Nearly 18,000 new Covid cases and 292 deaths reported

Thailand logged 17,984 new Covid-19 cases with 292 deaths over 24 hours on Saturday, rising to 30th among countries with the most number of cases.

Of the new infections, 324 were found in prisons.

Meanwhile, 20,535 patients have recovered and been discharged over the past 24 hours.

Thailand’s total caseload from Covid stands at 1,157,555, of whom 964,319 have recovered, 182,357 are still in hospitals and 10,879 have died.

Separately, another 547,128 people were given their first Covid-19 shot in the last 24 hours, 361,284 their second shot, and 7,326 their third shot, bringing total Covid-19 vaccine doses administered to 30,420,507.

According to Worldometer, as of 10am on Saturday, confirmed cases globally had risen to 216.22 million, 193.21 million of whom have recovered, 18.51 million are active cases (112,816 in severe condition) and 4.50 million have died (up by 9,900).

Thailand ranks 30th on the global list of most cases, which is topped by the US with 39.54 million, followed by India 32.65 million, Brazil 20.70 million, Russia 6.84 million and France 6.71 million.

South Korea may supply vaccines to Thailand at September-end

South Korea is likely to provide Covid-19 vaccines to Thailand at the end of September, the Ministry of Foreign Affairs said.

Ministry spokesperson Tanee Sangrat said that discussions were held with South Korean Foreign Minister Chung Eui-yong during his visit to Thailand from August 26 to 28.

This was the first visit by the South Korean after he was promoted as minister, Tanee added.

Chung met Don Pramudwinai, his Thai counterpart, on Friday and both discussed collaboration on Covid-19 vaccine.

The South Korean said that his country could provide vaccines to Thailand at the end of September, after fully vaccinating 70 per cent of its population.

Survey finds system of hospital patients collecting medicines from pharmacies a success

A recent survey has revealed that the system of hospital patients picking their medicines up from pharmacies was efficient.

The Ministry of Public Health had approved the policy, starting October 1, 2019, for hospital patients to receive their medicines at pharmacies.

From January 1, 29,299 patients had received medicines at pharmacies, with 54,730 prescriptions.

A total of 141 hospitals and 1,081 pharmacies have entered this system.

The survey by Health System Research Institute, which started from October 1, 2019, said that patients had to wait at pharmacies for six minutes on average from 42 minutes at hospitals, and saved THB95 on average per trip. The system helped to manage the appointment time and pharmacists had more time to explain about medicines. It also reduced the risk of Covid-19 spreading.

There were three models in this system:
▪︎Hospitals sent medicines to pharmacists to distribute to patients; hospitals reserve medicines at pharmacies (sub-stock). ▪︎Pharmacists distribute medicines according to the prescription.
▪︎Pharmacies manage by themselves, and distribute medicines according to the prescription and collect the expense from hospitals.

Meanwhile, 800 patients and 27 pharmacies have entered this system in Chonburi province.

Ethnic groups in Yala get inoculated against Covid-19

Yala public health officers have been providing Covid-19 vaccine to local residents of Betong district and have now achieved 76 per cent vaccination rate, Worawit Akkarothai, chief of Betong Public Health Office, said on Friday.

“We invited local people to get a jab since earlier this week and have been giving away one set of mosquito net to every vaccine recipient,” he said.

“We aim to create herd immunity in Betong as soon as possible so that the district can be fully opened and resume economic activities, many of which have been suspended for almost two years.”

Among local people who got inoculated this week are those of Sakai ethnicity who reside in Aiyoeweng subdistrict.

“This week we have over 50 people from Orang Asli group, a Sakai indigenous population residing in Hala-Bala rain forest, who came in to get their jab at Aiyoeweng vaccination centre,” said Worawit.

“The Orang Asli people are afraid that visitors to the city would bring Covid-19 to their villages, as the Hala-Bala Wildlife Sanctuary is one of the famous attractions in Yala. They are mostly farmers and rubber harvesters. They primarily speak Melayu and communicable-level Thai.”

Apart from the Orang Asli people, the inoculation centre also gave jabs to 10 Maniq people, another Sakai indigenous group in Betong.

“Those who got the jabs said that the rest of the village will soon follow,” added Worawit.

On Friday, Yala reported 194 new Covid-19 infections, with cumulative cases in the province recorded at 11,112 patients. Of these, 9,028 people have been cured and discharged and 110 people have died.

Seven creditors oppose Nok Air’s rehabilitation plan

The business rehabilitation plan that Nok Air Plc had submitted to the Central Bankruptcy Court on July 30 was approved by a majority of the creditors, who own 76.72 per cent of the company’s debt, the airline CEO Wutthiphum Jurangkool said on Friday after the latest court hearing on August 26.

The company had received a Central Bankruptcy Court order to rehabilitate the business on November 4, 2020 and submitted the first draft of the plan on May 17 this year, followed by the amended version on July 30.

Among the seven creditors who opposed the amended plan during Thursday’s hearing were Kasikornbank and Bangkok Bank from whom Nok Air had borrowed to repay the debt of Nok Scoot, its affiliate airline when it went out of business in June last year. The two banks said they were yet to discuss the interest rate of the loan but the rehabilitation plan stipulates that no debt would be repaid until the plan manager is appointed.

Other opposing creditors included an airplane renting company and creditors of air ticket fees.

The court has scheduled the next hearing for September 6.

Flash flood warning for Central and East regions as isolated heavy rains forecast

The Thailand Meteorological Department said on Saturday that a moderate southwest monsoon prevails across the Andaman Sea, Thailand and the Gulf of Thailand, while a monsoon trough lies across the lower North, the Central, the East and the lower Northeast regions.

Continuous rainfall is likely across the country with isolated very heavy rains in the Central and the East.

People in risky areas should beware of severe conditions that may cause flash floods, the department said.

Waves about 1-2 metres high are likely in the upper Andaman Sea and the upper Gulf and over two metres during thundershowers.

All ships should proceed with caution, the department said.

The weather forecast for the next 24 hours:

North: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-25 degrees Celsius, highs of 31-34°C.

Northeast: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 22-24°C and highs of 31-33°C.

Central: Thundershowers in 80 per cent of the areas with isolated heavy to very rains; temperature lows of 23-24°C, highs of 31-34°C.

East: Thundershowers in 80 per cent of the areas with isolated heavy to very heavy rains; temperature lows of 22-24°C, highs of 26-30°C; waves 1-2 metres high and over two metres during thundershowers.

South (east coast): Thundershowers in 40 per cent of the areas; temperature lows of 23-24°C, highs of 29-34°C; waves 1-2 metres high and two metres during thundershowers.

South (west coast): Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 19-24°C, highs of 29-33°C; waves 1-2 metres high and over two metres during thundershowers.

Bangkok and surrounding areas: Thundershowers in 80 per cent of the areas with isolated heavy rains; temperature lows of 23-25°C, highs of 29-31°C.

Death toll increased by 292, while 20,535 patients were cured and allowed to leave hospitals.

Restaurants, air routes allowed to reopen from Sep 1, curfew eased

The Centre for Covid-19 Situation Administration on Friday eased restrictions covering restaurants, curfew and air travel in 29 Dark Red provinces including Bangkok.

From September 1 (Wednesday), air-conditioned restaurants will be permitted to open at 50-per-cent capacity while outdoor-dining restaurants can open at 75-per-cent capacity.

Restrictions on air travel will also be lifted but passengers must present vaccine certificates showing at least one dose, as well as a negative test result.

Taxis and other public vehicles will be permitted to operate at 75 per cent capacity but drivers must be fully inoculated (two doses).

Meanwhile, malls, shopping centres, community malls, convenience stores and similar establishments will be able to open until 8pm. However, all staff must be double-jabbed and undergo regular antigen tests.

Beauty salons, barbers and massage shops will also be permitted to open from September 1, but massage shops only provide foot massage.

Parks, sports fields, stadiums, and outdoor exercise places can open but gyms and fitness centres must remain closed. Educational institutions can also open at their own discretion.

The limit on public gatherings will also be lifted from five to 25 people.

The government said people should only travel between provinces when absolutely necessary, adding that the 9pm-4am curfew still applied.

The CCSA also emphasised three protocols for Covid-free settings.
1. Covid-free environment: ventilation system, hygiene, health safety and social distancing.
2. Covid-Free Staff: Vaccinated and test with ATKs every week.
3. Covid-Free Customers: Green card (vaccinated) or Yellow card (recovered from infection or negative ATK result in last in 7 days).

GPO to sign purchase contract for 8.5 million ATKs on Monday

The Government Pharmaceutical Organisation (GPO) will sign a contract with Ostland Capital Ltd to purchase 8.5 million antigen test kits (ATKs) on August 30, said GPO director-general Dr Witoon Danwiboon on Friday.

“The ATKs will be used by the National Health Security Office and Rajavithi Hospital,” he said. “Both organisations stipulate that the ATKs must be for home use and not professional use and must be approved by Thailand’s Food and Drug Administration.

He added that no requirement has been set regarding approval by the World Health Organisation (WHO).

The GPO’s purchase of 8.5 million ATKs made by Beijing-based Lepu Medical Technology sparked public controversy in recent weeks following news that the brand is banned in the United States due to a high risk of false results. This sparked doubts about the product’s quality.

Ostland Capital won the contract with a bid of 70 baht per kit.

Last week, the Rural Doctors Society alerted the GPO that the deal might not comply with the prime minister’s order stipulating that ATKs purchased by the GPO must be approved by the WHO. Lepu’s ATK has not been approved by the WHO. Ostland Capital then stated that all ATKs currently approved by the WHO are for hospital and laboratory use and that not a single brand has received approval for home use.

“GPO would like to thank all parties for exchanging their opinions regarding the purchasing of ATKs, which has ultimately enabled us to buy the product at a reasonable price when prices in the overseas market are still high,” said Witoon. “The ATK will help speed up screening of Covid-19 patients in a wider scope and therefore ensure that infected patients receive proper treatment in time.”

Siriya Thepcharoen, president of World Medical Alliance Ltd, Ostland Capital’s ATK sales representative, said: “We want Thai people to use a quality product at an affordable price. Lepu’s ATK is of international standard and has been approved for use in many countries, including Germany and Australia. It also has been approved by the FDA to use in Thailand.”
