Flash floods almost 80 centimetres high roared through Chanthaburi early on Wednesday, marooning passing vehicles and forcing the speedy evacuation of residents to safety, though many had to leave their belongings behind.

The floods swamped Chawana Uthit Road, Wat Mai subdistrict and Mueang Chanthaburi at 2am on Wednesday.

Water, 70-80cm high, ploughed through roads and past buildings, stranding a number of passing vehicles.

Officials toiled in the dark to evacuate as many people as possible.

Khao Khitchakut Highway section No 3587, from Ban Tham to Yang Rahong, was also inundated, with the water level being 40cm high. Small cars were unable to pass through.

Residents told reporters they had never seen such strong flash floods before. Storm water roared in so fast that they were unable to move their belongings to safety in time.

The Chanthaburi governor set up an evacuation centre at city hall to provide food and drinks to those hit by the sudden flooding.

Ministry of Public Health reported on Wednesday (October 13) morning that in the past 24 hours there are 10,064 new patients who tested positive for Covid-19, 118 of whom have been found in prisons.

Death toll increased by 82, while 10,988 patients were cured and allowed to leave hospitals.

Tourism Authority of Thailand (TAT), together with its private allies, aimed to draw Lisa to a countdown event in Phuket this year, in order to promote the province as a world-class destination.

Lalisa “Lisa” Manoban, the only Thai member of K-pop band Blackpink, under YG Entertainment.

TAT governor Yuthasak Supasorn said that this idea was stemmed in late September, when the K-pop singer had become a talk-of-the-town issue in Thailand after releasing her first solo song “Lalisa”.

Yuthasak also added that an appearance of Lisa could draw tourists around the world to Phuket, especially the Blackpink admirers or so-called “Blink”.

Last week, the Guinness Book of World Records announced that the music video “Lalisa” has broken a world record in the number of views it gained in 24 hours on Youtube.

The Cabinet on Tuesday agreed to receive 470,000 doses of the AstraZeneca vaccine donated by South Korea.

Traisulee Traisaranakul, the government deputy spokesperson, added that the donated vaccine will firstly vaccinate those South Korean people living in Thailand.

The Thailand Meteorological Department said on Wednesday (October 13) that the strong southwest monsoon prevails across the Andaman Sea, the South and the Gulf of Thailand while the monsoon trough lies across the lower Central, the East and the lower Northeast into the tropical storm KOMPASU over the upper South China Sea.

Thundershowers are likely over Thailand with isolated heavy to very heavy rain in the lower Northeast, the East, the Central and the South. People in risky areas should beware of severe condition and rain accumulation that may cause overflow and flash flood. 

Waves in the Gulf and the Andaman Sea are 2-3 meters high and over 3 meters high in thundershowers. All ships should proceed with caution and keep off thundershowers, while small boats should keep ashore.

The department also mentioned that the tropical storm KOMPASU over the upper South China Sea is moving west through Hainan Island, China, and will make landfall over upper Vietnam during October 13 to 14. It will downgrade into a tropical depression and an active low-pressure cell respectively.
 

The weather forecast for the next 24 hours is as follows:

North: Thundershowers in 40 per cent of the areas; temperature lows of 22-25 degrees and highs of 31-33 degrees Celsius. 

Northeast: Thundershowers in 80 per cent of the areas with isolated heavy to very heavy rain; temperature lows of 23-25 degrees and highs of 32-33 degrees Celsius. 

Central: Thundershowers in 70 per cent of the areas with isolated heavy rain; temperature lows of 24-25 degrees, highs of 32-34 degrees Celsius.

East: Thundershowers in 80 per cent of the areas with isolated heavy to very heavy rain; temperature lows of 24-26 degrees, highs of 28-34 degrees Celsius; waves 2-3 meters high and over 3 meters during thundershowers.

South (east coast): Thundershowers in 60 per cent of the areas with isolated heavy rain; temperature lows of 24-25 degrees, highs of 30-35 degrees Celsius; waves 2 meters high and over 2 meters during thundershowers.

South (west coast): Thundershowers in 60 per cent of the areas with isolated heavy rain; temperature lows of 21-26 degrees, highs of 27-34 degrees Celsius; waves 2-3 meters high and over 3 meters during thundershowers.

Bangkok and surrounding areas: Thundershowers in 60 per cent of the areas with isolated heavy rain; temperature lows of 25-27 degrees, highs of 32-34 degrees Celsius.

The Cabinet on Tuesday discussed the ongoing legal wrangle between the BTS Skytrain operator and Bangkok Metropolitan Administration (BMA) over the Green Line extension.

Government spokesman Thanakorn Wangboonkongchana said Prime Minister Prayut Chan-o-cha expects the problem to be cleared soon once certain issues are untangled.

BTS operator Bangkok Mass Transit System (BTSC) recently filed two lawsuits against BMA demanding the 12 billion baht it is owed for operating the Green Line extension and 20 billion baht for its purchase of the train operating system.

At its weekly meeting on Tuesday, the Cabinet approved a scheme to help cabbies and motorbike taxi drivers above the age of 65 who have been affected by Covid-19 lockdowns.

Abudget of 166.94 million baht has been earmarked for the project, which should be implemented in two months.

Those eligible will get a compensation of 10,000 baht each paid in instalments of 5,000 baht over two months.

From Saturday (October 16), fully vaccinated tourists can travel freely in Phuket without having to undergo Covid-19 tests, provincial governor Narong Woonciew said on Tuesday.

This applies to people who have received either two jabs of the same brand, a cocktail of two vaccines or one jab of the Johnson & Johnson vaccine 14 days before arrival.

Also eligible are children under 18 who have received one dose of the Pfizer vaccine, former Covid-19 patients who have recovered no more than 90 days ago, and those who can produce confirmed negative test results issued by a medical facility.

In addition to Thailand, which opens to visitors on November 1, other Asean countries are also opening under the “living with Covid” policy. Here’s a summary of steps Indonesia, Singapore, Malaysia and Vietnam are taking to welcome tourists:

Indonesia

The Bali airport reopens on Thursday (October 14) after being closed for more than a year. The Indonesian government is working on a list of countries that can send direct flights. Visitors are required to provide evidence of hotel booking including the mandatory eight-day quarantine. They are also required to get tested for the virus at their own expense.

Malls, entertainment venues and sports stadiums in Indonesia have been opened since October 8.

Singapore

The island state has been gradually opening since August 26 and from next Tuesday (October 19) visitors from 11 low-risk countries, including the US, UK and Canada, will not be required to go into quarantine.

However, all arrivals will have to test negative using the RT-PCR method before and after landing in Singapore.

Since August 19, Singapore has given the go-ahead to business meetings with no more than 1,000 attendees and celebrations with no more than 500 guests. All participants must be fully vaccinated. Events with less than 50 people will have to conduct Covid-19 tests in advance.

Fully vaccinated residents have been allowed to travel domestically as well as take international flights since Sunday because more than 90 per cent of the population has been double jabbed. Malaysia is also gradually opening some of its tourist attractions. The country’s borders are still not open to foreigners, though the government is considering fully reopening the country soon.

Vietnam

The country will open its doors to tourists from low-risk countries in December before fully opening to tourists in June next year.

The Khon Kaen Communicable Disease Committee decided on Monday to reopen two field hospitals to accommodate the rising number of new Covid-19 cases.

“The Phutthamonthol Field Hospital and the Agricultural and Cooperative Training Centre Field Hospital will soon be ready to treat new patients,” said Khon Kaen governor Somsak Jangkrakul, who chairs the committee. “The field hospitals will be staffed by medics from Sirinthorn and Ban Phai hospitals respectively.”

The committee has also granted Khon Kaen Central Hospital the authority to transfer new Covid-19 patients to other medical facilities or field hospitals in the province to optimise treatment and reduce crowding.

Somsak said Khon Kaen has reported more than 300 new infections.

“We usually find clusters of new infections at factories, fresh markets and among people attending religious ceremonies and funerals,” he said. “The latest cluster was sparked by a group that had gone fishing at the Ubolratana Dam last week. Five members of the group have tested positive so far.

“Please avoid attending parties or social gatherings to reduce the risk of infections,” he advised. “If a ceremony can’t be avoided, then stay away from crowds and skip eating at the same table as others.”

A drop in the number of infections had prompted the closure of Phutthamonthol Field Hospital on August 30 and that of Agricultural and Cooperative Training Centre Field Hospital a month later.
