Singapore cuts 2019 growth forecast

SINGAPORE’S economic growth came in below earlier estimates at 1.2 per cent in the first quarter of the year – the slowest quarter growth in nearly a decade– as manufacturing shrank amid global trade tensions and an electronics slowdown.

This was lower than both the Ministry of Trade and Industry’s (MTI) flash figures of 1.3 per cent growth and a Bloomberg survey of analysts, which expected a 1.4 per cent expansion. It is also the smallest annual expansion for any quarter since April-June 2009, when gross domestic product shrank 1.7 per cent from a year earlier.

The MTI also narrowed downwards its full-year growth forecast to 1.5 to 2.5 per cent, from 1.5 to 3.5 per cent, after “taking into account the performance of the Singapore economy in the first quarter, as well as the weaker external demand outlook”.

The global growth outlook for 2019 has weakened further since the last survey in February, and remains “clouded by uncertainties and downside risks”, the ministry said in its Economic Survey of Singapore released yesterday.

These risks include trade tensions between the United States and China, slower-than-expected growth in the Chinese economy and the delay in Brexit until October 31, resulting in prolonged economic uncertainty.

“With the recent trade actions announced by the US and China, there is a risk of a further escalation of the trade conflicts between the US and its key trading partners, especially China,” said Permanent Secretary for Trade and Industry Gabriel Lim at a media briefing yesterday.

“Should this happen and trigger a sharp fall in global business and consumer confidence, investments and consumption could decline, thereby adversely affecting global growth.”

Growth expectations have weakened for both the US and the euro zone economy as well, and China’s economy is also expected to slow in 2019.

Against this backdrop, manufacturing “is likely to see a sharp slowdown in growth following two years of robust expansion”, especially in the electronics and precision engineering clusters, said the MTI.

But it added that pockets of strength lie in prospects for the information and communications sector, construction, as well as the education, health and social services segment.

Leading growth in the first quarter was the information and communications sector, which expanded by 6.6 per cent year on year, faster than the 5.0 per cent growth in the previous quarter.

“Growth was driven by the IT and information services segment on account of firms’ robust demand for IT and digital solutions,” said the MTI.

Meanwhile, the finance and insurance sector grew by 3.2 per cent and the construction sector grew by 2.9 per cent, a turnaround from the 1.2 per cent decline in the previous quarter and the first quarter of year-on-year growth after 10 consecutive quarters of contraction.

The “other services industries” grew at a faster pace of 2.2 per cent year on year, compared to the 0.3 per cent growth in the previous quarter as well, primarily driven by an expansion in the education, health and social services segment on the back of a continued ramp-up of operations in healthcare facilities.

However, the manufacturing sector contracted by 0.5 per cent year on year, a pullback from the 4.6 per cent growth in the previous quarter. This was due to output declines in precision engineering and electronics, in turn due to weak global semiconductor and semiconductor equipment demand.

Growth in the business services sector eased to 2.3 per cent year on year, the wholesale and retail trade sector shrank by 1.8 per cent, while transportation and storage saw growth of 0.8 per cent. The accommodation and food services sector grew by 1.8 per cent.

AMID THE push by the Philippines’ departments of Health (DOH) and of Finance (DOF) to further jack up the excise taxes slapped on “sin” products such as cigarettes and alcoholic drinks, the Philippine unit of global manufacturing giant Japan Tobacco International (JTI) has warned that higher levies would only exacerbate already worsening cigarette smuggling.

“When we talk about the tobacco industry we need to bring in mind: the thousands of farmers, millions of retailers, thousands of employees, thousands of those indirectly work for tobacco, many suppliers and their employees, and all those who benefit from the income generated by the tobacco consumption – all of them will be negatively affected by a tax hike,” JTI Philippines general manager Manos Koukourakis said in a text message to reporters on Monday.

On the other hand, Koukourakis said, “smugglers will benefit because the higher the tax, the higher the benefit due to tax avoidance”.

Earlier, both DOF and the Bureau of Internal Revenue (BIR) admitted that alongside increased excise taxes under the Tax Reform for Acceleration and Inclusion (TRAIN) Act came a proliferation of illicit cigarette trade in the country.

Under the TRAIN Law, the unitary cigarette excise tax has risen to 35 pesos (Bt21.19) per pack since July last year.

But DOF wanted to further increase cigarette excise taxes to at least 60 pesos a pack starting this year, hence lobbying for the approval of Senate Bill (SB) No 1599 sponsored by Sen Manny Pacquiao before the 17th Congress comes to close in three weeks’ time.

However, Koukourakis noted that “countries which raised taxes steeply still suffer the effects of smuggling, government coffers included”.

“Everything looks good short term, but in mid to longer term the consequences are rather dire and we’ve seen it in Malaysia, Thailand, Singapore, Indonesia and so many other places,” he added.

“Currently in the Philippines we have a quite balanced situation where smokers keep ditching the habit, going from 26 million smokers in 2013 down to 16 million in 2018.”

THE NATIONAL Bank of Cambodia (NBC) said it will continue to strengthen confidence in the local currency by stabilising the currency exchange rate and enforcing its existing financial tools to boost the riel’s usage.

NBC’s Monetary Policy Committee conducted a meeting last Friday and according to its press release issued the same day, it will continue stabilising the currency exchange rate based on actual economic change.

It will also stabilise the interest rate of liquidity-providing collateralised operations (LPCO) and make 800 billion Cambodian riel ($200 million, Bt6.4 billion) a month available for banks and financial institutions to obtain funds through the LPCO.

The committee also committed to continue boosting awareness of riel usage and follow through on enforcement requiring banks and micro-financial institutions to have at least 10 per cent of their total outstanding loans in the local currency.

NBC’s report on the economy in first quarter of this year said macro-economic indicators had shown good progress.

“The inflation rate is low with an average of 1.9 per cent, the exchange rate remains steady at 4,017 riel per USD, and gross foreign reserves continue to increase and are able to ensure the import of goods and services for the next five months,” the release said.

MANY Vietnamese enterprises are keeping a close eye on the escalating US-China trade war and have expressed concern about its possible adverse impact on their business.

The US recently raised tariffs on $200 billion (Bt6.4 trillion) worth of Chinese products to 25 per cent from 10 per cent and has started the process of slapping tariffs on another $300 billion worth of Chinese goods. China has announced higher tariffs on thousands of US goods in retaliation.

Pham Hai Long, general director of Argex Saigon Foodstuffs JSC, which exports processed foodstuff and seafood to the US and imports feedstock from China, told Nguoi Lao Dong (The Labourers) newspaper: “The depreciation of the Chinese yuan, the appreciation of the US dollar against currencies globally and the strong fluctuations in the USD/VND exchange rate have all affected local exporters. “Vietnam’s export companies benefit from the depreciation of the dong, but if the exchange rate goes up strongly, importers will have to pay high prices, affecting demand, and Vietnamese enterprises are also affected.

“Therefore, the important thing now is for the government not to let it fluctuate too strongly,” he said.

Pham Ngoc Hung, deputy chairman of the Ho Chi Minh City Union of Business Associations, said Vietnam should benefit from the escalation in the trade war, including in terms of exports.

The trend of Chinese and other foreign firms switching their investments from China to other markets, including Vietnam, would provide a fillip to many sectors in Vietnam, he said.

The industrial and commercial property sectors are forecast to grow faster, there would be higher demand for labour and enterprises in supporting industries would get large manufacturers as customers, he said.

But the trick is in actually exploiting these advantages, and strengthening links between local enterprises and foreign investors to build brands for the former’s products and exports, he added.

In a media interview recently, Nguyen Quoc Khanh, chairman of the Handicraft and Wood Industry Association of Ho Chi Minh City, said: “To avoid the impact of the trade war, many Chinese enterprises have shifted their investments to Vietnam, helping boost the development of the woodworking sector.

“But the shift also poses challenges to Vietnamese firms since they will have to encounter fierce competition from the Chinese in many areas, from getting human resources and land to prices.

“Most local firms are still young and lack much experience. This requires Vietnamese firms to make more efforts in their business.”

The association plans to help local firms develop by helping them with training human resources, promoting furniture brands in international markets and seeking customers, he said.

Asked if the increase in Vietnam’s furniture exports to the US could attract higher tariffs, he said: “The US does not want to have a high trade deficit with any country. Our furniture exports to the US can increase further, but our import of machinery and timber from this market has also gone up.

“Currently, Vietnam is the second largest importer of US hardwood in Asia.”

Hung and many companies raised the concern that Chinese manufacturers could ship half-finished products to Vietnam for finishing and exporting to the US under Vietnamese labels. Vietnamese companies should stay alert and not get involved with this, while authorised agencies should closely monitor such activities because if the US detects this, it might impose taxes, they said.

INDONESIAN e-commerce firm Bukalapak started offering its services in Singapore on Monday as it sets out on an ambitious regional expansion strategy.

Bukalapak, a tech startup whose valuation of more than US$1 billion (Bt32.5 billion) makes it a rare unicorn company in Indonesia, is the country’s first e-commerce site to be available internationally.

Its BukaGlobal app, which uses Bahasa Indonesia, links four million small and medium-sized enterprises (SMEs) in Indonesia with shoppers in Singapore, Malaysia, Hong Kong, Taiwan and Brunei.

Products sold on the site include health and beauty items, pantry lines and handicrafts.

Bukalapak co-founder and president Fajrin Rasyid said BukaGlobal was designed to address logistical challenges in the region, such as high postage and courier delivery costs.

He told a launch ceremony at the Indonesian Embassy in Singapore, “We want to break down barriers that hinder young and small entrepreneurs from competing on a global playing field, primarily on access, infrastructure and connectivity.”

Fajrin said later that his company chose Singapore and the other four markets to launch BukaGlobal as they matched two criteria: “There are many Indonesians there and the people in these countries understand Indonesian culture.”

BukaGlobal has tied up with Janio, a Singaporean e-commerce logistics startup that began operations last year, to handle shipping.

Janio co-founder and chief operating officer Syed Ali Ridha Madihid said the company’s “robust technolog” in terms of customs clearance and duties possibly helped it seal the deal in March.

Ngurah Swajaya, Indonesia’s ambassador to Singapore, noted, “The strong ties that have been established between Indonesia and Singapore make it the suitable market hub to introduce Indonesian products in the regional market. This could be a proper strategy to advance SMEs’ potential.”

Indonesia’s Minister of Communication and Information Technology, Rudiantara, said BukaGlobal was aligned with his government’s vision to capture the growth of the expanding middle class in the country, where the government is helping eight million SMEs transform their business model.

Putri Wanna, one of several Indonesian vendors at the event, said she hoped to find new customers in Singapore and Malaysia for her coffee and coffee-related products from her hometown of Aceh that she sells under the brands Indo Dealz and Kopi Jumpalitan.

Wanna added, “Hopefully, with BukaGlobal we SMEs have more opportunity to scale up our business.”

The daughter of Norway’s King Harald V and Queen Sonja introduced her boyfriend Shaman Durek (real name:Durek Verrett) with portraits of them in a lengthy Instagram post last week.

“When you meet your twin flame, you know. I have been lucky enough to have met mine. @shamandurek has changed my life, like he does with so many,” she said.

“He has made me realize that unconditional love actually exists here on this planet,” she wrote. “He embraces all of me without question or fear. He makes me laugh more than anyone, has the most profound wisdom to share and all the bits in between from the diversity of his being.”

She also had a response ready for critics: “It is not up to you to choose for me or to judge me. I don’t choose my man to satisfy any of you or the norms or boxes you have chosen in your mind for me to be in… I choose from love.”

Half-Norwegian Shaman Durek, whose clients include Hollywood actresses Gwyneth Paltrow and Nina Dobrev, gushed about the princess in his own Instagram post.

“There is a grace and beauty about life when you fall in love. Something softens in you that’s unspeakable, however felt in the very depth of your soul,” he wrote.

According to his website, Shaman Durek is a “6th generation shaman” who “comes from a long lineage of spiritual practitioners including ministers, oracles and healers.”

The couple embarked on a tour in Norway together called “The Princess and the Shaman” on May 20 and 21 to deliver talks about spirituality.

Princess Martha was previously married to author Ari Behn, with whom she has three children. They divorced in 2017 after 14 years of marriage. She is fourth in line to the throne.

The Norwegian royal family has a history of so-called controversial relationships: Queen Sonja was a commoner and dated Harald V in secret for nine years before they had permission to marry.

King Harald’s only son, Prince Haakon, also married a commoner, Mette-Marit Tjessem Høiby, whom he met at a rock festival in Norway. She was thought to be unsuitable as a royal because she was a single mom and college dropout, but they married anyway in 2001 and have two children.

It looks like Westeros has to up its zero-waste game.

The final “Game of Thrones” episode, “The Iron Throne,” which aired on Monday, seems to have gotten its cast members thirsty, which may be why eagle-eyed fans spotted water bottles on the set.

During a meeting among Westeros leaders, a plastic bottle is seen beside Samwell Tarly’s (John Bradley) leg.

Another was spotted near Ser Davos (Liam Cunningham).

Just two episodes before, a disposable coffee cup made headlines when it made an appearance during a post-war feast in Winterfell during “The Last of the Starks.”

Emilia Clarke, who plays Daenerys Targaryen, told The New Yorker on Sunday, May 19, that the coffee cup likely belonged to a crew member because cast members “don’t drink Starbucks.”

While some fans say these gaffes show how the quality of the show has deteriorated, others have been quick to make memes.

“Sam is v smart he invented democracy AND polyethylene terephthalate,” said one Anthony Oliveira (@meakoopa) on Twitter, referring to Samwell’s suggestion to give the masses a voice in a new leader—which was quickly shut down by the noble men and women in the scene.

Barstool Sports podcast host Dan Katz has another theory: “They put the plastic water bottle in the episode to get you to talk about that and not the sh*tty episode.”

Season 8 has left a number of fans dissatisfied with the show’s direction. A petition on change.org called “Remake Game of Thrones Season 8 with competent writers” has surpassed 1 million signatures since it was made after Episode 4.

Though HBO is unlikely to re-create an entire season, it could edit out the plastic bottles, as it did with the coffee cup after the gaffe went viral.

The General Elections Commission (KPU) has officially declared President Joko “Jokowi” Widodo the winner of the April 17 presidential election after completing the national vote tally in the early hours of Tuesday morning.

The final tally showed that the Jokowi-Ma’ruf Amin pair secured 85 million votes (55.5 per cent), while the Prabowo Subianto-Sandiaga Uno pair garnered 68 million votes (44.5 per cent).

KPU head Arief Budiman said the losing candidate pair could challenge the election result at the Constitutional Court within three days of the official announcement of the vote tally.

If there is no legal challenge, the KPU will officially name Jokowi and Ma’ruf duly elected as president and vice president for the 2019-2024 period on Friday, Arief said.

The Prabowo camp has said it will not accept the election results citing what they claimed was “structural, systemic and massive” vote-rigging. On Monday, the Election Supervisory Agency (Bawaslu) rejected their report of election fraud, saying the Prabowo camp had failed to provide solid evidence.

Gerindra Party politician Fadli Zon has said the Prabowo camp will not bring the election dispute to the Constitutional Court, which he said would be “pointless”. Many of Prabowo’s staunchest supporters, however, have said they will take to the streets to protest the election results, fueling fears of possible violence.

Junta chief ready to lead large coalition and implement policies of political partners

JUNTA CHIEF General Prayut Chan-o-cha has warned that the current horse-trading among politicians could hurt the next government’s credibility.

Prayut, however, denied that he or his close colleague, General Prawit Wongsuwan, had participated in any negotiation, stressing it was for the political parties to discuss and sort out.

Prayut also put a positive spin on a coalition of some 16 parties led by Phalang Pracharat Party forming the next government, brushing aside concerns over stability.

“It’s okay. We have to look at it positively,” Prayut said. “With multiple parties, it can be good in a way that we can try to implement all the policies they have promised the voters.”

Phalang Pracharat only won 115 seats in the lower house and will have to rely on medium-sized and minor parties to form a government.

Experts believe such a multiparty government will be unstable. Each party could pursue its own agenda, making administration difficult for the government.

Prayut’s offer to implement the election promises of all coalition partners could be viewed as a veiled message to Bhumjaithai Party.

The medium-sized party, with 51 MPs from the recent election, has the power to determine which bloc – pro-junta or anti-junta – forms the government. Its leader Anutin Charnvirakul was even tipped to be offered the PM’s post, but he has rested his decision on how each bloc welcomes his party’s policy to legalise marijuana.

Prayut said yesterday that one of the perks of a multi-party government could be the variety of policies and he personally viewed them positively. However, citing legislation, Prayut admitted not all policies could come through.

“Even though I have significant power, I cannot make everything possible,” he said. “I hope that the next government would just continue the good things. Politics should work that way. It’s not competition and all these positions are not for trading.

“Today, the parties are discussing among themselves. Please do not involve me in it. I won’t interfere with that,” Prayut said. “I think everything depends on mutual understanding about what the country needs right now. If it prolongs for too long, it would hurt the economy and international confidence.”

He said he could not make any call now, as he was not the head of the new government. He, however, made it clear that once he takes charge, the Cabinet members would have to be decided by him.

Prayut also dismissed news reports published overseas that the next PM could be founder of the CP Group, Dhanin Chearavanont.

“How could that be? I have no idea about that,” he told the press.

Meanwhile, junta No 2 General Prawit denied all reports that he had held discussions with different parties over the next Parliament.

However, when asked about Prayut wanting him to return and continue as defence minister after the new government is set up, Prawit said: “If that’s what he wants. But nobody knows about the future. Prayut does not know if he could be the PM or not.”

In a related development, former Democrat leader Banyat Banthadthan yesterday said he did not want to become the speaker of the lower house.

Banyat thanked fellow MPs for considering him, saying it was an honour as the post was the head of one of the three pillars of parliamentary democracy. He, however, said he would rather be an ordinary MP.

He said he wanted independence and freedom to work more in rural areas to sort out public issues, adding there were other Democrat MPs who had the credentials to take this post.

Meanwhile, in the junta-appointed upper house, former president of the now-defunct National Legislative Assembly (NLA) reportedly would return as speaker of the Senate.

The first and the second deputy speaker posts would go to former NLA member Singhsuek Singhprai and former Election Commission president Supachai Somcharoen respectively.

The vote would take place this Friday when Parliament opens.

AN ANNUAL average of more than 140,000 seniors sought emergency treatment for injuries from falls over the past three years, a senior official said yesterday.

Dr Atchariya Pangma, secretary-general of the National Institute for Emergency Medicine (NIEM), urged seniors to eat a healthy diet and exercise regularly to achieve better muscle strength and balance. He also said that families should ensure a safe environment at home.

Thailand is edging closer to becoming a full-fledged ageing society in 2021, when the number of seniors will rise to 13.1 million or 20 per cent of the population.

From 2016 to 2018, an average of 141,895 elderly persons per year sustained injuries from falls and sought emergency medical treatment, he said.

This year, 24,364 seniors have sought emergency treatment for fall-related injuries, with Khon Kaen, Nakhon Ratchasima, Chiang Mai, Ubon Ratchathani and Roi Et provinces having the highest number of patients.

Of the roughly 140 cases requiring emergency treatment per day, at least two people die each day from complications, such as the shattering of the hip or head trauma, Atchariya added.

The highest number of people seeking emergency treatment were in the 60 to 64 age group, followed by 65-69 and 70-74.

Most of the victims who sustained injuries from falls in the 60s age group were male, while most of the patients in their 70s were women.

Deteriorating physical conditions, such as poor eyesight, lack of body balance and weak muscles contribute to the risk of falling, as do environmental factors such as slippery or uneven floors and insufficient lighting, Atchariya said.

Hence, he said, senior should have a healthy diet and take regular exercise for better muscle strength and balance in order to prevent falling.
