Former vice president Joe Biden and Sen. Bernie Sanders, I-Vt., whose candidacies embody competing wings of the Democratic Party, have emerged as the leaders in the contest for their party’s presidential nomination, according to a Washington Post-ABC News national poll.

The findings come little more than a week before the first votes of the 2020 campaign will be cast in Iowa’s precinct caucuses, where there has been a spirited contest involving not only Biden and Sanders but also Sen. Elizabeth Warren, D-Mass., and former South Bend, Indiana, mayor Pete Buttigieg. Sen. Amy Klobuchar, D-Minn., and entrepreneur Andrew Yang both hope to spring a surprise on the others on caucus night.

Based on past campaigns, the Iowa results will have an immediate impact on the overall shape of the race and on public attitudes, nationally and in individual states that immediately follow the Feb. 3 caucuses: New Hampshire, Nevada and South Carolina. A Post average of recent New Hampshire polls shows Sanders and Biden virtually tied, with Warren and Buttigieg not far behind.

Nationally, however, the competition has moved in the direction of Biden and Sanders, with Warren, Buttigieg and others now clearly behind. Among Democrats and Democratic-leaning registered voters, Biden is favored by 32 percent with Sanders at 23 percent, according to the new Post-ABC poll. In both cases, those percentages are slightly better than what each received in an October Post-ABC national poll.

Warren is currently running third but has seen a significant drop in her support nationally, falling from 23 percent in October to 12 percent in the new poll. Still, she is the only other candidate for the Democratic nomination in double digits.

The fourth- and fifth-place candidates represent a shift in the Democratic hierarchy. Former New York mayor Mike Bloomberg, who was not a candidate when the last Post-ABC survey was conducted but who has spent several hundred million dollars since then, runs fourth at 8 percent. Yang, whose debate performances have drawn favorable reviews and whose candidacy projects a non-politician’s flair, is at 7 percent.

Buttigieg, whose rise in Iowa and New Hampshire earlier this year caught others in the field by surprise, is at 5 percent, reflecting modest slippage since October. Klobuchar is at 3 percent, Sen. Michael Bennet, D-Colo., is at 2 percent, and Rep. Tulsi Gabbard, D-Hawaii, and former Massachusetts governor Deval Patrick are at 1 percent.

The poll shows that Democrats are clearly motivated in this election, with 73 percent of Democratic leaners saying they are certain to vote in their state’s primary or caucus. That’s little changed since last July but significantly higher than the 59 percent who said in January 2016 they were certainly going to vote. Similarly, Democratic leaners are slightly more satisfied with their choices of candidates this year than they were four years ago.

Although 9 in 10 Democrats who named a candidate when asked whom they are supporting say they are enthusiastic about their choice, 53 percent overall say they still would consider another candidate. That is a reflection of the fluidity that has marked the Democratic campaign for most of the past year, as voters have tried to assess a record-large field and weigh who might be best against President Donald Trump.

Biden’s candidacy has been buoyed by perceptions that he is the candidate who could lead the party back to the White House, and the current poll again gives him the highest marks on that question. At this moment, 38 percent of Democratic leaners name Biden as having the best chance to beat Trump, with 18 percent naming Sanders and 10 percent naming Warren.

Biden also leads his rivals on two other questions that are central to the debate inside the party about the best path to victory, motivating the Democratic base or attracting independent or moderate voters. Many Democratic strategists say it will take a combination of both to overcome some of the advantages that Trump, as an incumbent during a time of low unemployment, currently enjoys.

On the question of who can best motivate the Democratic base, Biden is named by 32 percent while Sanders is named by 21 percent. Asked who can attract those independent and moderate voters, 29 percent name Biden and 17 percent name Sanders. No one else hits double digits on that question.

Biden and Sanders – one running as a more moderate establishment figure and the other as a revolutionary democratic socialist – are about even on the question of “who comes closest to you on the issues,” with the senator from Vermont at 24 percent and Biden at 22 percent. Warren, whose liberal platform is closer to Sanders’ than to Biden’s, is third at 15 percent.

Biden’s candidacy is also strengthened by the demographic pillars of support he has maintained throughout the year. As in many polls, he is the leading candidate among African-Americans, with about half the support of black adults. He is also ahead among those Democrats who identify themselves as moderate or conservative and leads among voters 50 and older, where he holds a roughly a 3-to-1 advantage over Sanders.

The Post-ABC poll finds Sanders scores slightly better than Biden among voters under age 50, although his margin among this group is not as large as is Biden’s among those over 50. The younger the voter, the more support Sanders gains, with the caveat that these younger voters historically have been more difficult to turn out in primaries or caucuses.

Sanders also is favored by Democrats who identify themselves as liberal and shows signs of building support among some nonwhite voters.

Warren suffered slippage among many groups of voters since October, but particularly among women, where her support fell from 26 percent to 12 percent. She also dropped 15 points among self-identified liberals.

But while she trails Biden and Sanders as the first choice among Democratic voters, she does well when people are asked who represents their second choice.

Overall, nearly a quarter (23 percent) name Warren as their second choice, slightly higher than either Sanders or Biden. When first and second choices are combined, Biden leads at 48 percent, followed by Sanders at 41 percent and Warren at 35 percent. All the other candidates trail by at least 20 points in this combination.

At the Democratic debate in Iowa earlier this month, Warren and Sanders tangled over whether he had told her privately that a woman could not win the presidency. He denied saying it, and she said he had. Warren used the opportunity to make a forceful case to answer questions about whether a woman is at a disadvantage in a presidential election.

The Post-ABC poll finds that fewer than 3 in 10 (28 percent) of Democratic-leaning adults say a man is more likely than a woman to defeat Trump, with 63 percent saying it doesn’t matter and 7 percent saying a woman would have the advantage against this president. Women are no more or less likely than men to say a woman has a better chance of winning.

Support for Warren is significantly higher among voters who say either that it doesn’t matter or who believe a woman has a better chance of winning, but she nonetheless trails Biden and Sanders among that group. Men overall are more likely than women to say either it doesn’t matter or a woman has a better chance of beating Trump. Women are more likely than men to say a man has a better chance of beating Trump.

The Post-ABC poll was conducted by telephone from Monday through Thursday among a random national sample of 388 Democrats and Democratic-leaning independents, including 349 who are registered voters. The margin of sampling error is plus or minus six percentage points for both groups.

SINGAPORE – The Ministry of Health (MOH) has confirmed a fourth case of Wuhan virus.

The patient is a 36-year-old man from Wuhan who arrived in Singapore with his family on Jan 22.

The case was confirmed at about 9.30pm on Saturday (Jan 25), said MOH.

He is currently warded in an isolation room at Sengkang General Hospital (SKH) and his condition is said to be stable.

Prior to hospital admission, the man was staying at Village Hotel Sentosa.

It was reported that he was asymptomatic during the flight to Singapore.

He subsequently developed a cough on Jan 23 and he went to SKH’s emergency department on Jan 24.

He was classified as a suspect case and immediately isolated, MOH said.

Subsequent test results confirmed he was infected with the Wuhan coronavirus.

MOH said it has started epidemiological investigations and contact tracing to identify individuals who had close contact with the patient.

Three confirmed Wuhan coronavirus cases were announced in Singapore on Jan 23 and 24.

The first confirmed case was a 66-year-old man from Wuhan who is here on holiday. He is currently in stable condition at the Singapore General Hospital (SGH).

His 37-year-old son who was travelling with him was later confirmed to have the virus too. He is also at SGH and in stable condition.

In addition, another Chinese tourist – a 53-year-old woman from Wuhan who came separately from the two men – was also confirmed as having the virus. She is warded at the National Centre for Infectious Diseases and her condition is stable.

On Saturday, Malaysia announced four Wuhan virus cases, of which three were linked to Singapore’s first patient.

The three Chinese citizens, who entered Malaysia via Johor Baru, are the wife, 65, and grandsons of the 66-year-old man from Wuhan. The children are aged 11 and two.

The fourth case reported by Malaysia late on Saturday is a 40-year-old man from Wuhan who was part of a tour group that travelled by bus to Johor from Singapore on Jan 22, said Malaysia’s Health Ministry.

South Korea on Sunday reported its third confirmed case of the Wuhan coronavirus amid mounting fears over the spread of the pneumonia-like illness throughout China and other parts of the world.

According to the Korea Centers for Disease Control and Prevention (KCDC), a 54-year-old South Korean resident of Wuhan who arrived back home on Monday tested positive for the new strain of the virus that has killed 56 people so far.

“Upon arrival at the airport he showed no symptoms but he started suffering from fever, chills and muscle cramps on Wednesday. His condition seems to have improved for a few days before getting worse again, at which time he contacted health authorities and was placed in isolation on Saturday for tests and treatment,” the KCDC said.

It said more information about the third case will be made available in due course.

Besides the latest confirmed case, the KCDC said it has checked 47 people who have showed symptoms so far, with all testing negative for the illness. The tally was 32 on Saturday.

The country reported two confirmed cases of the new coronavirus strain on Monday and Friday and is keeping close tabs on those that may have come in contact with such people.

To counter the health threat posed by the virus, the health authorities here said Saturday that they have designated mainland China a “coronavirus watch” zone as part of their ongoing efforts to prevent the spread of the Wuhan coronavirus here.

Later in the day, South Korea’s foreign ministry raised the travel advisory level for Wuhan and the Hubei region to “red alert” and recommended its citizens to evacuate the region.

The “red alert” is the third highest in the country’s four-tier travel warning system.

Reflecting the concerns raised by the coronavirus, airports across South Korea have set up checkpoints to screen passengers from China and other countries for signs of illness, with local authorities accelerating quarantine efforts to contain the virus as people visit relatives at home or travel abroad.

Health workers stressed citizens should follow strict personal hygiene rules whether they are in the country or traveling abroad, especially since large numbers of Chinese tourists are visiting South Korea during the holiday period. The start of the Lunar New Year is celebrated by both Korean and Chinese people.

They said people feeling ill should immediately contact its emergency call center by dialing “1339.”

It also asked people to wash their hands frequently, cover their mouths when coughing and, if they have respiratory problems, wear a mask.

Common symptoms of the coronavirus, thought to have originated in Wuhan, central China, include fever, sore throat and breathing difficulties, with more acute cases bringing chills and muscle pain. Health experts said that elderly people and those with underlying disorders should be more careful.

China announced that besides the deaths, 1,975 people are confirmed infected amid concerns that the virus is spreading quickly and widely. It said that of those infected, 324 were in critical condition.

Outside China, Japan, Taiwan, Thailand, Vietnam, Singapore, Malaysia, Macao, Hong Kong, France, Australia and the United States have reported confirmed cases of the new coronavirus strain, and there are media reports of a new case in Canada. (Yonhap)

Immigration Police are working with the Department of Disease Control and Airports of Thailand Pcl (AOT) in monitoring major airports to prevent the spread of the new coronavirus.

Pol Colonel Cherngron Rimphadee, deputy spokesman of Immigration Police, said: “We have assigned separate bays for planes arriving from Wuhan and Guangzhou to screen infected travellers at Suvarnabhumi, Don Mueang, Phuket and Chiang Mai international airports,” he said. “Furthermore, to ensure the safety of immigration staff who have to be in contact with over 60,000 passengers daily, we have come up with measures to prevent the spreading of germs and viruses.”

The measures announced by Immigration Police are as follows:

➤ Enforce an hourly cleanup of passenger screening areas, including the passport checking booths, form filling counters, as well as equipments that have direct contact with passengers, with disinfectant and alcohol spray.

➤ All immigration police and airport staff must wear masks and gloves while working or communicating with passengers.

➤ Disinfectant dispensers will be provided at passport checking booths and passengers will be encouraged to clean their hands before entering the booths.

➤ Passengers’ behaviour will be closely monitored and those who display flu symptoms, such as frequent sneezing and coughing, will be separated from the public. The Department of Disease Control staff will be asked to check their condition.

➤ Managers and commanders must monitor their subordinates’ condition and alert medical staff immediately if they display abnormality.

Furthermore, the AOT has installed thermo-scanners at screening points of passengers from cities on the watch list as per International Civil Aviation Organization standards, the deputy spokesman added.

Police announce measures in bid to tackle air pollution

The Royal Thai Police is preparing measures to counter the PM2.5 (particulate matter having diameter lesser than 2.5 microns) problem by tackling the sources of air pollution in areas reported with poor air quality, deputy police spokesman Pol Colonel Krisana Pattanajaroen said on Sunday (January 26).

“National Police chief Pol General Chakthip Chaijinda has ordered deputy chief Pol General Suwat Jaengyodsuk to be the central administrator of these measures,” he said. “They are to be enforced at traffic routes, industrial factories, construction sites and burnt crop fields where the PM2.5 comes from nationwide.”

The anti-PM 2.5 measures drafted by the police are as follows:

1 Increase the frequency and thoroughness of vehicle emission inspection on routes around big cities, especially in Bangkok and surrounding provinces.

2 Randomly inspect vehicles at public bus and van terminals, distribution centres, as well as establishments that use several trucks.

3 Coordinate with road construction contractors to reduce air pollution and restore traffic lanes as soon as possible after construction finishes to reduce traffic congestion.

4 Coordinate with related agencies in enforcing laws against industrial factories that cause air pollution as well as those who illegally burn garbage, forests and crop fields.

5 Facilitate traffic flow to reduce congestion and make sure that no one parks cars on the sides of main roads which could block traffic lanes and increase emissions.

6 Through public relations measures, seek cooperation from vehicle users to refrain from parking their cars with the engine on and regularly check their vehicles’ condition.

The Royal Thai Police will also work with private partners in handing out free surgical masks for road users in areas with poor air quality throughout Bangkok, added the spokesman.

Temperature drops 1-4 degrees in upper Thailand

Outbreaks of thundershowers and gusty winds are possible in the lower Northeast and the East while cool to cold weather, with temperatures dropping by 2-4 degrees Celsius in the North and the Northeast, the Thailand Meteorological Department forecast on Monday (Jan. 24) .

The westerly trough moving past the North will cover the Northeast while a high-pressure system from China covers Vietnam and the South China Sea causing southeasterly winds to prevail over the lower Northeast and the East.

The Central region will see temperatures dropping by 1-3 degrees Celsius.

People in the North and the Northeast have been urged to take care of their health during the changeable weather and farmers must beware of damage to crops.

Dust situation: In the North and the Central regions including Bangkok and its vicinity, strong winds blowing around the area decrease the accumulation of dust and smog in the air.

The weather forecast for the next 24 hours is as follows:

Northern region: Cool to cold in the morning, temperature lows of 7-17 degrees Celsius and highs of 29-32 degrees Celsius. Temperature likely to drop to 1-12 degrees on hilltops with frost in some areas.

Northeastern region: Cool to cold weather with thundershowers in 10 per cent of the area, temperature lows of 14-18 degrees Celsius and highs of 26-30 degrees Celsius. Temperature likely to drop to 11-13 degrees Celsius on hilltops.

Central region: Cool weather; temperature lows of 18-20 degrees Celsius, highs of 33-35 degrees Celsius.

Eastern region: Partly cloudy with thundershowers in 10 per cent of the area; lows of 21-26 degrees Celsius, highs of 31-34 degrees Celsius; waves a metre high.

Meeting to discuss evacuation of Thais stranded in Wuhan

A meeting at the Foreign Ministry on Monday (January 27) will discuss plans to evacuate Thai people from Wuhan in China if the coronavirus situation worsens.

The meeting will be attended by Transport ministry officials, Thai Airways and related agencies including the security department. The Rapid Response Centre working group will also take part, and representatives from the Thai Embassy and all Thai consulates in China will participate through video conferencing to discuss the overall situation of the disease and the number of Thai people living in Wuhan.

There are less than 100 Thais living in Wuhan. If officials find the situation of the disease spiralling out of control, the Thai government may use military C-130 planes to pick up Thai people stranded in Wuhan immediately. Thai Airways, which is a commercial airline, cannot fly as the Chinese government has closed operations at Wuhan airport.

Public hearing in the US on Jan 30 to discuss tariff privileges for Thai products

The Office of the United States Trade Representative (USTR) will open a public hearing on January 30 on the suspension of tariff privileges for Thai products under the Generalised System of Preferences (GSP), Thailand’s Department of Foreign Trade (DFT) said.

DFT director-general Keerati Rushchano said on Monday (January 27) that the US National Pig Producers Council had submitted a request to the USTR to cut Thai privileges 2-3 years ago, claiming that Thailand was not opening its market to import US products, especially pork that contains the red meat accelerator called Ractopamine.

“The opening of the market was one of the conditions that the US used for consideration in granting or removing these tariff privileges,” Keerati said. “Related authorities, such as the Ministry of Agriculture and Cooperatives and the Ministry of Commerce will travel to participate in this public hearing as well.”

Keerati explained that in the past Thailand had submitted a request to the USTR to reconsider the suspension of tariff privileges, arguing that the red meat accelerator could be harmful to consumers. In addition, the use of this chemical substance is strictly prohibited.

“Currently, we have already received the scientific results of this chemical substance in which both countries have conducted experiments. Therefore, the representative from the Ministry of Agriculture and Cooperatives will travel to clarify this matter with the USTR,” he said.

“After the public hearing, the USTR will announce the result at the end of February this year. If they suspend the tariff privileges within three months or six months, Thailand would still have time to negotiate with the US to reconsider this matter.”

He further explained that if the US suspended the tariff privileges, more than 700 Thai products that currently received these privileges would be eliminated. This does not include 573 products on which the USTR will announce the result on April 25.

“However, the Ministry of Commerce has already discussed with the private sector and related authorities on measures to help mitigate the impact for exporters,” he said.

He added that in the public hearing on January 30, the USTR will review the granting of GSP by country according to the request submitted by the US National Pig Producers Council.

“It is up to the government whether to open the market or not,” he added.

Almost 7,000 people from Wuhan visited Thailand this month

High-level sources in the tourism industry revealed that Chinese tourists made up almost 30 per cent of the foreign visitors passing through Don Mueang Airport every day.

Statistics of foreign passengers travelling to Thailand via Don Mueang showed that of the nearly 24,000 people every day, Chinese tourists, on average, accounted for nearly 7,500 people.

From January 3-24, there were 43 flights from Wuhan city which brought 6,982 people.

However, six flights of Thai AirAsia scheduled to fly to and from Wuhan city to Don Mueang and Phuket airports during January 23-28 have all been cancelled.

High dust to affect air quality in some northern provinces

The overall air quality in the country ranged from good to below standard, according to reports from 17 air-quality monitoring stations of the Pollution Control Department (PCD).

In the northern region, they measured between 20-134 micrograms per cubic metre. The Thai government standard is under 50mcg per cubic metre while the World Health Organisation recommends 25mcg per cubic metre.

The amount of dust in the air is likely to increase in many areas compared to Saturday. Five areas have been warned of extremely high dust:

Na Chak subdistrict in Muang district, Phrae province (104); Phrabat subdistrict in Muang district, Lampang province (110); Mae Moh subdistrict in Mae Moh district, Lampang province (85); Sob Pad subdistrict in Mae Moh district, Lampang Province (82); Ban Dong subdistrict in Mae Moh district, Lampang province (134).

The PCD has urged people in such areas to monitor the dust situation and wear a mask at all times when doing outdoor activities. It has also asked the public to refrain from burning in open spaces.
