Former South Korean president Moon Jae-in has notified his government his intent to return the dogs that were gifted to him by North Korean leader Kim Jong-un back to the state.

Moon on Saturday relayed his decision to the Ministry of Interior and Safety that he wishes to return a pair of dogs and their puppy that he was taking care of since May, according to local reports on Monday.

Of the three dogs, a pair, Gomi and Songang, were given to the former president by the North Korean leader during his visit to Pyeongyang in 2018 as a symbol of peace in the Korean Peninsula. Another dog is Dauni, one of seven dogs that were born from Gomi, while six others were sent away for adoption.

Moon’s decision to part ways with the dogs appears to be in light of differences between him and the current Yoon Suk-yeol administration over who will bear the expense of rearing the dogs.

Initially, the Interior Ministry had reportedly agreed to provide a budget of 2.5 million won (66,000 baht) every month to Moon to take care of the dogs. But due to opposing views within the current Yoon administration, no subsidy has been provided to Moon.

The Public Service Ethics Act stipulates that gifts received by a president belong to the state and are supposed to be returned to the Presidential Archives. But considering the animals’ welfare and absence of adequate breeding facilities at the archives, the ministry had agreed with the former president that the dogs can stay with him.

“From the perspective of the animals themselves, I think it would be better for them to be with someone who has cared for them all along,” Yoon had said when there was a discussion over where would the dogs go in March.

Regarding the dogs’ welfare, Moon’s secretarial office stated: “We do not doubt that the Presidential Archive will take good care of the Pungsan dogs.”

The presidential office had no comment on the matter as of Monday afternoon.

In a bid to woo young voters, many Malaysian candidates have jumped on the TikTok bandwagon, with some having amassed thousands of followers and millions of views.

One of them is former prime minister Muhyiddin Yassin, who gamely danced to Swipe, a hip hop track by Singaporean singer Alyph. In the short clip, whenever Alyph sings “swipe”, the 75-year-old leader of Perikatan Nasional would “swipe” away the logos of electoral rivals Barisan Nasional (BN) and Pakatan Harapan (PH).

The clip has clocked close to four million views in a day. Many netizens commended their cute “abah” for following the trend. Abah is a deferential term for father in Malay.

The other elder statesman with an active presence on TikTok is former premier Mahathir Mohamad, who has drawn more than 400,000 followers since his first post in August 2020. His videos are more polished and his tone more serious. In one of his latest clips, he explained why he considered Muhyiddin a “traitor” who is not sorry for taking part in the Sheraton Move, the coup that led to the collapse of the PH government in 2020.

Other high-profile candidates who have a sizeable following of more than 300,000 people are caretaker Finance Minister Tengku Zafrul Aziz and caretaker Health Minister Khairy Jamaluddin. Both regularly speak about their policies in short soundbites, and share short clips of their interactions with residents.

Coincidentally, both ministers have also shared videos of their “collab” with their counterparts in Singapore. Zafrul has posted a clip of him playing Eric Clapton’s “Wonderful Tonight” with Singapore’s Deputy Prime Minister and Finance Minister Lawrence Wong.

Khairy has also shared videos of him dining and cycling through Singapore’s central business district with Singapore’s Health Minister Ong Ye Kung.

Younger candidates like incumbent Muar MP Syed Saddiq is no stranger to social media campaigning. With more than 800,000 followers, the 29-year-old actively uses his platform to spread awareness about the importance of voting and a wide range of issues from gender pay gap to mental health. A regular guest in his TikTok videos is incumbent Segambut MP Hannah Yeoh.

There is also social media influencer-turned-budding politician Nur Fathiah Syazwana Shaharuddin, better known as Cleopatra, who is contesting the Batu seat in a 10-cornered fight. While she’s more active on Instagram, she has also started campaigning on TikTok. In her latest clip, she gave a two-minute speech in stilted Mandarin, urging voters to give younger candidates a chance to lead the country.

As the electoral race heats up, TikTok has recently emphasised that any misleading information concerning the election will be banned on the platform. An election report button and fact-checking tools will be provided to combat false and harmful narratives.

A line-up of Vietnam’s A-list performers will come together for a concert in Hanoi next month.

Called Nhung Trai Tim Vietnam (Vietnamese Hearts), the event will feature pop stars Ho Ngoc HaToc Tien and Le Quyen.

Hanoi singer Tuan Hung, whose recent performance from his balcony attracted hundreds of fans, will also participate.

The event will also feature V-pop singers Bich PhuongEkikTrinh Thang BinhTrong HieuQuang Ha, Nguyen VuLiz Kim Cuong and Vo Ha Tram.

Organised by the Vietnam Theatre of Contemporary Art in collaboration with a top digital marketing firm, the concert will take place at My Dinh National Stadium on December 12 and broadcast live on VTV.

“The concert is to appreciate the solidarity and bravery of the people during the Covid-19 pandemic, who stood side by side to overcome all difficulties,” said Bui Hue, vice director of the Vietnam Theatre of Contemporary Art.

“The concert will also cheer people who have been working together to develop the country,” she added.

Songs have been chosen to evoke the love of young audiences for their country.

“We have created a repertoire with our hope that the concert will be a bridge linking the young people with the nation’s glorious history since the very first day of the country’s establishment a thousand years ago,” Hue said.

For foreigners, the event will be an opportunity to present Vietnamese music and culture.

Some 25,000 people are expected to attend the three-hour event, which will be split into three parts: Trai Tim Lac Hong (The Vietnamese Heart), Nhung Tri Tim Yeu Tu Do (The Hearts that Long for Freedom), Chung Mot Nhip Dap (Sharing the Same Beat).

The first part will feature songs praising the human values of Vietnamese culture and the patriotism of Vietnamese people. The second is to celebrate patriotism through two resistance wars with the leadership of president Ho Chi Minh, and the third is to present the image of a dynamic country with the young generation working to develop their homeland.

Some of the proceeds will go towards helping needy children and poor people.

The baht opened at 36.95 to the US dollar on Wednesday, the lowest since September 20, strengthening from Tuesday’s close of 37.27.

The currency will likely move between 36.80 and 37.10 against the greenback during the day, Krungthai market strategist Poon Panichpibool predicted.

He said the baht strengthened quicker and more than he expected after the market went into a risk-on state the previous night.

It pressured the dollar to weaken while investors sold gold for profit after the price of the precious metal climbed to near its resistance level, Poon said.

All this has caused the technical graph of the baht to change in the short term. If the market continues to be in a risk-on state, the baht might strengthen to near its new resistance level of 36.80 to 36.90 to the dollar, he believed.

Moreover, the strengthening of the baht “might affect exporters psychologically” and influence them to adjust the level they are waiting for to sell the dollar – from 38 or higher to 37.50-37.70, which will lower the baht’s resistance level, Poon said.

However, he suggested being cautious of the currency market as investors might not be in a hurry to adjust their possessions before the US midterm election and Thursday’s consumer price index inflation data is made public.

Poon advised investors to use hedging tools such as options to manage risks in a highly volatile currency market.

Luxury urban houses priced over 10 million baht are in high demand in 2022 with almost 2,000 units sold in the first half of the year, property agency Knight Frank (Thailand) said on Monday.

Demand has been rising this year despite the ongoing economic recovery from Covid-19, said Nattha Kahapana, the company’s executive director.

He said urban zones are attracting new buyers as facilities and infrastructure expand from the inner city, as can be seen from new projects being opened in outer suburbs. Buyers in the luxury housing market are high-income earners who are looking to change their living conditions or to buy their second or third house, he added.

The first half of 2022 saw total sales of 1,944 houses worth over 10 million baht, rising from 1,813 units recorded during the same period last year. Total house sales in the first half reached 17,283 units from a supply of 20,794 units, a take-up rate of 83% or 6% higher than last year.

Nattha added that the luxury housing market in the second half shows positive signs from new projects being opened in outer Bangkok and surrounding provinces. This also indicates a changing trend among consumers, who are favouring suburbs instead of inner-city areas where property prices tend to be inflated, he said.

Among the most promising zones, he said, is the Krungthep Kreetha area in eastern Bangkok, where new residential projects are being built around golf courses, international schools and community malls.

Thai govt revenue in FY2022 exceeds target as economy rebounds

Revenue collection in fiscal year 2022 — from October 2021 to September 2022 — reached 2.53 trillion baht, exceeding the government’s target by 130 billion baht or 5.4%, the Finance Ministry said on Monday.

The Revenue Department was the biggest contributor, collecting 2.16 trillion baht in the past fiscal year, beating its target by 15.5% or 290 billion baht.

Most of the increased revenue came from value-added tax and import tax, which have been rising in line with the increased domestic consumption amid the continued economic recovery, said Pornchai Theeravet, director of the Fiscal Policy Office (FPO) and the ministry’s spokesperson.

However, the Excise Department collected 503 billion baht, missing its target by 15.7% or 93.5 billion baht. Pornchai said the drop was due to the cut in diesel tax imposed to reduce people’s cost of living amid soaring global energy prices.

The Customs Department collected 110 billion baht, exceeding its target by 10.5% or 10.4 billion.

Revenues contributed by state enterprises in fiscal year 2022 also exceeded the target by 0.6% or 858 billion baht, with 143 billion baht collected.

For fiscal 2023, which began last month, the government has set a revenue target of 2.49 trillion baht, or 13.91% of gross domestic product, while total expenditure is set at 3.18 trillion baht, or 17.79% of GDP.

The FPO estimates that Thailand’s economy will expand 3.4% in 2022 thanks to rising domestic consumption and further recovery of the tourism industry. The office expects the economy to expand 3.8% next year, driven by around 20 million tourist arrivals, about half the number recorded before the Covid-19 pandemic.

Saudi Arabia’s investment minister and Thailand’s Foreign Minister attended an investment forum held at a Bangkok hotel Monday with the goal of drawing Saudi investments to the Eastern Economic Corridor.

Saudi Investment Minister Khalid Abdulaziz Al-Falih attended the Thai-Saudi Investment Forum held at the Royal Orchid Sheraton Hotel from 9am to 2pm on Monday.

The forum was held jointly by the Thai Foreign Ministry and the Eastern Economic Corridor Office of Thailand (EECO) to present business opportunities for Thai investors in Saudi Arabia and investment opportunities for Saudi investors in the EEC.

The event was jointly opened by the Saudi minister and Foreign Minister Don Pramudwinai.

Key speakers during the forum included Narit Therdsteerasukd, secretary-general of the Board of Investment; Kanit Sasngsubhan, EEC chief adviser; Sanan Angubolkul, chairman of the Thai Chamber of Commerce; Kriengkrai Thiennukul, chairman of the Federation of Thai Industries; Payong Srivanich, chairman of the Thai Bankers’ Association; and Bads Aldadr, deputy minister of Investors Outreach of Saudi Arabia’s Investment Ministry.

The forum was expected to conclude with a signing of memorandums of understanding between some Saudi firms and the EECO.

Two sideline seminars on hotel businesses and oil businesses were also held.

The event was off-limits to the media.

Chiang Mai will be the hotspot for Loy Krathong celebrations this evening, according to a nationwide Suan Dusit Poll survey.

The polling agency asked 7,536 randomly selected men and women nationwide about their Loy Krathong plans, said Culture Minister Itthipol Khunplome, who commissioned the survey.

Interest in Loy Krathong events was strongest among respondents in three provinces:

– Chiang Mai, for the Yi Peng flying lanterns festival.

– Sukhothai, for the Candle-lit Loy Krathong festival.

– Tak, for the Loy Krathong river festival of 1,000 floating lanterns.

The survey also found that most respondents planned to float krathongs made from eco-friendly materials out of concern over environmental pollution.

Respondents favoured three types of environmentally friendly krathong:

– 63.59% favoured banana trunk and leaves with lotuses

– 44.49% favoured krathongs made from bread

– 37.75% favoured krathongs made from vegetables.

– 66.81% said to express gratitude to rivers, water sources and spirits.

– 61.49% said to promote and preserve Thai traditions.

Asked whether they would join the festival this year, 65.69% of respondents said yes while 27.24% were unsure and the rest said they would not.

Asked which Loy Krathong activities they were interested in joining:

– 49.30% said floating krathongs made of degradable natural materials.

– 44.24% said making merit and paying respect to Buddha images.

– 38.32% said visiting venues lit up with lanterns and dressing in traditional Thai costume.

Prime Minister Prayut Chan-o-cha would not deny or confirm speculation that he is leaving the ruling Palang Pracharath Party (PPRP) to join Ruam Thai Sang Chart Party.

“Not yet, not moving yet,” Prayut said when reporters asked on Tuesday if the speculation was distracting him from his work at the weekly Cabinet meeting.

On Monday, Deputy Prime Minister General Prawit Wongsuwan announced that he would not stop Prayut if he and some PPRP MPs defected to Ruam Thai Sang Chart Party.

Prawit was approached for comments following speculation that the two generals had discussed a strategy to try and retain power after the next general election by getting Prayut to lead another party and increasing the chance of winning more House seats.

Reporters on the Government House beat also asked Prayut about the supposed “dividing to fight” from other parties strategy, to which the PM said: “Nothing happened. I have no answer.”

Prayut would only confirm that he is joining Prawit this evening (November  to celebrate Loy Krathong.

Earlier, Ruam Thai Sang Chart leader Pirapan Salirathavibhanga was seen walking with Prayut to attend the weekly Cabinet meeting. Pirapan does not hold a Cabinet post but is an adviser to the PM. He has rarely been seen attending Cabinet meetings until Tuesday, which sparked speculation.

Pirapan was also quoted as saying earlier that he would welcome Prayut if he decides to join his party. However, after the Cabinet meeting, he said he does not know if the PM is interested because they have not discussed the subject yet.

After all, he said, Prayut was busy making preparations for the upcoming Apec Summit.

Though Prayut is not officially a PPRP member, he was the party’s only prime ministerial candidate for the 2019 general election.
