภาพสิ่งแวดล้อมของเมืองเชียงใหม่ให้ดีขึ้น

“เราคาดหวังว่าผลการพัฒนาเมืองเชียงใหม่ให้เป็นเมืองแห่งการเรียนรู้ด้วยประเด็นเศรษฐกิจสร้างสรรค์ และสิ่งแวดล้อม ไม่เพียงทำให้เชียงใหม่เป็นเมืองน่าอยู่มากขึ้น คนเชียงใหม่มีชีวิตความเป็นอยู่ดีขึ้น แต่ยังจะทำให้เมืองเชียงใหม่ได้รับการขึ้นทะเบียนจากองค์การยูเนสโก ให้เป็นเครือข่ายเมืองแห่งการเรียนรู้หรือ Unesco Global Network of Learning Cities-GNLC ในปี 2566 อีกด้วย” ดร.สุดารัตน์ กล่าว

ด้าน โศวิรินทร์ ชวนประพันธ์ รักษาการหัวหน้าทีมการรู้หนังสือและการเรียนรู้ตลอดชีวิต องค์การเพื่อการศึกษาวิทยาศาสตร์และวัฒนธรรมแห่งสหประชาชาติ (ยูเนสโก) สำนักงานกรุงเทพฯ กล่าวว่า องค์ประกอบสำคัญของเมืองแห่งการเรียนรู้ตามกรอบของยูเนสโกจะให้ความสำคัญอย่างมากกับประเด็นด้านการศึกษา เนื่องจากการศึกษานับเป็นปัจจัยพื้นฐานที่สำคัญของการพัฒนาที่ยั่งยืน

‘วิศวศึกษาเอเชียแปซิฟิก’ยกระดับหลักสูตร ตอบโจทย์พัฒนาประเทศ-หนุนเรียนรู้ตลอดชีวิต

เมื่อเร็วๆ นี้ คณะวิศวกรรมศาสตร์ มหาวิทยาลัยมหิดล ร่วมกับ สภาคณบดีคณะวิศวกรรมศาสตร์แห่งประเทศไทย และสมาคมวิศวศึกษาในเอเชียตะวันออก-ตะวันออกเฉียงใต้และเอเซียแปซิฟิก (Association for Engineering Education in Southeast and East Asia and the Pacific: AEESEAP) จัดงานประชุมซัมมิทผู้นำวิศวศึกษา และงานประชุมวิศวศึกษาแห่งภูมิภาคเอเชียแปซิฟิก (AEESEAP Annual Summit 2022 and Asia Pacific Engineering Education Symposium 2022) ณ โรงแรมแมริออท กรุงเทพฯ สุขุมวิท และผ่านระบบออนไลน์

ดร.สุวิทย์ เมษินทรีย์ อดีตรัฐมนตรีว่าการกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) ซึ่งให้เกียรติเป็นประธานเปิดงาน กล่าวว่า ประเทศไทยพัฒนาเศรษฐกิจสู่ Thailand 4.0 โดยใช้ความคิดสร้างสรรค์ วิศวกรรม เทคโนโลยี นวัตกรรม และการวิจัย มุ่งเน้น 12 อุตสาหกรรมเป้าหมายของไทยบนแนวทาง Bio-Circular-Green Economy ได้แก่ ยานยนต์สมัยใหม่, อิเล็กทรอนิกส์อัจฉริยะ, การแพทย์และการท่องเที่ยวเพื่อสุขภาพ, การเกษตรและเทคโนโลยีชีวภาพ, อาหารเพื่ออนาคต, วิทยาการหุ่นยนต์,

การบินและการขนส่ง, เชื้อเพลิงชีวภาพและชีวเคมี, อุตสาหกรรมดิจิทัล, ศูนย์การแพทย์ครบวงจร, อุตสาหกรรมป้องกันประเทศ และอุตสาหกรรมการพัฒนาบุคลากร-การศึกษา ซึ่งปัจจุบันประเทศไทยต้องการวิศวกรและบุคลากรจำนวนมากเพื่อสนับสนุนการคิดค้นนวัตกรรมและรองรับความเติบโตของอุตสาหกรรมเป้าหมาย วิศวศึกษา (Engineering Education) จึงต้องปรับเปลี่ยนบทบาทและภารกิจเพื่อสร้างทักษะความสามารถและความพร้อมให้กับเยาวชนคนรุ่นใหม่และคนทำงาน

“งานประชุม AEESEAP 2022 นับเป็นการผนึกกำลังของไทยและประชาคมเอเชีย-แปซิฟิก ซึ่งจะเป็นโยชน์ต่อการยกระดับการศึกษาระดับอุดมศึกษาของประเทศไทยและภูมิภาคเอเชีย ตัวอย่างความสำเร็จของมหาวิทยาลัยมหิดล โดยคณะวิศวะมหิดล ที่ได้รับการรับรองระดับสากลจาก ABET สหรัฐอเมริกา ถึง6 หลักสูตรวิศวกรรมศาสตร์ จะเป็นโมเดลถ่ายทอดประสบการณ์นำพามหาวิทยาลัยอื่นๆ ของไทยได้ก้าวไปด้วยกัน” อดีต รมว.อว. กล่าว

รศ.ดร.จักรกฤษณ์ ศุทธากรณ์ ประธานสมาคมวิศวศึกษาในเอเชียตะวันออก-ตะวันออกเฉียงใต้และเอเชียแปซิฟิก (AEESEAP) และ คณบดีคณะวิศวกรรมศาสตร์ มหาวิทยาลัยมหิดล กล่าวว่า ประชาคมภูมิภาคเอเชียครอบคลุมกว่า 30 ประเทศ ขณะที่สมาคม AEESEAP ซึ่งก่อตั้งในปี 1973 จากการประชุม UNESCO ให้ความสำคัญต่อบทบาทของวิศวศึกษา (Engineering Education)ในการสร้างสรรค์ความเจริญก้าวหน้าและความยั่งยืน

โดยบทบาทของสมาคมฯ ตลอดระยะเวลา 49 ปี มุ่งส่งเสริมการพัฒนาวิศวศึกษาของเอเชียให้ก้าวทันโลกและตอบโจทย์การเปลี่ยนแปลงของเศรษฐกิจ สังคม และสิ่งแวดล้อม วัตถุประสงค์การจัดประชุม AEESEAP 2022 นี้ เพื่อส่งเสริมการศึกษาทางด้านวิศวกรรมศาสตร์ เป็นเวทีแลกเปลี่ยน ถ่ายทอดความรู้ ประสบการณ์ และศาสตร์ทางด้านวิศวกรรม รวมถึงประมวลองค์ความรู้ใหม่ๆ

ตอบโจทย์การบ่มเพาะบุคลากรที่ตรงตามความต้องการด้านความสามารถทางวิศวกรรมศาสตร์ในการพัฒนาประเทศและภูมิภาคโลกร่วมกัน ตลอดจนสร้างเสริมเครือข่ายความร่วมมือทางวิชาการในระดับภูมิภาคเอเชีย โดยมีวิทยากรจากนานาประเทศ พร้อมด้วยคณะกรรมการ AEESEAP จากออสเตรเลีย อินโดนีเซีย ญี่ปุ่น เกาหลี มาเลเซีย ฟิลิปปินส์ และไทย เข้าร่วมงาน

ในงานประชุม AEESEAP 2022 ทางประเทศออสเตรเลีย เกาหลีใต้ ญี่ปุ่น อินโดนีเซีย มาเลเซีย ฟิลิปปินส์ และประเทศไทย ได้แลกเปลี่ยนประสบการณ์ให้เห็นถึงตัวอย่างของ ความร่วมมือระหว่างภาควิชาการกับภาคอุตสาหกรรม ปัจจัยสู่ความสำเร็จที่ทำให้การพัฒนาวิศวศึกษา และบ่มเพาะวิศวกรก้าวหน้าและมีประสิทธิภาพ หลังวิกฤตโควิด-19 โลกยุคใหม่ที่เทคโนโลยีพลิกผันรวดเร็ว ไม่ว่าจะเป็นการใช้ Ai, บล็อกเชน, Big Data, IoT, หุ่นยนต์และระบบออโตเมชั่น, โดรน, VR/AR เชื่อมต่อกัน

จึงต้องโฟกัสที่ “ผู้ใช้” คือ ภาคอุตสาหกรรม และ “ผู้เรียน” คือ นักศึกษาใหม่และคนทำงาน ความท้าทายของวิศวศึกษา คือ เทคโนโลยีที่เปลี่ยนไปเร็วธุรกิจอุตสาหกรรมต่างๆ จึงต้องการวิศวกรที่มีคุณภาพ ความสามารถในทักษะทั้งด้านวิศวกรรมและ Soft Skills ความคิดสร้างสรรค์ การแก้ปัญหา ผ่าฟันอุปสรรค นับเป็นคุณค่าแก่การเรียนรู้และเรียนลัดของประเทศต่างๆ ในการพัฒนาบุคลากรสร้างวิศวกรคนรุ่นใหม่

รศ.ดร.จักรกฤษณ์ กล่าวต่อไปว่า แนวโน้มของวิศวศึกษาในอนาคต จะมุ่งการเปลี่ยนผ่านสู่ Digital Transformation คนรุ่นใหม่ให้ความสำคัญกับปริญญาน้อยลง โลกคือห้องเรียน ผสมผสานการเรียนการสอนที่ยืดหยุ่นทั้งแพลตฟอร์ม Tele-Education และห้องเรียน เนื่องจากวิศวศึกษาต้องการการฝึกฝน ทักษะปฏิบัติและมีการทดลองในห้องปฏิบัติการ ด้านการพัฒนาหลักสูตรจะเน้นการต่อยอดนวัตกรรม ความเป็นผู้นำ การประยุกต์ใช้ได้จริงจริยธรรมของวิศวกร บนพื้นฐานวิศวศึกษาที่ยั่งยืน (Sustainibility)

ซึ่งหลายประเทศรวมถึงไทยให้ความสำคัญยิ่งในการยกระดับวิศวศึกษาสู่มาตรฐานโลก เช่น ประเทศไทยใช้มาตรฐาน ABET จากสหรัฐอเมริกา ขณะที่อีกหลายประเทศใช้มาตรฐาน Washington Accord ทั้งมีการศึกษาและนำร่อง “ธนาคารหน่วยกิต” หรือระบบ “Micro Credential” เพื่อการศึกษาตลอดชีวิตของประชากรทุกช่วงวัย (Lifelong Learning) ส่วนเทคโนโลยีการศึกษาเป็นโครงสร้างพื้นฐานของการเรียนรู้ยุคใหม่ อาทิ การจำลองภาพเพื่อการเรียนรู้ (Immersive Education) การเรียนรู้จากการปฏิบัติจริง (Practise- Based Learning)

ควบคู่กับการจัดพื้นที่ให้เมคเกอร์คนรุ่นใหม่และสตาร์ทอัพได้คิดค้นต่อยอดนวัตกรรม รวมทั้งความร่วมมือด้านห้องปฏิบัติการข้ามมหาวิทยาลัยและข้ามประเทศ ตลอดจนพัฒนาเอสเอ็มอีโลกาภิวัฒน์ ทั้งนี้ สำหรับประเทศไทย การลงทุนในอุตสาหกรรมเป้าหมายหลั่งไหลเข้ามาสู่ “เขตพัฒนาพิเศษภาคตะวันออก EEC” ทำให้ความต้องการแรงงานทักษะสูงในระดับต่างๆ ของ ช่วง 5 ปี (ค.ศ.2021-2025 หรือ พ.ศ.2564-2568) ทั้งวิศวกรและบุคลากรพุ่งสูงถึง 564,176 คน และ EEC จะเป็นกลไกขับเคลื่อนสำคัญต่อการเติบโตของประเทศไทย

“การผนึกกำลังของสมาคม AEEASEAP และสภาคณบดีคณะวิศวกรรมศาสตร์แห่งประเทศไทย ซึ่งมีสมาชิก 64 มหาวิทยาลัยทั่วประเทศ จะทำให้หลักสูตรวิศวศึกษาและการผลิตบุคลากรทุกระดับตอบโจทย์ความเป็นจริง เป็นไปในทิศทางสอดคล้องกับการพัฒนาประเทศ และภูมิภาคเอเชีย-แปซิฟิก” รศ.ดร.จักรกฤษณ์ กล่าว

รศ.ดร.ธนภัทร์ วานิชานนท์ รองคณบดีฝ่ายการจัดการทุนมนุษย์และองค์กรสัมพันธ์ คณะวิศวกรรมศาสตร์ มหาวิทยาลัยมหิดล กล่าวถึงความสำเร็จที่คณะวิศวกรรมศาสตร์ มหาวิทยาลัยมหิดล ยกระดับ 6 หลักสูตรสู่มาตรฐานโลกโดยได้รับการรับรองจาก ABET สหรัฐอเมริกา (Accreditation Board for Engineering and Technology) นั้น ใช้เวลาเตรียมการ 4 ปีเศษ นับเป็นมหาวิทยาลัยแห่งแรกที่ได้รับการรับรองมากที่สุดถึง 6 หลักสูตร ป.ตรี

คือ วิศวกรรมเคมี วิศกรรมคอมพิวเตอร์ วิศวกรรมเครื่องกล วิศวกรรมชีวการแพทย์ วิศวกรรมโยธาและสิ่งแวดล้อม วิศวกรรมไฟฟ้า ซึ่งเป็นผลดีต่อผู้เรียนและการเคลื่อนย้ายแรงงาน วิศวกรไทยเป็นที่ยอมรับในตลาดโลกสามารถไปศึกษาต่อหรือทำงานได้ทั่วโลก อีกทั้งส่งผลดีต่อความน่าเชื่อถือในสถาบันการศึกษา ประเทศชาติ และประชาคมโลก

“ระบบ ABET ให้การรับรองคุณภาพการศึกษาโดยพิจารณาจาก 1.หลักสูตร มีการบริหารจัดการและบรรลุวัตถุประสงค์ 2.วัตถุประสงค์หลักสูตร ตามแนวทาง Outcome Based Education 3.ผลสัมฤทธิ์ต่อผู้เรียนและผลลัพธ์อย่างมีหลักฐานเชิงประจักษ์ 4.หลักสูตรมีการพัฒนาต่อเนื่อง 5.ข้อกำหนดหลักสูตร การวัดผลและการขอรับการประเมิน” รศ.ดร.ธนภัทร์ ระบุ

รศ.ดร.ธนภัทร์ ยังกล่าวอีกว่า มีมหาวิทยาลัยของไทยหลายแห่ง อาทิ มหาวิทยาลัยสงขลานครินทร์ มหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ มหาวิทยาลัยขอนแก่น ได้มาเยี่ยมชมคณะวิศวกรรมศาสตร์ ม.มหิดล และหารือถึงวิธีการเตรียมความพร้อมเพื่อความสำเร็จในการขอรับรองมาตรฐาน ABET ซึ่งทางคณะฯ ยินดีถ่ายทอดประสบการณ์และให้คำแนะนำอย่างเต็มที่

เมื่อวันที่ 20 พฤศจิกายน 2565 น.ส.ตรีนุช เทียนทอง รัฐมนตรีว่าการกระทรวงศึกษาธิการ (รมว.ศธ.) กล่าวชื่นชม วิทยาลัยเทคนิคฉะเชิงเทรา ที่นำผลงานวิจัยสิ่งประดิษฐ์ “หุ่นยนต์ช่วยฝึกเดินสำหรับผู้ป่วยอัมพฤต-อัมพาต” (Walking robot for rehabilitation of paralysis patient) เข้าร่วมจัดแสดงในงาน “2022 Seoul International Invention Fair” (SIIF2022) ได้รับรางวัล Gold Prize จาก Korea Invention Promotion Association ซึ่งเป็นเหรียญทอง รางวัลยอดเยี่ยมในการสร้างสรรค์สิ่งประดิษฐ์ และ Special Award จาก Taiwan Invention Association รางวัลพิเศษสำหรับสิ่งประดิษฐ์ที่มีศักยภาพ

ซึ่งงาน Seoul International Invention Fair 2022″ (SIIF2022) เป็นการจัดแสดงนิทรรศการผลงานวิจัยและนวัตกรรมสิ่งประดิษฐ์นานาชาติ จัดขึ้นโดย Korean Intellectual Property Office และ Korea Invention Promotion Association ระหว่างวันที่ 16-19 พฤศจิกายน 2565 ณ Coex Convention & Exhibition Center กรุงโซล สาธารณรัฐเกาหลี

โดยมีผลงานวิจัยและนวัตกรรมสิ่งประดิษฐ์กว่า 400 ผลงานจาก 16 ประเทศ เข้าร่วมจัดแสดง ซึ่งวิทยาลัยเทคนิคฉะเชิงเทรา ได้รับการคัดเลือกจากสำนักงานการวิจัยแห่งชาติ (วช.) นำผลงาน “หุ่นยนต์ช่วยฝึกเดินสำหรับผู้ป่วยอัมพฤต-อัมพาต” เป็นตัวแทนอาชีวศึกษาไทยเข้าร่วมงานดังกล่าว โดยมี นายสุรเดช ดวงเพชร และ นายวีรชัย หวังชัยยะ นักศึกษาระดับ ปวส.1 แผนกเทคนิคการผลิต นำเสนอผลงานสิ่งประดิษฐ์ในเวทีนานาชาติ

A productive and highly successful APEC Summit 2022 ended in Bangkok today, with the leaders endorsing the importance of a Bio-Circular-Green economic model, sustainability and also recognising the challenges facing the world, in particular the Russia-Ukraine war and climate change. Thailand also handed over the baton to the next APEC host, the United States

The 29th APEC meeting in Bangkok had special significance as it was the first meeting of APEC leaders in person after the Covid-19 pandemic.  

This year, under the APEC theme “Open. Connect. Balance.”, Thailand pushed three priorities: to be open to all opportunities, be connected in all dimensions, and balanced in all aspects, to advance long-term robust, innovative and inclusive economic growth as well as sustainability objectives in the Asia-Pacific region.

This morning, Apec 2022 wrapped up with Prime Minister Prayut Chan-o-cha symbolically handing the Apec “chalom” over to US Vice President Kamala Harris, who represented President Biden, as the next Apec host.

The handover ceremony took place at around noon, with Prayut saying the chalom – the traditional Thai basket and this year’s Apec logo – represented strength, flexibility and consistency. He said he hoped the US would uphold Apec’s aims and visions when it hosts the next summit.

The Prime Minister said: “We hope the BCG [bio-circular-green] economic model will also be one of the main factors that bring economies together.” He hoped that the US and other economies would work together to help the Asia-Pacific region prosper, adding the world is undergoing significant changes and that environment and sustainability are crucial.

During the APEC Summit, the Managing Director of the International Monetary Fund (IMF) participated in the meeting to present the 2022 Global Economic Outlook. In addition, APEC Leaders engaged in dialogues with the APEC Business Advisory Council (ABAC) as well as special guests — the Crown Prince and Prime Minister of the Kingdom of Saudi Arabia and the President of the French Republic — to exchange views with the private sector and APEC’s external partners.

During APEC 2022, the meetings were divided into three areas: Senior Officials’ meetings, APEC Ministerial Meetings and APEC Leaders Meetings.

Yesterday at the Apec Ministerial Meetings, 48 joint statements were issued, setting three priorities to promote trade and investment among the 21 member economies. The meeting was chaired by two Thai Cabinet members — Deputy Prime Minister and Foreign Affairs Minister Don Pramudwinai and Deputy Premier and Commerce Minister Jurin Laksanawisit.

The declaration, adopted by consensus, by APEC Economic Leaders, were: the 2022 APEC Leaders’ Declaration, and the Bangkok Goals on BCG Economy Model. 
APEC 2022 saw Thailand, as host economy, navigate APEC through a year full of uncertainties to achieve three key deliverables. These include (1) the FTAAP Agenda Work Plan  2023 – 2026 to take forward the refreshed conversation on the Free Trade Area of the Asia Pacific (FTAAP) in the post-COVID context, to help build capacities of economies to better prepare for next generation trade issues; (2) the Safe Passage Taskforce’s recommendations on how APEC’s safe passage work should be carried forward to continue building resilience in the region’s travel infrastructure against future disruptions, and (3) the adoption of the Bangkok Goals on BCG Economy, as APEC’s first comprehensive goals on sustainability and inclusivity agendas, which focus on 4 key areas: climate change mitigation, sustainable trade and investment, environmental conservation and waste management.

The members also averred that the war in Ukraine, caused by the Russia’s aggression, has adversely impacted the global economy. They demanded the complete and unconditional withdrawal from the territory of Ukraine. Most members strongly condemned the war in Ukraine and stressed it is causing immense human suffering and exacerbating existing fragilities in the global economy. It is constraining growth, increasing inflation, disrupting supply chains, heightening energy and food insecurity, and elevating financial stability risks. There were other views and different assessments of the situation and sanctions. Recognising that APEC is not the forum to resolve security issues, the members acknowledged that security issues can have significant consequences for the global economy.


The 21 members affirmed their commitment to promote strong, balanced, secure, sustainable and inclusive growth, recognise that more intensive efforts are needed to address today’s challenges, including climate change, extreme weather and natural disasters, food security, and sustainable energy transitions that reduce greenhouse gas emissions, while ensuring energy resilience, access and security in the region, including by facilitating investments in relevant activities.

Apec 2022 came to a successful end on Saturday with Thailand and the US reaffirming their alliance and commitment to advancing bilateral ties and cooperation.

US Vice President Kamala Harris also expressed Washington’s readiness to build upon the existing cooperation when it hosts the Apec Summit next year.

“Both sides were pleased with the close Thailand–US partnership, which has continued to see increasing dynamism and underscores their commitment to enhancing the multi-faceted cooperation,” the Foreign Ministry said.

Harris and Prime Minister Prayut Chan-o-cha also voiced commitment to further develop supply chain cooperation based on the Thailand-US Memorandum on Promoting Supply Chain Resilience, which was signed in July.

“Prayut also emphasised readiness to work with the US to further promote investment cooperation in Thailand’s targeted industries, particularly clean energy, electric vehicle, smart electronics, digital industry, and medical hub industry,” the Foreign Ministry said.

Prayut and Harris also discussed building upon the strong US-Thailand partnership on security and law enforcement in addressing both conventional and modern-day security challenges.

“Both sides are working closely to enhance capacity in law enforcement and preventing and suppressing transnational crimes, including combatting drug trafficking, enhancing marine patrol capability, and anti-money laundering,” the Foreign Ministry said.

Prayut also reaffirmed Thailand’s commitment to working together to achieve tangible results from the Ayeyawady–Chao Phraya–Mekong Economic Cooperation Strategy and Mekong–US Partnership, so they benefit the prosperity of the region.

“The US also plans to provide an additional US$20 million [717.68 million baht] to promote development cooperation in the Mekong sub-region through Japan-US Mekong Power Partnership,” the ministry added.

US Vice President Kamala Harris made time in her busy schedule to have an audience with the Supreme Patriarch at Wat Ratchabophit in the heart of Bangkok on Saturday.

Harris was in the capital to attend the Asia-Pacific Economic Cooperation (Apec) Economic Leaders’ Meeting on Friday and Saturday.

The Supreme Patriarch welcomed the vice president by thanking her for attending the summit and making time to pay respects at the temple.

“The US vice president’s visit can be seen as fostering US-Thailand relations to ensure they continue from generation to generation,” Supreme Patriarch Somdet Phra Ariyavongsagatanana IX said.

Harris was also shown around the temple and paid respects to the principal Buddha image, Phra Buddha Angkhiros.

The base of the Phra Buddha Angkhiros contains the ashes of King Rama VI, who visited the US to establish ties. The Supreme Patriarch said these ties have been strengthened over the decades, with Thai monarchs visiting the country over the years. Besides, he said, Thailand has emotional connections with the US because the beloved monarch, King Bhumibol Adulyadej the Great, was born in Massachusetts.

The Supreme Patriarch also showed Harris a proverb in Pali inscribed above the door of the main chapel by King Rama V, which translates as “the unity of the people of all diverse groups will bring about prosperity and success”.

Harris, meanwhile, promised to work on building unity and peace in the world and said she was honoured to have been granted an audience with the head of the order of Buddhist monks.

“In a multicultural society, if we have the opportunity to study with each other, we will be able to accept differences and live together happily,” she said.

Singapore Prime Minister Lee Hsien Loong’s Facebook comments and photos documenting his experiences at Apec 2022 in Bangkok have gone viral among netizens.

In a series of posts on Saturday, he took photographs of meetings, performances and even the appetiser served at the gala dinner on November 17.

For the starter dish, dubbed “Welcome to Thailand”, he said: “A beautifully presented appetiser that creatively incorporated the Apec 2022 Thailand logo and the host country!”

The dinner menu was created by Michelin-starred chef Chumpol Jangprai, and his appetiser covered tastes from the four regions of Thailand:

• Northern Temptation: Lanna crispy khao soi-flavoured rice noodle

• Central Voyage: Ayutthaya tom yum-flavoured river prawn croquettes

• Come to Isaan: Charcoal-grilled Wagyu from Korat with a spicy dipping sauce

• Sailing South: Betong-style marinated grilled chicken

Lee also took photographs of the cultural performances put up during the dinner and said “the cultural show was an interesting blend of traditional and modern Thai song, music and dance”.

The performances were inspired by the theme of this year’s summit “Open. Connect. Balance” and were divided into three acts.

• Connect in All Dimensions: A fashion show featuring Thai silk creations by designers from all 21 Apec countries.

• Balance in All Aspects: An arts and culture performance showcasing Thailand’s North, Northeast, South and Central regions.

The government held a sumptuous gala dinner at the Royal Thai Navy Convention Hall on November 17 for leaders attending the Asia-Pacific Economic Cooperation (Apec) Summit in Bangkok.

Prime Minister Prayut Chan-o-cha and China’s President Xi Jinping agreed to strengthen security, trade and sustainability ties between their countries during talks in Bangkok on Saturday, a Thai government spokesman said.

The talks at Government House, which came straight after Prayut had closed the Apec Summit, saw the announcement of five agreements signed during Xi’s visit:

1. The fourth joint action plan on Thailand-China strategic cooperation (2022-2026)

2. The cooperation plan on the Silk Road Economic Belt and the 21st Century Maritime Silk Road

3. Memorandum of Understanding on cooperation in e-commerce between the Thai and Chinese commerce ministries.

4. MoU on cooperation in academia, science and technology between Thailand’s Ministry of Higher Education, Science, Research and Innovation and China’s Academy of Sciences.

5. MoU on establishing a working group on investment and economic cooperation between Thailand’s Industry Ministry and China’s Commerce Ministry.

Prayut and Xi also agreed to strengthen security cooperation to combat cyber and transnational crime, drugs, human trafficking and call centre scams.

On commerce, both sides agreed to boost trade value and facilitation, especially for agricultural produce, government spokesperson Anucha Burapachaisri said.

“Both countries promoted investment, especially in digital and green industries,” he added.

Prayut and Xi also agreed to promote connectivity, especially via rail freight.

“China hopes to see connection of infrastructure, logistics and customs to expand the export of Thai agricultural products such as durian and mangosteen,” Anucha said, citing Xi’s remarks.

The 2022 Apec Summit wrapped up successfully with the unexpected release of three joint statements and loud applause for Thailand’s ability in keeping thousands of participants happy and well-catered.

After the summit was completed on Saturday, the Nation was granted exclusive rights to photograph the areas where leaders of the 21 Asia Pacific Economic Cooperation (Apec) countries and invited guests discussed trade ties and an inclusive, sustainable future.

We captured the key meeting rooms that were specially decorated with flowers, the leaders’ lounge, the room where private discussions were held and waiting rooms.

The Queen Sirikit National Convention Centre, which opened on October 15 after being renovated for three years, served as the venue for the summit.

The 300,000-square-metre facility has 50 meeting rooms, two massive interconnected exhibition halls, two seminar halls and many other areas serving different purposes. The site has 3,000 parking spots and can accommodate up to 100,000 visitors.

Before the Apec Economic Leaders’ Week, there were 23 noteworthy meetings and events, including an Informal Senior Officials Meeting, three clusters of Senior Officials’ Meetings, eight sectorial meetings on trade, tourism, forestry, health, food security, SMEs, women and the economy and finance. Also held were eight media focus groups and three informal media roundtables.

The government allocated about 3.28 billion baht for the summit, the Foreign Ministry said.

At a press conference marking the end of the summit, Prime Minister Prayut Chan-o-cha said the event drew approximately 6,000 participants. He added that the event was made environmentally friendly thanks to the “Care the Bear” initiative launched by the Foreign Ministry in partnership with the Stock Exchange of Thailand.

As part of the initiative, six green practices were observed, namely providing public transportation, using less paper and plastic, not using Styrofoam, reducing energy consumption from electrical equipment, using decorative materials that can be reused and reducing food waste.

The meeting apparently has potentially reduced greenhouse gas emissions by about 25,820 kilograms of CO2 equivalent, which is equal to annual carbon absorption by 2,869 trees.
