Trucks will halt 10 per cent of their operations in protest against the high price of diesel at THB30 per litre, the Land Transport Association of Thailand announced.

On Tuesday, more than 200 truck operators and drivers – the association members – in Chonburi, Sisaket, Amnat Charoen and Ubon Ratchathani had gathered at the main roads in the north, south, and northeastern regions of Thailand to protest the government on the diesel price.

They demand the government to freeze the price at 25 baht per litre, reduce the excise tax by 5 baht per litre, and cancel the energy fund collection for a period of one year.

On Wednesday, the association said an official committee resolved that the diesel price should remain at THB30 per litre and not THB25 as was demanded.

In response to this, the association said that it, along with other transport networks, are stopping 10 per cent of truck operations in order to pressure the government to reduce the diesel price.

This decision would affect goods stocks, the association warned.

The Centre for Covid-19 Situation Administration (CCSA) approved the Thailand Convention and Exhibition Bureau’s (TCEB) proposal to relax certain rules and allow meetings, incentives, conventions and exhibitions (MICE) events to go ahead from October to December in a bid to boost the economy.

The Public Health Ministry has drawn up guidelines for more than 1,000 MICE events to be organised.

TCEB Director Chiruit Isarangkun Na Ayuthaya said on Wednesday that TCEB and the MOPH, along with 23 MICE network organisations have received approval from the CCSA to organise MICE events under lifted Covid-19 measures. The approval is expected to stimulate the economy nationwide and create an indirect benefit in the revitalisation of business travels and tourism as well.

Chiruit said that the events are to be organised under the supervision of the Provincial Communicable Disease Committee and the Bangkok Metropolitan Administration. The event organisers are required to conduct a self-assessment through the Thai Stop Covid Plus platform and the event venues must meet SHA+ and TMVS Plus 2HY standards only.


He also said that the proposal to organise MICE events that the CCSA has approved is divided into three phases. The first phase will take place in November, which will allow meetings to be held with less than 500 attendees and the exhibitions, events and festivals can be organised with not more than 1,000 people attending each round with the density control threshold of 4 square metres per person. The second phase in December will allow up to 1,000 attendees for every type of events, while the third phase in January will allow all activities to be fully organised with 1-metre social distance.


“The easing measures will allow more than 1,000 MICE events to be organised. As for now, from October to December, there are 54 fairs to be exhibited, 32 fairs in the capital areas and 22 fairs in other provinces,” said Chiruit.

The Bangkok Metropolitan Administration (BMA) ordered two restaurants to shut after they were found to violate Centre for Covid-19 Situation Administration (CCSA) regulations, BMA permanent secretary Khajit Chatchawanich said on Wednesday.

“On October 16, police inspected a restaurant in Korea Town Building in Khlong Toei district and found the establishment was serving alcoholic beverages to dine-in customers in defiance of disease-control orders during the state of emergency,” he said.

“The restaurant was order shut for seven days from October 16 to 22 while the owner was charged with violating the Communicable Disease Act, which is punishable by a maximum one-year imprisonment or THB100,000 fine, or both,” Khajit added.

“Then on the night of October 18, another restaurant located in a shopping complex on Rama I Road in Pathumwan district was caught selling alcoholic drinks to customers, as well as not following the social distancing practice by limiting customers to 50 per cent of capacity” he said.

“This restaurant was ordered shut for 14 days from October 19 to November 1 and the owner was also charged with violating the Communicable Disease Act,” Khajit said.

“The BMA urges all business owners, employees and customers to strictly follow the regulations announced by the CCSA to prevent the Covid-19 virus from spreading,” he said.

Police’s Crime Suppression Division is planning to file a charge under Section 172 of the Organic Act on Anti-Corruption against former Nakhon Sawan Police Station chief, Pol Colonel Thitisan Uthanapol, also known as ‘Joe Ferrari’.

Thitisan has been accused of demanding 2 million baht from two drug suspects before suffocating a male suspect to death with plastic bags on August 5. Thitisan then allegedly ordered the doctor to attribute the death to a drug overdose and told the other suspect to keep quiet before releasing her.

After Thitisan’s arrest on August 26, the National Anti-Corruption Commission (NACC) launched a probe into his finances as they believe that Thitisan, also known on social media as “Joe Ferrari” due to his lavish lifestyle as a sport car enthusiast, has become unusually wealthy.
 

Pol. Col. Anek Taosuphab, deputy chief of crime suppression, said on Wednesday that his bureau is gathering evidence to file the charge under Section 172 against Thitisan, after Nakhon Sawan Provincial Court ruled that the cause of death of the male suspect was suffocation. 

“According to the court report, Thitisan and six accomplices have tortured Jiraphong Thanaphat, aged 24 years, and then covered his head with plastic bags for more than six minutes until the victim died,” he said. “Thitisan and his men were investigating the suspect on a drug case before it led to custodial death.”

Section 172 of the Organic Act on Anti-Corruption stipulates that any public official who performs or omits to perform an act in the position or duties or abuses power in the position or duties to cause damages against any person, or performs or omits to perform duties in bad faith, shall be liable to imprisonment for a term of one to ten years or to a fine of two thousand Baht to two hundred thousand Baht or to both.

Thitisan is also facing other charges including murder, perjury and violating police discipline.

Prime Minister Gen Prayut Chan-o-cha said on Wednesday (October 20) that the government will control the price of diesel fuel to Bt30 per litre after the fuel prices have been rising recently and affected many sectors especially transport truck operators.

“We have several types of diesel fuels available in the market such as the B7, B10 and B20. They are sold at different prices due to different ingredients,” said the premier. “If we use the money from Oil Fuel Fund to subsidize a specific fuel, the prices of other types will automatically go up. However, the government will prioritize keeping the diesel price at Bt30 per litre first to limit the impact to vehicle users.”

“As for the demand of truck operators to reduce diesel price to Bt25 per litre, this proposal will require further study on the cost,” added Prayut. “Currently domestic consumption of fuels is rising rapidly due to expanding economy and constructions of new roads, which further complicated fuel price issues.”

When asked why fuel prices in Thailand are so high when we can produce certain types of oil, Prayut replied “Domestically produced oils are responsible for only 20 per cent of domestic consumption. Furthermore, some of the oils we produce are of low quality that we sell to other countries for extra revenue.”

“Thailand imports roughly 80 per cent of oil that we use domestically from overseas. Which is why the fuel prices are currently rising following the trend of global oil prices,” said Prayut.

Ministry of Public Health reported on Thursday (October 21) morning that in the past 24 hours there are 9,727 new patients who tested positive for Covid-19, 71 of whom have been found in prisons.

Death toll increased by 73, while 10,075 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 1,821,579 – 1,699,934 of whom have recovered, 103,086 are still in hospitals and 18,559 have died.

Separately, another 428,656 people were given their first Covid-19 shot in the last 24 hours, 446,015 their second shot and 41,285 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 68,503,058.

According to Worldometer, confirmed cases globally had risen to 242.81 million on Thursday, 220.1 million of whom have recovered, 17.77 million are active cases (77,097 in severe condition) and 4.94 million have died (up by 7,472).

Thailand ranks 24th in the global list of most cases, which is topped by the US with 46.09 million, followed by India with 34.13 million, Brazil with 21.68 million, the UK with 8.59 million and Russia with 8.09 million.

All Bangkokians have received their first Covid-19 vaccine jab, while 70 per cent have received their second shot, with this figure expected to reach 80 per cent by the end of October, Bangkoks deputy governor said on Wednesday.

Meanwhile, more vaccines are to be distributed for public transport staff in preparation for the country’s reopening.

Bangkok Metropolitan Administration (BMA) deputy governor Sophon Pisutthipong said that as of the data collected until Monday, the first dose of the virus vaccine has been administered to 105.63 per cent or 8,132,826 of Bangkok residents. The second dose has been given to 5,437,553 Bangkokians, accounted for 70.63 per cent and is expected to reach 80 per cent on October 30.

The Thailand Meteorological Department said on Thursday (October 21) that the high-pressure system from China covers the South China Sea while the easterly wind prevails over the Gulf of Thailand, the South and Andaman Sea. Less rain will be likely over the upper part of the country with isolated heavy rain in the South.

The department also mentioned that another high-pressure area from China has extended to cover southern China. It is expected to cover Vietnam and upper Laos today and will cover upper Thailand and the South China Sea in the next few days, causing thunderstorms and gusty winds in upper Thailand. People in the upper Thailand should beware of severe conditions during said period.

The weather forecast for the next 24 hours is as follows:

North: Thundershowers in 20 per cent of the areas; temperature lows of 22-24 degrees and highs of 31-35 degrees Celsius. 

Northeast: Thundershowers in 20 per cent of the areas; temperature lows of 21-25 degrees and highs of 33-35 degrees Celsius.

A number of Thai tourists have begun to travel by sea to four Krabi islands, namely Thale Waek, Koh Poda, Ao Railay and Koh Kai in Hat Noppharat Thara-Mu Koh Phi Phi National Park, which is a popular tourist destination by sea and not far from the coast, a park officer said on Wednesday.

Around 100-300 tourists are now visiting the attractive park each day.

Park officials said the high season had begun in Krabi as the wind on the Andaman sea begins to enter a calm phase, which is suitable for travelling to the islands.

This week, there was an average of 100 tourists visiting each day. If it’s a holiday or a weekend, the number of tourists is expected to more than double.

The Department of Health conducted a random survey of Covid-free settings at shopping malls in Bangkok and its vicinity and discovered that 12 out of 15 failed to pass the criteria.

Department of Health director-general Dr Suwanchai Wattanayingcharoenchai warned all department stores, shopping centres and community malls to strictly comply with safety measures, such as cleaning common touchpoints in bathrooms and elevator buttons every 1-2 hours and limiting the time of service in risky businesses to no more than two hours for customers, especially at restaurants, beauty salons, spa salons, and tattoo parlours.

A random test of 15 shopping malls in Bangkok, Nonthaburi, Samut Prakan and Pathum Thani between September 28 and October 18 showed only three met all the standards, while the other 12, or 80 per cent, failed some of the criteria.

If a department store does not comply with public health measures, there is a penalty under the Disease Control Act, Dr Suwanchai warned.

He also urged people to report to the provincial public health office if they noticed that hygiene measures were not in effect.
