Palang Pracharath MP Wirat, 86 others face legal action over graft allegations

The Office of the Attorney General on Tuesday filed a lawsuit against Phalang Pracharath MP Wirat Rattanaset and 86 others for corruption in the construction of futsal fields in Nakhon Ratchasima schools.

Of the 87 defendants, 81 reported to the Supreme Court’s Criminal Division for Persons Holding Political Positions in Bangkok.

The absentees included Wirat and fellow Phalang Pracharath MPs, Tassaneeya Rattanaset and Tassanaporn Ketmetheekarun, who claimed they were attending a session at the House of Representatives.

The Supreme Court will appoint three judges to consider whether the accused are guilty. If found guilty, the court will then appoint nine judges and launch a trial. Absentees will face arrest.

The allegations are related to the 2012 fiscal budget under which 4.45 billion baht was allocated to Education Service Area Offices in Nakhon Ratchasima and other 17 provinces in the North and Northeast.

Wirat, Tassaneeya and Tassanaporn had allegedly told their subordinates to contact directors of schools under Nakhon Ratchasima Primary Educational Service Area so they could allocate funds for the construction of futsal fields in their school.

Public prosecutors say this unlawful allocation of state funds violated Article 168 of the 2007 Constitution.

Wirat and Tassaneeya were Pheu Thai MPs at that time and Tassanaporn mayor of the Huai Thalaeng subdistrict.

Buri Ram’s Khmer-influenced Phanom Rung temple has returned to the spotlight after it was featured in the LALISA music video released via YouTube last week.

The pop star behind the music video – Lalisa “Lisa” Manoban – hails from Buri Ram.

Lisa debuted in South Korea in 2016 as a member of the Blackpink girl group that was launched by YG Entertainment.

On Friday, the Blackpink YouTube channel released the LALISA music video featuring Lisa as a solo artist. Lisa is the only Thai member of the group, and her first solo recording has been met with great excitement.

Apart from delivering a catchy tune in modern South Korean style, the music video incorporates many Thai elements such as signs in the Thai language, traditional costumes and different locales.

These references delighted the group’s Thai fans, and the music video became a hot topic of discussion on social media.

The fact that Buri Ram’s ancient Phanom Rung temple was featured in the video has also seen Lisa’s fans flock to the national park.

Provincial authorities said on Tuesday that the number of tourists visiting Phanom Rung National Park has doubled from around 200 to 400 per day since the music video was released.

Thailand’s daily cases drop to 11,786 infections, 136 deaths

Thailand’s daily numbers dropped to 11,786 new infections and 136 deaths over the past 24 hours on Tuesday. Of the new cases, 271 were in prisons.

Meanwhile, 14,738 patients have recovered and been discharged over the past 24 hours.

Thailand’s total caseload from Covid-19 stands at 1,406,542 – 1,262,896 of whom have recovered, 129,025 are still in hospitals and 14,621 have died.

Separately, another 237,043 people were given their first Covid-19 shot in the last 24 hours, 438,126 their second shot, and 1,500 a booster shot, bringing the total Covid-19 vaccine doses administered nationwide to 40,953,025.

According to Worldometer, confirmed cases globally had risen to 226.11 million on Tuesday, 202.75 million of whom have recovered, 18.71 million are active cases (102,383 in severe condition) and 4.65 million have died (up by 6,807).

New clusters force Krabi to go under lockdown

Krabi will go under a second lockdown from Wednesday after several infection clusters were found in different districts since Sunday. The authorities have not announced how long this lockdown will last.

The Provincial Communicable Diseases Committee has tightened safety measures, such as getting malls and convenience stores to close by 8pm and ensuring restaurants are only 25 per cent full.

On Monday, 64 new cases were linked to three major clusters at the Ton Tuay market in Nua Khlong district, the Kaeo Korawaram temple in Muang Krabi district and on Phi Phi island. Phi Phi island will be under lockdown from September 18 to 24.

All travellers to Krabi are required to provide documents showing they have had both doses of the Sinovac or Sinopharm vaccines or the first dose of AstraZeneca vaccine no less than 14 days before entry. A Covid-19 negative test result within seven days is also required.

All district chiefs are required to set up community screening points, and migrant workers are forbidden from travelling in and out of the province.

Restaurants are not allowed to turn on their air-conditioner, can operate until 8pm and seat no more than 25 per cent of their capacity. Alcohol consumption in restaurants is prohibited, while dining in is prohibited in eateries in Khlong Thom and Nua Khlong districts.

Shopping malls can stay open until 8pm, though no promotional activities are allowed. Convenience stores can open from 5am to 8pm.

Schools are required to conduct online classes, while all sports clubs, gyms, massage parlours, internet cafes and gaming shops will remain closed.

Public transport is provided from 4am to 8pm. People are not allowed to leave their residence from 9pm to 4am and gatherings of more than five people are prohibited.

However, people travelling under the “7+7” Phuket Sandbox scheme are allowed to enter Krabi.

BTSC asked to explain reasoning behind cancellation of BTS 30-day passes

The Department of Rail Transport (DRT) will call on the Bangkok Mass Transit System (BTSC) to explain why it has decided to cancel monthly tickets for the BTS system, DRT director-general Kittiphan Panchan said on Monday.

On September 1, BTSC announced it was cancelling all BTS monthly passes due to “the uncertainty of the Covid-19 situation”. Holders of monthly passes have until September 30 to use them up.

“Cancelling these passes will affect regular commuters and burden them with additional expenses at a time when the cost of living is already high due to Covid-19,” Kittiphan said. “We want the company to explain the necessity of this decision as well as show what impact the Covid-19 situation has had on their operational cost.”

Though DRT does not have the powers to force BTSC to continue providing monthly passes, he said he hopes to negotiate a delay in the cancellation, at least until after the Covid-19 situation improves. This way the impact on consumers can be minimal.

Meanwhile, BTSC director Surapong Laoha-Unya said the company has been providing monthly passes for 15 years now, but it is no longer needed as most people are working from home due to the Covid-19 situation.

Hua Hin zoo to be closed for 15 days as staffers contract Covid

Prachuap Khiri Khan Governor Phallop Singhaseni has ordered a temporary closure of Hua Hin Safari open zoo in Thabtai subdistrict for 15 days, from September 12 to 26, to curb the spread of Covid-19 after 35 zoo staff tested positive.

Of the 35, 18 are animal caretakers, according to the zoo’s report.

Phallop, who also chairs the province’s communicable disease committee, told the public health office to test and isolate people in the high-risk group who had close contact with staffers, as well as disinfect the zoo and nearby areas.

“People who have been to the zoo from August 4-11 should stay in self-isolation from other family members for 14 days,” he added. “Should you have symptoms like fever, difficulty in breathing or fatigue, please go to a nearby hospital to receive testing immediately.”

Prachuap Khiri Khan reported 39 new cases on Monday, with cumulative cases in the province at 9,105 patients, 8,338 of whom have already been cured and discharged.

The province has reported several cluster cases including the Hua Hin Safari cluster (35 people), a luxury hotel cluster (23 people), and a shrimp farm cluster (15 people).

Members of volunteer defence corps arrested for allegedly stealing 65 state guns

Police in Sa Kaeo province on Monday said that three suspects allegedly involved in stealing 65 guns from the armoury of Muang Sa Kaeo District Office earlier in May had been arrested.

Two of the suspects — Weeraphan Nakphitak, 36 a Lek Khamneung, 40 — are members of the Sa Kaeo Volunteer Defence Corps who work in the District Office building. They allegedly stole the guns and sold them to the third suspect — Ekachai Sukkate, 40 — who is a local from Sa Kaeo’s Watthana Nakhon district.

They were initially charged with stealing from a government building, receiving stolen goods and possessing firearms without licence. Officials are investigating the suspects to uncover possible accomplices of the operation.

According to a news source, suspects reportedly admitted that they had stolen and sold the guns, which comprise pistols and shotguns for 21 times before they were caught.
