Man City’s ‘beating heart’ Kompany to leave club

Vincent Kompany announced Sunday that he will leave Manchester City after 11 trophy-laden years to become player-manager of Anderlecht.

Vincent Kompany announced Sunday that he will leave Manchester City after 11 trophy-laden years to become player-manager of Anderlecht.

Belgian defender Kompany joined City in 2008 and made 360 appearances, winning four Premier League titles, two FA Cups, four League Cups and two Community Shields.

The 33-year-old signed off with victory in the FA Cup final on Saturday, where the club captain lifted the trophy after City thrashed Watford 6-0 to complete a domestic treble.

“As overwhelming as it is, the time has come for me to go. And what a season to bow out,” Kompany said.

“I feel nothing but gratefulness. I am grateful to all those who supported me on a special journey, at a very special club.”

Anderlecht is the Belgian club where Kompany began his professional career before joining Hamburg and he admitted he is relishing the chance to move into management.

“I choose to be grateful for the past but remain ambitious and driven for the future. For the next three years, I will take up the role of player-manager of Anderlecht. Belgium’s finest,” he wrote on Facebook.

“This may come as a surprise to you. It’s the most passionate yet rational decision I’ve ever made.”

Kompany was in tears after scoring a dramatic long-range winner in City’s final home game of the season against Leicester on May 6, a result that moved them to the brink of the Premier League title.

Speaking at the time, he hinted his emotional response might have been triggered by a potential departure.

But he waited until the season was over before finally confirming the end of his glorious spell at City.

“I will never forget how all Man City supporters remained loyal to me in good times and especially bad times. Against the odds you have always backed me and inspired me to never give up,” Kompany said.

“(Club owner) Sheikh Mansour changed my life and that of all the City fans around the world, for that I am forever grateful. A blue nation has arisen and challenged the established order of things, I find that awesome.”

Kompany has been ravaged by injuries in recent years and he featured in only 17 of City’s 38 league games this season because of muscle problems.

– City icon –

However, he will be remembered for his influence on and off the pitch, a contribution that established him as the heartbeat of City’s greatest era.

He led City to a first top-flight title since 1968 in 2012 and goes down as one of the most iconic players in the club’s history.

Along with Sergio Aguero and David Silva, Kompany is one of only three survivors from the 2012 title triumph.

Kompany also paid tribute to his team-mates and manager Pep Guardiola.

“It’s cliche to say it but it’s also so true: without my team-mates, I would have never been here today,” he said.

“We fought many battles together. Side by side. In good times and in bad. So to all of you, from the 2008-2009 squad to today’s domestic treble winners: I owe you guys!

“A special word also to Pep and the backroom staff: you’ve been superb. You’ve followed me through so much hardship. You made me come back stronger every time. Thank you so much.”

In September, City will hold Kompany’s testimonial match, from which he will donate all profits to Manchester’s homeless.

City chairman Khaldoon al-Mubarak told the club’s official website: “There have been many important contributors to Manchester City’s renaissance, but arguably none are more important than Vincent Kompany.

“He defines the essence of the club. For a decade he has been the lifeblood, the soul, and beating heart of a supremely talented squad.

“A booming voice in the dressing room yet a quiet and measured ambassador off it, Vincent can be as proud of himself as we are of him.”

City midfielder Kevin De Bruyne, Kompany’s club and country team-mate, tweeted: “Playing for about 10 years with this man for club and country. And what an privilege it’s been.

“Big player, Big personality and big leader. Learned a lot from you. Wishing you all the best for the future.”

Bomb blast hits tourist bus near Egypt pyramids, injuring 17

Giza, Egypt

A bomb blast hit a tourist bus near Egypt’s famed Giza pyramids on Sunday, wounding at least 17 people, including South Africans, in the latest blow to the country’s tourism industry.

The roadside bomb went off as the bus was being driven in Giza, also causing injuries to Egyptians in a nearby car, medical and security sources said.

There were no deaths reported.

“A device exploded and smashed the windows of a bus carrying 25 people from South Africa and a private car carrying four Egyptians,” the security source said.

Video footage captured by AFP showed the bus and car with broken windows on the side of the road.

According to the security source, the wounded were being treated for scratches caused by the broken glass.

Ndivhuwo Mabaya, spokesman for South Africa’s department of international relations, told AFP that “there might be South Africans involved” but declined to give any figures.

Sunday’s incident comes after three Vietnamese holidaymakers and their Egyptian guide were killed when a roadside bomb hit their bus as it travelled near the Giza pyramids outside Cairo in December.

It also comes just little more than a month before the African Cup of Nations hosted by Egypt is to kick off.

Egypt has been battling an insurgency that surged especially in the turbulent North Sinai region following the 2013 military ouster of Islamist president Mohamed Morsi, who was replaced by former army general Abdel Fattah al-Sisi.

In February 2018, the army launched a nationwide operation against militants, focusing mainly on the North Sinai region.

Some 650 militants and around 45 soldiers have been killed since the start of the offensive, according to separate statements by the armed forces.

Since first being elected in 2014, Sisi has presented himself as a bulwark against terrorism, promising stability and increased security.

Recently, the country’s vital tourism industry has started to slowly rebound after suffering strong blows due to deadly attacks targeting tourists following the turmoil of the 2011 uprising that toppled longtime ruler Hosni Mubarak.

Figures by the official statistics agency showed that tourist arrivals reached 8.3 million in 2017, compared with 5.3 million the previous year.

Authorities have gone at great lengths to lure tourists back, touting a series of archaeological finds and a new museum next to the pyramids, as well as enhanced security at airports and around ancient sites.

But that figure was still far short of the record influx of 2010 when more than 14 million visitors flocked to see the country’s sites.

India’s acrimonious election comes to an end

India’s acrimonious election comes to an end

Kolkata

Voting in one of India’s most acrimonious elections in decades entered its final day Sunday as Hindu nationalist Prime Minister Narendra Modi scrambled to hang on to his overall majority.

The seventh and final round of voting ended the world’s biggest election with 900 million eligible voters from Goa’s beaches to Mumbai’s slums and Ladakh’s Himalayan monasteries.

Long queues formed outside polling stations in eight northern states electing the final 59 candidates to India’s 543-seat lower house. Polls close at 1230 GMT with vote counting on Thursday.

Heavy security was imposed in West Bengal, which has seen street battles between followers of Modi’s Bharatiya Janata Party (BJP) and opposition groups.

An improvised bomb was thrown from a motorbike at one polling booth in the state capital Kolkata but no one was injured, officials said.

One group attacked a makeshift BJP office in the city and police also cleared other activists blocking polling stations.

Modi’s constituency in Varanasi, the holy city in Uttar Pradesh state, was also among those to vote.

The conservative BJP has campaigned aggressively on Modi’s strongman image and played up recent cross-border air strikes against Pakistan. The opposition, led by the Congress party and its leader, Rahul Gandhi, have accused him of pursuing divisive policies and neglecting the economy.

Modi and Gandhi have hurled insults at each other on a near daily basis with the prime minister calling his rival a “fool” while Gandhi derides Modi as a “thief”.

 Jaded voters

The animosity has taken a toll on voters.

“All the abuse and misconduct claims suggest that standards in Indian politics have slipped badly,” Asit Banerjee, a history teacher in Kolkata, said as he queued to vote.

“Endless mudslinging and bitter comments pervaded the campaign. We are losing hope in democracy, it is time for a reset,” the 60-year-old told AFP.

Writing in the Hindustan Times, political commentator Karan Thapar said Modi’s message “played on our insecurities and strummed upon our deep inner fears”. He also criticised Gandhi’s campaign.

Pollsters say Modi remains personally popular but his party’s overall majority is at risk from a backlash.

The 68-year-old Modi has held 142 rallies across India during the campaign, sometimes five a day, but pollsters say the BJP could lose dozens of the 282 seats it won in its 2014 landslide.

– $7 billion vote –

On Saturday Modi, dressed in a long robe and saffron sash, trekked to a Himalayan shrine to meditate. Indian media widely used images showing him seated on a bed inside a cave in the country’s north.

The Delhi-based Centre for Media Studies estimates that the outlay on this election could top $7 billion, making it one of the priciest contests globally — with the lion’s share of the spending by the BJP.

Much has been spent on social media advertising and messages, with the parties using armies of “cyber warriors” to bombard India’s hundreds of millions of Facebook and WhatsApp users.

Fake news and doctored images have abounded, including of Gandhi and Modi having lunch with Imran Khan, prime minister of arch rival Pakistan, or of a drunk Priyanka Gandhi, a politician and the sister of Rahul.

Violence has also broken out. Maoist rebels killed 15 troops and their driver in the western state of Maharashtra on May 1, the latest attack in a decades-long insurgency.

Gandhi, 48, has tried several lines of attack against Modi, in particular over alleged corruption in a French defence deal and over the plight of farmers and on the economy.

Modi’s government has fallen short on creating jobs for the million Indians entering the labour market every month, the shock introduction of a cash ban in 2016 caused huge disruption to livelihoods, and Indian banks are gasping under bad debts.

Lynchings of Muslims and low-caste Dalits for eating beef, slaughtering and trading in cattle have risen during Modi’s tenure, leaving some of the country’s 170 million Muslims feeling threatened and anxious for their future.

For hearing impaired customers at a Starbucks in Guangzhou’s Yuexiu district, ordering coffee can be much easier. Starbucks China on Sunday opened its first store with sign language capability in the city’s oldest downtown area to offer more possibilities to the deaf and hard of hearing community.

The store employs people with hearing challenges and provides equal training opportunities. All employees in the store are professional baristas and can communicate in sign language.

The store also is aimed at raising awareness and understanding of deaf and hearing impaired experiences in the workplace, according to Starbucks.

Starbucks employs over 100 people with special needs in China.

To nurture talent and create more opportunities for the deaf workforce, Starbucks has partnered with the Guangdong Deaf People Association to offer professional skills training and sign language courses.

“Diversity and inclusiveness is the general trend of community development. Thanks to Starbucks, deaf partners are empowered to develop their careers in a vibrant and supportive environment, while the store provides a strong platform to drive societal awareness around deaf culture and the needs of the community,” said Fan Yitao, vice-chairman of China Deaf People Association.

“We also hope that more social forces will join us in the future, and we will achieve equal employment in the future nationwide,” Fan added.

The coffee chain has more than 3,800 stores in the country; the move is part of its ongoing efforts to get closer to local communities.

“Starbucks China will continue to build a different kind of company and use our large scale of operations to create the perfect place for everyone in China, no matter what their needs are,” said Belinda Wong, chief executive officer of Starbucks China.

The store design has taken special needs into consideration. Sign language symbols are printed on umbrellas in front of the store, and there are indicators throughout. All baristas will wear aprons with the word “Starbucks” embroidered in sign language, while deaf employees will wear an additional pin.

The store is equipped with a customized “easy-ordering” system. Customers and partners will be able to communicate using notepads and two-way digital displays.

For customers new to sign language, there will be a dedicated area for customers to write down their orders on an electronic board and wireless vibrating pagers will notify customers when their orders are ready.

To create an inclusive environment and encourage customers to learn more about the deaf community, the store also will offer sign language lessons and coffee workshops in sign language, in partnership with the Guangdong Deaf People Association.

This is Starbucks’ third signing store worldwide, after Kuala Lumpur and Washington.

May to make MPs a final ‘bold offer’ on Brexit deal

May to make MPs a final ‘bold offer’ on Brexit deal

British Prime Minister Theresa May said Sunday she was preparing to make a “bold offer” to MPs in one final attempt to get them to back her Brexit deal.

May said that when she brings the Withdrawal Agreement Bill before parliament early next month, it will come with a new package of measures attached that she hopes can command majority support.

“I still believe there is a majority in parliament to be won for leaving with a deal,” May wrote in The Sunday Times newspaper.

MPs three times rejected the deal May struck with Brussels, forcing Britain’s EU departure date to pushed back from March 29 to April 12 and again to October 31.

The bill is needed to ratify the divorce agreement struck with the European Union.

On Thursday, May agreed to set out a timetable for her departure following the vote in the week beginning June 3, regardless of whether MPs back her deal at the fourth time of asking.

It is thought that she will trigger a contest for the leadership of her governing Conservative Party once the bill either falls or completes all of its stages through parliament.

– ‘New and improved’ –

“When the Withdrawal Agreement Bill comes before MPs, it will represent a new, bold offer to MPs across the House of Commons, with an improved package of measures that I believe can win new support,” she told the newspaper.

“Whatever the outcome of any votes, I will not be simply asking MPs to think again. Instead I will ask them to look at a new and improved deal with fresh pairs of eyes — and to give it their support.”

The bill is expected to include new measures on protecting workers’ rights, future customs arrangements with the EU, and on the use of technology to avoid the need for border controls between the United Kingdom and the Republic of Ireland, an EU member state and the UK’s only land neighbour.

It will not, however, seek to re-open the withdrawal agreement, which Brussels repeatedly insisted could not be re-negotiated, despite many MPs voting it down due to concerns about its so-called “backstop” clauses on Northern Ireland.

May is expected to set out the details of her proposals in a speech later this month.

– May’s poll gloom –

Her gambit on Sunday comes ahead of the European Parliament elections, to be held in Britain on Thursday.

The opinion polls make dire reading for the Conservatives, with the newly-formed Brexit Party forecast to win the most seats, ratcheting up the pressure on May.

The latest survey out Sunday put eurosceptic figurehead Nigel Farage’s single-issue party way ahead on 34 percent, with the main opposition Labour Party on 20 percent, the pro-EU Liberal Democrats on 15 percent and the Conservatives on 11 percent.

Furthermore, the poll said the Brexit Party had overtaken the Conservatives in general election voting intentions too, with Labour leading on 29 percent, Farage’s party on 24 percent and the Conservatives on 22 percent.

Opinium Research conducted an online survey of 2,004 British adults between Tuesday and Thursday for The Observer newspaper.

Health Secretary Matt Hancock said Saturday that whoever replaces May, calling an early general election risked “killing Brexit” and making veteran socialist Labour leader Jeremy Corbyn prime minister.

“A general election before we’ve delivered Brexit would be a disaster,” he told The Daily Telegraph newspaper.

“A general election before that not only risks Jeremy Corbyn, but it risks killing Brexit altogether.”

The next Conservative leader is set to be chosen by the centre-right party’s members. Former foreign secretary Boris Johnson is the clear front runner, according to a YouGov survey of grassroots Conservatives for The Times newspaper.

Johnson was on 39 percent, ahead of former Brexit secretary Dominic Raab on 13 percent, interior minister Sajid Javid and Environment Secretary Michael Gove on nine percent each and Foreign Secretary Jeremy Hunt on eight percent.

Victim’s mother fights for justice nine years after the Wat Pathum Wanaram killings

politics May 20, 2019 01:00

By The Nation

EVENTS WERE held yesterday to mark the ninth anniversary of the killings of six people at Pathum Wanaram Temple in Bangkok during a crackdown on anti-government protesters by security forces in 2010.

Phayao Akkahad, the mother of Kamonkade – a volunteer nurse who was among the six killed at the temple – held a religious ceremony at Pak Bueng Temple in Lat Krabang district to make merit for her deceased daughter.

Other events marking the tragic incident were planned for later yesterday.

Another event was planned at 7pm at the nearby Ratchaprasong intersection, with candle-lighting and singing in memory of the deceased protesters.

Phayao called on the government and relevant authorities to ensure justice for the protesters as well as soldiers killed during the tumultuous street protests in 2010.

On May 19, 2010, many red-shirt protesters gathered inside Wat Pathum Wanaram while an operation by security forces was under way at a nearby protest site to disperse the street protests that had continued for over two months.

The six were shot dead from a distance and the perpetrators were believed to have fired from the Skytrain tracks just outside the temple. Authorities at that time blamed armed men in black mingling among the protesters.

But many among the red shirts believe it was the work of security forces.

Phayao said yesterday that she believed government officials were responsible for the shootings of her daughter and the others killed at Wat Pathum Wanaram.

She also said that over the past five years in power, the ruling National Council for Peace and Order (NCPO) – many of whose members were top military commanders overseeing the crackdown on protesters in May 2010 – had failed to push for a speedy investigation into the deaths of protesters.

Instead, she noted, the protesters were branded “terrorists” and blamed for the arson attacks on many buildings in Bangkok at that time.

“It’s nine years of silence. We have not yet seen justice. I will not allow silence to continue,” she said.

Phayao also said the red-shirt protesters were vilified as terrorists and arsonists, adding that it was proved in court that “no burning had happened”.

She noted that five military officers were killed in the 2010 incident but that the NCPO had failed to push for an investigation to find out who had killed them.

“The truth must be found for the sake of the families of the soldiers who had lost their lives,” she added.

“If the democratic camp is able to form a new government, I expect to see progress in the cases involving the red shirts,” Phayao said.

Pro-junta bloc claims deal with Democrats, Bhumjaithai

Source says Phalang Pracharat well poised to form govt but Pheu Thai not convinced

THE PRO-JUNTA Phalang Pracharat Party claimed to have successfully cobbled together a coalition that could form a new government with the participation of the Democrat and Bhumjaithai parties, a source from the major coalition partner said yesterday.

Prime Minister General Prayut Chan-o-cha will again head the post-election administration, with many members of his current post-coup Cabinet joining him, including General Prawit Wongsuwan, General Anupong Paochinda, Somkid Jatusripitak and Wissanu Krea-ngam, according to the source, who spoke on condition of anonymity.

However, it remained unclear if Prayut would also double as defence minister or allow Prawit to assume the post again in addition to the deputy PM’s post.

Phalang Pracharath will get at least 16 Cabinet seats and the Democrats and Bhumjaithai would get seven each, the source said, adding that these numbers were based on an agreed quota of one Cabinet seat for seven MPs.

In the March 24 general election, Phalang Pracharath won 115 MP seats, the Democrats 52 and Bhumjaithai 51.

Among the key Cabinet portfolios expected to go to Phalang Pracharath are Finance, Transport, Commerce, Education, Foreign Affairs, Tourism and Sports, and Natural Resources and the Environment.

The Democrats are expected to get the Labour and Justice portfolios besides the minister of Social Development and Human Security as well as minister of University Affairs, Science Research and Innovations – a new ministry created by the current government.

According to the source, the Democrat Party will also get deputy ministers for Interior, Finance and Education.

Bhumjaithai has successfully bargained for the seats of Public Health minister and Digital Economy and Society minister, in addition to deputy minister seats in the ministries of Transport, Interior and Commerce, the source said.

The party’s leader, Anutin Charnvirakul, is expected to become the new Public Health minister to push for its policy platform of legalising marijuana.

Meanwhile, political parties in the “democratic camp” still have not given up hope of forming a new coalition government despite claims by the rival pro-junta camp of their success, Pheu Thai secretary-general Phumtham Wechayachai said yesterday.

The confidence was expressed as both Pheu Thai and Phalang Pracharat were heavily lobbying for support from smaller parties.

Phumtham said all the parties in the group, that he called the “democratic camp”, remained firm about going ahead with forming a new government.

He said his coalition had the main goal of “preventing the country reaching a dead end and stopping the continuation of power” by the ruling National Council for Peace and Order (NCPO) through General Prayut Chan-o-cha, who is the sole prime ministerial candidate for Phalang Pracharath.

“The parties in the democratic camp still have not stopped today. For us, the journey is not completed,” Phumtham said in his Facebook post.

“All the parties [in the camp] are still determined; we have exchanged views with all sides and we see hopes from the dialogue. I can tell you that there is progress in our work,” he said.

Rivals not convinced

Phumtham said the rival camp’s claim of near success in putting together a coalition government was merely a psychological move aimed at boosting their allies’ confidence in an attempt to gain political power and continue with their rule.

He voiced confidence that the Pheu Thai-led alliance would eventually win when the House of Representatives votes on Saturday.

“We are hopeful of a victory in the House of Representatives. We are confident that we can bring about better changes,” he said.

The new House of Representatives is scheduled to convene its first meeting on Saturday to elect the speaker and two deputy speakers.

General Prayut, who led the 2014 military coup to overthrow a Pheu Thai-led government, is the current prime minister and also heads the NCPO.

Both Pheu Thai and Phalang Pracharat have claimed legitimacy to form the next government, with the former winning the most House seats and the latter gaining the most popular votes in the March 24 general election.

Varawut Silpa-archa, a key figure in the Chart Thai Pattana Party, said yesterday that his party had been approached by both Pheu Thai and Phalang Pracharat to join their rival coalitions. “But there has been no agreement whatsoever,” Varawut said, adding that Chart Thai politicians would meet on Thursday to discuss “which way to head” regarding the matter.

Meanwhile, the Democrat Party, which is also being courted by both Pheu Thai and Phalang Pracharath, maintained yesterday that it would base its decision “mainly for the benefit of the people and the country”, spokesman Ramet Ratanachaweng said.

He said no meeting has been scheduled between the party’s newly elected MPs and new executive board headed by party leader Jurin Laksanavisit to decide about joining a new government.

“The public should trust the Democrat Party under the leadership of Jurin Laksanavisit. We will basically do whatever is needed to benefit the people and the country,” the spokesman said.

In a related development, the Bhumjaithai Party – which is also being wooed by rival camps to join their coalitions – holds an orientation meeting for its new MPs at a hotel in Buri Ram province today.

At the meeting, to be chaired by Bhumjaithai leader Anutin Charnvirakul, the party’s executives and MPs are expected to determine its stance as to which camp it would join to form a next government.

Experts call for compassionate policies as teen attempts to bury newborn

national May 20, 2019 01:00

By The Nation

A 15-YEAR-OLD girl’s recent attempt to bury her newborn baby alive, apparently out of fear that others would find out about her pregnancy, underlines her desperation and the crying need for help, according to activists and social workers.

“I hope the relevant authorities will focus on remedial measures and rehabilitation, not punishments,” AIDS ACCESS Foundation director Nimit Thien-udom said.

His comments came after the girl was arrested in her hometown in the Chumpuang district of Nakhon Ratchasima province last Thursday. There is the possibility that she may be charged with abandoning her child and attempted murder.

Police were able to trace to her, after receiving reports that she had bought unusually large quantities of sanitary napkins. Her baby boy was rescued in time from under the soil.

A local man Usa Nisaikha, 41, heard a dog barking and a baby crying in a cassava plantation in Tambon Thalad and hence rushed to the spot. He saw a part of the baby and quickly pulled the child out of the soil.

The parents of the 15-year-old girl have now expressed their intention to take care of this baby.

Somwong Uraiwattana, deputy director of the AIDS ACCESS Foundation and the head of Aids and Unwanted Pregnancy Hotline 1663 project, said the issue of women and girls who had unwanted pregnancy acting in desperation – as in the case of this teenager – stemmed from Thai authorities’ policy to deny them the right to abort.

“Such cases of girls suffering life-threatening massive bleeding and injury from undergoing illegal abortion or disposing of foetuses at places would also persist if Thai society would not give enough options to those having unwanted pregnancy,” he warned.

He pointed out that Thai society’s negative attitudes towards premature sex and unwanted pregnancies did not help establishing a good system to provide options to these affected women and girls – the later of whom also weren’t taught sex education in school in the way that was relevant to lifestyle. So, when they had a problem, they acted out of desperation.

Nimit said that when such cases happened, the media should not rush to label the girls or women involved as “horrible mum”, “cruel mum” and “loose woman”.

“Just report facts and try to offer solutions to such problems,” he said.

According to him, related state agencies must ensure the teens in need of safe and legal abortion would get it as per the Prevention and Solution of the Adolescent Pregnancy Problem Act 2016. Also, there should be easier process for women with unwanted pregnancy to hand over their babies to adoption or welfare homes

“I also hope that there will a welfare home for children in every province,” Nimit said.

In the past six months, the Aids and Unwanted Pregnancy Hotline 1663 has received 11,085 calls seeking advice on unwanted pregnancy – a 30 per cent increase from the same period in the previous year. About 29 per cent of those having unwanted pregnancy were girls under 20, he added.

Abortions are legally allowed in Thailand only when pregnancies result from sexual attacks, there are serious foetus development problems, or it could hurt the physical or mental health of the mothers-to-be.

Trairat Witthayanumart, the chief of Chumpuang district, has promised to coordinate with the Social Development and Human Security Ministry on the rehabilitation of the traumatised teen.

Locals have serious concerns about plan to set up a sugar factory

THE PROJECT to set up a sugar factory and a connected bagasse-fuelled power plant is posing a threat to one of the world’s renowned jasmine rice varieties – the Thung Kula Rong Hai – according to locals living in the Pathumrat district of Roi Et province.

Raising concerns about the project, locals have now rallied behind the Pathumrat Conservation Group.

“We are against the project,” the group’s core member Prayom Sa-ngiam-rat said, after submitting the signatures of more than 2,000 locals to the Roi Et governor to show the extent of local opposition.

The move was designed to counter information gathered from participants at a public-consultation forum in Pathumrat district last Thursday.

Prayom said there were many irregularities about how the forum was held.

“First of all, the forum was organised at a spot outside the 5km radius from the planned project site,” he said, insinuating that the participants there were not exactly locals.

In addition, he said he had heard that each participant was paid Bt300 to join the forum.

“In my opinion, it looks a lot like participants are paid to express support for the project,” Prayom said.

The Facebook page of Tambon None Sawan Conservation Club said Banpong Sugar Company Limited was preparing to set up a big sugar factory in Tambon None Sawan, Pathumrat district, Roi Et province.

This factory will process about 24,000 tonnes of sugarcane a day. Accompanying this facility is an 80-megwatt power plant that will be fuelled by bagasse.

“It will be the biggest industrial operation in Thung Kula Ronghai,” the club reported.

The Thung Kula development project covers 1.27 million rai of land in five provinces. Of this, 986,807 rai are located in Roi Et. About 160,000 rai of Thung Kula area are in Roi Et’s Pathumrat district.

The Thung Kula area has been promoted as the zone for growing jasmine rice. Now, rice from this zone is famous across the world. Last year, exports of such rice – known as Thung Kula Ronghai – were worth billions of baht.

Speaking based on information on hand, the Tambon None Sawan Conservation Club said on its Facebook page that Banpong Sugar Company Limited had already bought more than 500 rai of land in Tambon None Sawan. During the past four years, it has seriously promoted sugarcane plantations in the area. In early 2017, it hired a consulting firm to conduct an environmental impact assessment for its big but controversial project.

According to the Tambon None Sawan Conservation Club, the consulting firm held a public forum on the project on August 28, 2018 and locals turned up to submit a letter of opposition.

Then on February 2 this year, the consulting firm unsuccessfully tried to hold a second public forum. No locals turned up to attend the event.

The consulting firm made another effort by holding the latest public forum on May 16 at a spot outside the 5km radius of the project’s site. Banpong Sugar Company Limited was allowed to pay participants as the amount was considered as reimbursement for participants’ time and travel expenses.

Tambon None Sawan Conservation Club complained about this, and even headed to Bangkok to file complaints with relevant authorities.

The club hopes that at the very least, the next public forum on the project – which is scheduled to take place on Thursday – should be scrapped.

Chainarong Sretthachau, a lecturer at the Mahasarakham University, disclosed that there were now nearly 30 projects to build both a sugar plant and a biomass plant at the same site in the country’s Northeast.

“This is a result of the current government’s policy to increase sugarcane plantations in the region without caring about possible adverse impacts,” he said.

Locals are worried that such large industrial operations will use lots of groundwater and local farmers will suffer. They also suspect that the power plant may consider using coal, if there are not enough bagasse for its power generation.

“We in fact should think about such industrial operations’ impacts on paddy fields,” Chainarong said.

He said the Thung Kula way of life was about people working in their paddy fields during the rainy season and herding their cattle during the dry season.

“If paddy fields in the area are replaced by sugarcane plantations, there will be no place for cattle. And very likely farmers will fall under the control of contract farming,” he warned.

He was also worried that the Thung Kula Ronghai rice would be at risk, when sugarcane plantations spread even to nearby areas.

Sugarcane growers, after all, are known to be heavy users of agrochemicals. Moreover, they are also widely blamed for agricultural fires – which are lit to clear weeds to pave way for easy harvesting.

“Ever since the sugarcane plantations started to seriously spread in the Northeast, the PM2.5 particulate matter has risen,” Chainarong lamented.

He said many northeastern provinces, just like Khon Kaen, had been struggling with the PM2.5 threat for several months each year.

In 2018, Thailand’s domestic sugar consumption stood at 2.8 million tonnes. The country, in the same year, exported 11 million tonnes of sugar.

Pattaya offers helping hand as wastewater from Na Jom Thian pollutes sea

THE PATTAYA Municipality chief has instructed Na Jom Thian municipality to divert its wastewater to the Pattaya central wastewater treatment pond as part of urgent measures to halt wastewater discharge into the sea.

The discharge was reported to have returned to normal now with some parts of the beach accessible and filled with swimmers again despite the city’s warning.

The massive deluge of blackish water, which was later found to be wastewater discharged by the Na Jom Thian municipality, was captured by tourists who released the clip on social media yesterday.

The viral clip prompted authorities to find the cause of the incident, which had polluted a popular tourist beach and sea.

A village head, who lives near the sluice gate of the tunnel on Na Jom Thian Soi 8, told Nation TV that up to 90 per cent of the discharge comes from wastewater from household use, restaurants, and hotels in the municipality. If there is no water to dilute the waste, the tunnel becomes choked with garbage – which is flushed out by heavy rains like yesterday.

The tunnel wastewater has no proper treatment before being discharged into the sea, he said.

Pralong Damrongthai, the Pollution Control Department chief, said the incident was the responsibility of local organisations, and the problem was partly due to the lack of a wastewater treatment system.

He suggested that the Pattaya Municipality help deal with the problem, while the department sent its officials to inspect the wastewater in Na Jom Thian to identify its sources.

The Sattahip district has also collected samples from the tunnel on Soi 8 as well as the sea in front of it for further tests water quality.

The Pattaya Municipality has forbidden tourists from swimming in the polluted water. Some tourists remained defiant and plunged into the polluted sea anyway.

The Na Jom Thian municipality has called an urgent meeting to address the pollution issue.
