A consumer protection unit in Samut Songkhram province on Monday denied a widespread claim on social network platforms that preservatives were being added to steamed mackerels, a renowned local product of the province.

The preservatives, according to the claim, cause cancer – even among fishmongers.

Consumer protection chief Panuchote Thongyang, a professional pharmacist, said no preservation are used in the process of making the popular steamed mackerel in the province.

“We have regularly checked the steamed mackerel products in the province and can guarantee that the claims on the social network are groundless,” he said.

Panuchote explained that to make the product, the mackerel is dipped into boiling salted water as a way to preserve them. There is no need to use preservatives, which would also add to the expenses of sellers.

He was referring to a claim that the fish in the market were full of preservatives that could cause cancer.

The claim showed a photo of disfigured hands said to be those of fishmongers who were suffering from cancer.

“Don’t you see that even sellers of the fish themselves got cancer?” the accusation read.

Referring to the photo, Panuchote said it seems to have been taken from cyberspace and had nothing to do with the steamed mackerel.

Panda celebrates first birthday in Malaysian zoo with ice cake

Kuala Lumpur – A giant panda born in a Malaysian zoo celebrated her first birthday Monday with a cake made of ice in front of adoring visitors.

The youngster looked around shyly as a zookeeper carried her to a platform in her enclosure where the cake, which had a large number “one” on top, was waiting.

After nibbling at some carrots used to decorate the creation, the panda — who has not yet been named — seemed to tire of the celebrations, and fell asleep.

Currently weighing 34 kilos (75 pounds), she is the second cub born to Liang Liang and Xing Xing since they were sent from China to Malaysia in 2014, on a 10-year loan.

    The first, Nuan Nuan, was born in August 2015 and sent back to China in 2017. Beijing and Kuala Lumpur have agreed that cubs born in captivity must go back to China at the age of two.

The pandas are kept at the national zoo’s panda centre outside Kuala Lumpur.

It’s estimated there are some 1,800 giant pandas left in the wild, living mainly in bamboo forest in the mountains of western China, according to environmental group WWF.

Urgent : Cambodia’s diplomatic passports issued to foreigners to be annulled

The Ministry of Foreign Affairs and International Cooperation will move to annul diplomatic passports issued to those not born in Cambodia.

Analysts say the move may be in relation to reports that former Thai prime minister Yingluck Shinawatra used a Cambodian passport to register as a company director in Hong Kong.

The government last week released a letter of instruction on the provision of diplomatic passports to foreigners appointed as advisers and assistants to the political elite and government institutions.

The two-page instruction released on Wednesday by Prime Minister Hun Sen, which The Post received on Saturday, says some foreigners appointed as advisers and assistants to high-ranking officials and institutions had become naturalised Cambodians and applied for diplomatic passports.

The letter of instruction says in order to prevent such passports being used incorrectly as stated in a 2008 sub-decree, the government instructs that Cambodian diplomatic passports must not be issued to those who are not Cambodia-born unless it is a “most necessary case”.

“All ministries and institutions have the duty to collect the diplomatic passports that they applied for their advisers and assistants who are not Cambodian by birth, and hand the passports over to the Ministry of Foreign Affairs and International Cooperation no later than a month from the date of this instruction,” said the letter, which was signed by Prime Minister Hun Sen.

“The Ministry of Foreign Affairs has the duty to check and annul diplomatic passports already issued for individuals who are not Cambodian by birth,” the letter states.

It also orders the Ministry of Interior to prevent the use of such passports to enter and depart Cambodia.

Ministry of Foreign Affairs spokesman Ket Sophann told The Post on Sunday that his ministry had requested Prime Minister Hun Sen to issue the instruction.

“We requested that the Ministry of Interior and relevant ministries collect diplomatic passports for advisers who are not Cambodian by birth and bring them to the Ministry of Foreign Affairs in one month,” he said, declining to comment on what action will be taken should foreigners still use such passports.

The government’s instruction came as Hong Kong-based English language daily South China Morning Post last week reported that Yingluck, the fugitive former Thai prime minister, had used a Cambodian passport to register a company in Hong Kong last August.

The government denied last week that a Cambodian passport had ever been issued to her.

Asked if the instruction was linked to the Yingluck reports, Sophann said the article by the South China Morning Post was similar to an Asia Times report about a Chinese naval base in Koh Kong province.

“I can just say that [the foreign media] publishes news with an agenda like what had been done by Asia Times, and now it is the South China Morning Post,” he said.

Hong Kong-based online news portal Asia Times in November published a report citing unnamed diplomatic sources as claiming that a Chinese naval base was being built in Koh Kong province.

Ministry of Interior spokesman Phat Sophanith said on Sunday that the Ministry of Interior did not control diplomatic passports and hence did not have figures as to how many have been issued. He said the Ministry of Interior issues only normal passports.

“However, we will be enforcing [the instruction] from Prime Minister Hun Sen,” he said.

Kin Phea, the director-general of the International Relations Institute at the Royal Academy of Cambodia, said the instruction may be linked to the reports about Yingluck or other cases involving diplomatic passports.

However, he said that Cambodia denied the media reports and no action would be necessary if Thailand did not request cooperation in the Yingluck case.

“It is not necessary for the ministry to investigate. If the media reports something and we investigate [all of them], how busy will the ministry be with reports which are baseless?”

“So I think the denial from the ministry was enough. There is no need for an investigation if it doesn’t harm relations between Cambodia and Thailand,” he said.

Yingluck was sentenced to five years in prison in 2017 for mishandling a rice subsidy scheme which reportedly cost Thailand at least $8 billion. She was ousted from office in 2014 by the Thai military.

Some media reports said she might have used a Cambodian passport to flee Thailand, something Cambodian officials have strongly denied.

Stowaway bird found taking business class 12 hours into Singapore-London SIA flight

SINGAPORE – A Singapore Airlines (SIA) flight headed to London’s Heathrow Airport found it had an unintended passenger – a mynah.

Business-class passengers found themselves greeted by the avian stowaway about 12 hours into the flight. A typical Singapore-London flight takes about 14 hours.

In a statement on Sunday (Jan 13), an SIA spokesman confirmed that a bird was found on flight SQ322 last Monday (Jan 7).

“It was subsequently caught by cabin crew with the assistance of some of the passengers on board,” said the spokesman.

In a video posted on Facebook, the mynah can be seen perched, seemingly unfazed, on top of an unsuspecting passenger’s headrest.

An air steward is seen making a grab for the bird but it evades capture.

SIA said the bird was handed over to animal quarantine authorities once the aircraft touched down in London. The airline did not provide more information on how the bird got into the aircraft.

JAPANESE adult film star Sora Aoi announced on social media she is having a pair of twins, China Press reported.

The 35-year-old, who wed DJ Non last year, broke the news to her fans accompanied with a portrait of her pregnant belly.

“My father is a twin, my aunt’s kids are twins. Actually, I am also having a pair of twins,” she said.

In December last year, Philippine Daily Inquirer reported that after settling down with a “not handsome nor rich” guy earlier this year, Sora revealed she is expecting her first child.

“Finally an angel came to me!” Aoi posted on her Instagram today, Dec. 12. She said she was five months pregnant with her baby with DJ Non.

“I am anxious about my first pregnancy,” the 35-year-old former actress admitted in her blog post, as per Tokyo Reporter.

She added that she has experienced morning sickness due to her pregnancy, and is expected to give birth in May next year.

“I do not regret having worked in AV (adult video) but it is not as if there is no backlash in the eyes of the public,” she wrote in her blog post in January when she revealed that she was now a married woman.

“To become a family, I think that it is necessary to be accepting of all of one’s past and from now until the future,” Aoi added. “So, I think he is truly the one who will accept me.”

KUANTAN: Sultan Abdullah Ibni Sultan Ahmad Shah says he is focusing on the proclamation ceremony as the sixth Sultan of Pahang and his oath-taking tomorrow.

The Sultan said he was leaving the question about being appointed as the next Yang di-Pertuan Agong to God’s will. “If it is written that I will end up there, then there I will be,” he said, citing the Surah Yasin verse 82.

The verse reads in part: Whenever He wills a thing, He just commands it “be” and it is.

After the Sultan of Kelantan, the next in line in the rotation of the nine Malay Rulers to be appointed as King are the Sultan of Pahang, Sultan of Johor and Sultan of Perak.

When met after performing the subuh (dawn) prayers at Masjid Al-Imam Ash-Shafie here, Sultan Abdullah said he had mixed feelings of sadness and gratitude upon being announced as the successor to the Pahang throne.

He expressed his thanks to God, his siblings and the people of Pahang for their support.

“I hope I will get the fullest cooperation from the state and federal governments in performing my duties for the benefit of the people, mainly the needy.

“As Sultan of Pahang, it is my responsibility, not only to the people but also to Allah.

“I am open to advice and constructive criticism, which can be pedas (heated), if it will pave the way for better mutual understanding and for me to perform better for our future,” he said.

Tech boom to bring in a new era in Myanmar

THOUGH DIGITAL literacy is still low in Myanmar, people’s eagerness to try new things and their ability to easily adapt to a new environment could generate a technology boom in the country by encouraging young entrepreneurs to establish tech-based companies, say tech experts.

Mike Than Tun Win, founder and chief executive of BOD Tech Co which runs Flymya travel portal and Get digital services, said the coming tech disruption will be driven mainly by young entrepreneurs.

“The government should place more focus on IT education in key universities. A better relation between the public and private sectors is critical,” he said.

He stressed the need to open up more sectors to the private sector, so they could play an active role in the nation’s growth. He also encourages adopting more public-private partnerships to accelerate the growth momentum.

Flymya aims to double its web traffic and revenue in 2019. Get Ride plans to bring 30,000 drivers onboard and cover 12 cities, while its digital shop expects to empower 40,000 small shops nationwide.

“Even though smartphone use in Myanmar is pretty high, we expect a gradual growth over the next two years. With improving IT literacy, we will be able to enjoy more exponential growth from 2020 onwards,” said Mike.

Kyaw Kyaw Win, co-founder and chief executive of Innoveller Co, which drives digital transformation in bus ticketing via its platform MMbusticket, urges the government to support entrepreneurs and startups.

“The government plays a very important role in every industry – not just in the tech industry. As regulator, they should set up the right policies to promote and protect the developments in this industry,” he said.

According to Kyaw Kyaw Win, tech businesses in Myanmar urgently need the government’s support in terms of protecting their intellectual property rights, as it is pivotal to their sustainable development.

“Our government should learn how Vietnam allows Facebook and Google to install servers and open representative offices there, as well as how Singapore regulates its ride-hailing industry to protect consumers,” he said.

This year, Innoveller Co will continue to empower more bus operators to improve their operation efficiency, cost effectiveness and revenue growth through digital transformation. It expects all bus operators in Myanmar to be ready for e-commerce by 2020, he said.

“More and more people will use digital money in the coming years,” he said.

Sully Bholat (aka Htet Aung Latt), the founder and chief executive of Flexible Pass Co which tries to bring all the gyms and fitness centres in Myanmar under one umbrella, echoed Kyaw Kyaw Win’s view.

“There will be more mobile money and digital payment options available through this trend of tech disruption. It will make it easier for people to make payments as they will no longer need to rely on cash,” he said.

Tech businesses need more support from the government, he revealed. He suggested providing more loans and financial support for startups to improve the technology landscape in Myanmar.

To date, Flexible Pass has partnered with nearly 90 gyms, fitness centres and hotels in Yangon with 19 different categories of fitness activities available for its users. The firm aims to expand its business in Mandalay and also expand into spas and beauty services in 2019, he said.

Aung Ye Kyaw, the founder and chief executive of White Merak Co which created Myanmar’s first-ever animated comic application, expects tech entrepreneurs to mainly focus on artificial intelligence, machine learning and workflow automation in the near future.

Like other young entrepreneurs, he is also anticipating the enactment of the Intellectual Property Law. He urged that authorities be more supportive of the tech industry through government incubators and standardised investment laws.

“This year, we will bring more engaging content including comics and manga to our readers, and will ensure a more tech-involved creative process in the workflow. We will also engage customers with more immersive reading experiences like augmented reality,” he said.

Soe Thein, director general at the Posts and Telecommunications Department (PTD), pledged to create an enabling environment for both corporates and startups in order to push Myanmar’s tech industry to the next level.

“PTD as the regulator will ensure we create a good mix so that every single player has a chance to be part of our digital transformation journey,” he said.

According to the official, Myanmar looks to strengthen cooperation with multinational companies in its push for the fifth generation of wireless technology (5G) while attempting to launch initiatives to support the development of local tech firms.

Bids to boost digital literacy in Myanmar are also supported by international players, including the digital payment giant Visa. Arturo Planell, country manager of Visa Myanmar, said the transition to a cashless society is possible over the next three or four years, through effective programmes to increase people’s financial literacy.

Provided that nearly 80 per cent of the population remains unserved by Myanmar’s traditional banking system, Brad Jones, chief executive of Wave Money, foresees a brighter future for mobile financial services in Myanmar.

Cambodian SMEs await details on tax incentives

SMALL and Medium Enterprises (SMEs) in Cambodia are still waiting for tax authorities to provide procedural details after the government announced tax incentives for SMEs in six priority sectors three months ago, said Federation of Associations for Small and Medium Enterprises of Cambodia (Fasmec) operations manager Ly Visal.

“According to the General Department of Taxation [GDT], the detailed procedure for tax exemptions for the six priority sectors announced by the government will be completed by the end of January.

“After news of the tax exemption, many companies and businesses expressed their delight, but still look forward to seeing the [GDT’s] [application] procedure.”

According to the sub-decree on SME tax incentives signed by Prime Minister Hun Sen on October 2, six priority sectors, which include agro-industries as well as food production and processing will receive an exemption on income tax from three to five years.

The remaining four priority sectors are manufacturers of products used in waste processing and tourism, manufacturers of parts and equipment supplied to other manufacturers, research and development of information technology – including innovative equipment-management services and enterprises developing SME commercial districts. The new sub-decree says that any SME intending to receive a five-year tax exemption must use at least 60 per cent domestic raw materials, increase the number of employees by at least 20 per cent or be located in SME districts.

Chen Sopheap, founder and managing director of Keiy Tambanh Khmer, which sells pha muong, seung and other traditional Khmer silk products, said she is currently not registered with the General Department of Taxation because there is insufficient legal documentation for taxation, though she notes that her company is ineligible due to its small number of staff and low income.

“I have not yet registered with the GDT, because doing so requires many standardised documents,” she said, adding that, “nowadays, I am also studying and preparing documents to prepare for registration”.

Currently, there are more than 500,000 SMEs in the kingdom, though only 40,000 are registered, according to Fasmec president Te Taingpor.

Tet bonuses in HCM City rise by 30 per cent

The Tet (Lunar New Year) bonuses of enterprises in Ho Chi Minh City will rise an average of 30 per cent compared to the same period last year, according to the city’s Department of Labour, Invalid and Social Affairs.

Le Minh Tan, director of the department, said that more than 2,000 enterprises that employ about 415,000 people were surveyed about Tet bonuses.

The average Tet bonus will be 10.8 million dongs(Bt14,841,US$465), about one month of salary for some employees. Last year, the average Tet bonus was 8 million dongs(US$344).

This year the highest Tet bonus of 1.17 billion dongs (US$50,453) will be offered by a foreign direct-invested (FDI) banking company.

For New Year bonuses, the average bonus will be 3.4 million dongs ($146), an increase of 28 per cent compared to last year, while the average bonus at FDI enterprises will be 9.4 million dongs ($405), an increase of nearly 70 per cent.

In addition, many enterprises will offer higher bonuses on senior workers and advance part of the salary before Tet.

For example, PouYuen Vietnam Co, Ltd will provide a Tet bonus of one to two months of salary. The company will spend 1 trillion dongs ($43 million) to reward more than 65,800 workers, and will also allow workers to advance a part of their salary to prepare for Tet. – Viet Nam News

Cambodia posts 1.5% dip in 2018 rice exports

Cambodian rice exports saw a 1.5 per cent drop last year compared to 2017 due to the industry’s lingering challenges – the cost of production and competition with the international market.

Ministry of Agriculture, Forestry and Fisheries figures show that the country exported 626,225 tonnes of rice last year, decreasing 1.5 per cent from 635,679 tonnes in 2017.

According to the figures, the main destinations for rice exports were the EU with a total of 269,127 tonnes and China with 170,154 tonnes.

Ministry spokesman Srey Vuthy said high production costs hindered competition with an international market.

“Despite rice facilities already being developed for the rice industry, our rice exports are still decreasing.”

Phou Puy, CEO of Thaneakea Srov (Kampuchea) Plc, one of the Kingdom’s major rice exporters, which is headquartered in Battambang province, noted that while his company continues to see an increase in rice exports, the Kingdom’s exports show an overall decrease.

He said the decrease is due to limited paddy buying capacity, as rice millers and exporters face stiff competition for the price of their paddy from brokers of neighbouring countries. – The Phnom Penh Post

Govt allocates 5% of VAT collections for refund claims

Value-added tax (VAT) refunds now have a steady source of funds as the Philippine government has allotted 5 per cent of all VAT collections by the country’s two biggest revenue agencies for that purpose.

Joint Circular No 1-2018 issued by the Department of Finance (DOF), Department of Budget and Management, Bureau of the Treasury, Bureau of Internal Revenue (BIR), Bureau of Customs (BOC) and Commission on Audit (COA) implemented the provisions of Republic Act No 10963, or the Tax Reform for Acceleration and Inclusion (TRAIN) Act on VAT refunds.

Under the TRAIN law, 5 per cent of the combined VAT collections of the BIR and the BOC will be treated as trust receipts to cover VAT refund claim payments.

The payments covered included VAT refunds issued by the BIR, import VAT refunds issued by the BOC and the VAT drawback on importation jointly issued by the BOC and the One-Stop Shop Interagency Tax Credit and Duty Drawback Centre.

Under the rules, the BOC and the BIR must notify the Treasury not later than January 15 every year the initial amount to be transferred from the general account to the trust receipt account to cover VAT refund payments.

With VAT refund claims to be sufficiently covered, the BOC and the BIR were expected to ensure payments of all claims.

“The BIR and BOC shall ensure and facilitate processing of claims and issuance of checks due to the concerned taxpayer-claimants to the amount of their claim for tax refund, net of any outstanding VAT delinquencies,” the circular read. – Philippine Daily Inquirer

Customers can top up Mandiri e-money at Pos Indonesia

Indonesia’s state-owned lender Bank Mandiri has signed a cooperation agreement with state-owned postal company PT Pos Indonesia to enable its customers to top up their pre-paid e-money cards at all outlets of the postal company across the country.

“Bank Mandiri will also cooperate with other organisations to give customers more alternatives to top up their cards,” Mandiri senior executive vice president for consumer and transaction Jasmin said on the sidelines of the recent signing ceremony in Jakarta.

Currently, customers can top up their e-money cards at the bank’s ATMs and at Indomart convenience stores.

Jasmin claimed that Mandiri was a pioneer in the use of pre-paid cards in Indonesia. As of December 2018, the bank had issued 16.4 million e-money cards, which can be used with more than 45,000 merchants.

The bank has opened 60,000 top-up locations at its own branches, ATMs and minimarkets.

The number of transactions using the e-money cards was 1.1 billion in 2018 with a total value of 13.4 trillion rupiah (US$952.99 million).

Meanwhile, PT Pos Indonesia financial director Eddi Santosa said the company has 4,800 outlets across the country. – The Jakarta Post

Bank employees offered 0% housing loan on first $100,000 ringgit

Bank employees in Malaysia will soon enjoy 0 per cent interest on their housing loans for the first 100,000 ringgit (Bt779,478, $24,423).

All member banks under the Malayan Commercial Banks’ Association (MCBA) have agreed to grant the benefit, effective April 1.

The benefit was offered in the new collective agreement (CA) inked by MCBA and the National Union of Bank Employees (NUBE).

MCBA president Nora Abd Manaf said it is hoped that the waiver of interest for the first 100,000 ringgit will help more employees to earn their dream home earlier.

The new benefit aims to raise the disposable income of employees, especially those in the B40 category and to support he government’s effort to increase home ownership among lower-income communities.

The 0 per cent interest rates also applies to employees who have existing staff housing loans.

Under the new CA, employees of MCBA member banks will also receive a salary adjustment of up to 12 per cent.

Clerical employees will receive a 10 per cent adjustment while non-clerical employees will receive 12 per cent.

The starting salary of different employee groups covered in the CA will also be adjusted up by 12 per cent to 16 per cent, with their maximum salary raised by 16 per cent.- The Star

Indonesia to offer debt papers worth up to $1.07 bn

The Finance Ministry will offer government debt papers (SUN) next Tuesday with the indicative and maximum target of 15 trillion rupiah (Bt34.15 billion, US$1.07 billion) and 30 trillion rupiah respectively to finance the 2019 state budget.

According to data issued by the Finance Ministry’s Financing and Risk Management Directorate General, there are six series of SUN that will be auctioned, namely SPN03190416, SPN12200106, FR0077, FR0078, FR0068 and FR0079.

The SPN03190416 is the newest series that will mature on April 16, 2019, and would be offered through a discounted coupon rate, while the SPN12200106 series will mature on January 6, 2020, also offered on a discounted coupon rate.

The FR0077 series offers an 8.125 per cent coupon rate and will mature on January 15, 2024, with the yield at 7.801 per cent on Wednesday.

The FR0078 series offers a coupon rate of 8.250 per cent and will mature on May 15, 2029, with a yield of 7.881 per cent on Thursday.

The FR0068 series offers a coupon rate at 8.375 per cent and will mature on March 15, 2034, with the yield at 8.306 per cent on Thursday.

Last, the FR0079 series offers a coupon rate at 8.375 per cent and will mature time on April 15, 2039, with the yield at 8. 306 per cent on Thursday.

Indonesia plans more flexible working hours for women

INDONESIA’S Manpower Ministry is planning to issue a regulation that will make it possible for women to work more flexible hours and thus increase their participation in the labour market.

Flexible working hours will also help businesses keep up with rapid industrial changes.

Speaking at a national coordinating meeting on manpower recently, Manpower Minister Hanif Dhakiri said the rigid regulations stipulated in Law No 13/2013 had led to the relatively low participation of women in the labor market.

The law states that workers who work for five days a week should complete at least eight hours a day and 40 hours a week.

Quoting Statistics Indonesia data, Hanif said the participation rate of women in the labour force as of August 2018 was 51.88 per cent, far lower than 82.69 per cent for men.

“The rigid regulation is not beneficial for women as they have double pressures related to their tasks in nurturing their families and developing their careers,” he said.

Hanif said if women, especially mothers, work for such a long period of time during the week, they would have to choose one of two options — caring for their families or pursuing their careers — which hampers their participation in the labor market.

Therefore, the minister expressed hope that this year the ministry could introduce a regulation on more flexible working hours.

“Under the current regulation, who would hire people who could only work limited hours per week?” he added, “This is why I believe everything has to start from the revision of the regulation.”

The minister said a new regulation with more flexible working hours was also needed to accommodate technological developments so that Indonesia could keep up with the vast changes of the industrial world.

In retail, for example, employees could work on weekends or without having to go to their office, he said.

In relation to Law No 13/2013, the Indonesian Employers Association called it outdated, saying it had yet to regulate employer obligations, including on wages and protections for workers who were employed under partnership contracts or on a freelance basis.

Besides flexible working hours, Hanif also said at the meeting that all Manpower Ministry staff should promote to the public the importance of social security for workers through their participation in the Workers Social Security Agency insurance scheme.

He said better awareness on the insurance and flexible working hours would help improve the quality of the country’s workforce.

At the same event, Manpower Ministry secretary-general, Khairul Anwar, revealed that the ministry, under its 2019 program, would focus on the development of human resources.

“We, for example, are working for the inclusivity and competitiveness of the country’s human resources through job training for migrant workers, internships and infrastructure development for vocational training centers,” he said.
