The number of Covid-19 cases in Southeast Asia crossed 11.59 million, with 61,942 new cases reported on Tuesday, higher than Monday’s tally of 60,156. Asean also saw 1,089 additional deaths, an increase from Monday’s 1,084, taking total coronavirus deaths to 254,229.

Vietnam reported 11,692 new cases and 240 deaths on Tuesday, with cumulative cases in the country being 707,436 patients and a total 17,545 deaths so far.

Non-essential services, including hair salons and restaurants, across the capital Hanoi resumed on Tuesday as the city eased Covid-19 restrictions.

Food and drink establishments have been permitted to reopen for takeaways and delivery services only and must close before 9pm each day. Other daily life services including traditional markets and stores selling stationery and textbooks also reopened.

Meanwhile, Malaysia’s Health Ministry aims to inoculate 80 per cent of eligible children before school reopens in 2022, after it revealed that 67 students died from Covid-19 this year compared to six in 2020.

Statistics also showed an increasing trend of infections among those up to 18 years old in the country.

Malaysia reported 15,759 new cases and 301 deaths on Tuesday, bringing cumulative cases to 2,127,934 patients and a total 23,744 deaths.

NEW YORK – President Joe Biden defended the messy end to the war in Afghanistan and made a case Tuesday that the world can come together to confront global threats such as climate change and the coronavirus, as he sought to address allies increasing qualms about American leadership.

In his first speech to the United Nations as president, Biden affirmed U.S. support for it and other international partnerships. He pledged additional support for poorer countries often disproportionately affected by climate change and said the challenges of the future require leaving old conflicts in the past.

“We’ve ended 20 years of conflict in Afghanistan, and as we close this era of endless war we are opening an era of endless diplomacy,” Biden said.

His measured address was notable mostly for its contrast to the boastful tone and sour reception that marked addresses by President Donald Trump.

Biden drew applause when he closed with a note that his speech was the first by a U.S. president in “20 years with the United States not at war.”

“We’ve turned the page. All the unmatched strength, energy and commitment, will and resources of our nation are now fully and squarely focused on what’s ahead of us, not what was behind,” Biden said.

“I know this – as we look ahead, we will lead – we will lead on all of the greatest challenges of our time, from covid to climate, peace and security, human dignity and human rights, but we will not go it alone.”

U.S. forces continue to serve combat tours in Iraq, where about 2,500 American troops protect a handful of bases with the consent of Baghdad.

On Monday, the U.S. military conducted a drone strike in northwestern Syria in what it called a “kinetic strike” targeting a senior leader of al-Qaida.

Biden tried to justify a foreign policy increasingly built on a broad challenge to China, though he avoided directly addressing or even naming the country he has elsewhere called the United States’ most significant competitor.

Biden announced plans to double U.S. funding for poorer nations seeking to address climate change, if Congress agrees. Chinese President Xi Jinping, in a recorded address, appeared to one-up Biden with a surprise announcement that China will no longer build coal-fired power plants abroad.

Xi also appeared to take a swipe at the United States over the collapse of the effort to build a democracy in Afghanistan.

“Recent developments in the global situation show once again that military intervention from the outside and so-called democratic transformation entail nothing but harm,” Xi said.

Biden had renounced what he called “nation building” as he closed down the sprawling, multibillion-dollar effort this year. The theocratic Taliban militant movement displaced by the United States and NATO in 2001 is now back in charge.

“Both leaders are seeking to establish themselves as working responsibly to manage U.S.-China relations and implicitly suggesting that if there is a further breakdown in relations, it is the other side’s fault,” said Ryan Hass, a senior fellow at the Brookings Institution.

Other reception for Biden’s address at the United Nations was muted.

“Pedestrian” but not problematic, said Elliott Abrams, a foreign policy veteran of three Republican administrations.

Biden met with Iraq’s prime minister before leaving New York, and also with Australian Prime Minister Scott Morrison. He will also see Morrison at the White House on Friday, following a surprise announcement that Australia would purchase U.S.-made nuclear submarines, a major military challenge to China in its Pacific neighborhood. The arrangement infuriated France, which had contracted to provide less capable vessels. French officials claim they were blindsided.

Biden did not mention the controversy during his speech but tried to show that the United States is not charting a solo course.

“We must choose to do more than we think we can do alone so that we accomplish what we must together,” he said. “Ending this pandemic and making sure we’re better prepared for the next one, staving off climactic climate change and increasing our resilience to the impacts we already are seeing, ensuring a future where technologies are a vital tool to solving human challenges and empowering human potential, not a source of greater strife and repression.”

The fence-mending follows several setbacks for Biden as he attempts to rebuild trust among allies after four years of Trump. European allies have grown increasingly skeptical about Biden’s message that “America is back” in light of an Afghanistan withdrawal that left NATO nations feeling sidelined and as he advances a China agenda that many find needlessly confrontational.

Biden persuaded ambivalent allies to take a slightly tougher public line against China over human rights and economic practices during his first trip abroad, in June. But he has gotten little public backing for his broader argument that China could pose an existential threat to democratic governments in the future, and that old conflicts such as Afghanistan are a distraction.

“The world of today is not the same world as 2001,” Biden said of the year the Afghan conflict began in response to the terrorist attacks of Sept. 11.

“We’ll stand up for our allies and our friends and oppose attempts by stronger countries to dominate weaker ones,” Biden said of his posture toward U.S. adversaries, but he added that he does not intend to escalate hostility. “We are not seeking a new Cold War or a world divided into rigid blocs.”

Biden entered the gathering of global leaders shadowed by the rift with France, whose foreign minister has openly questioned whether Biden really represents a change from Trump, who distrusted traditional alliances and rejected consensus.

“We can only acknowledge that this spirit is still the same” as under Trump, Jean-Yves Le Drian told reporters Monday.

“A basic principle among allies is we talk to one another. We can’t hide and put together some alternative strategies. This is surprising and shocking; this is why there is a crisis of trust beyond the fact that the contract is being broken.”

The concern among European leaders that Biden is taking a go-it-alone approach includes the withdrawal from Afghanistan, he said. Several NATO allies opposed Biden’s Aug. 31 withdrawal deadline but felt powerless to argue against it. Others grumbled that the United States didn’t have sufficient plans in place when the moment came, leading to scenes of chaos as foreigners and vulnerable Afghans rushed to flee a Taliban takeover.

Europeans have also raised alarm of a refugee crisis or terrorism arising from the collapse of the Western-backed government in Afghanistan.

“The Europeans should not be left behind in a strategy chosen by the United States,” Le Drian said.

French President Emmanuel Macron temporarily recalled his ambassadors to the United States and Australia in protest, an unprecedented breach between Washington and Paris that left the White House scrambling. Biden and Macron are expected to speak by phone this week.

Biden hosted British Prime Minister Boris Johnson at the White House later Tuesday. The populist Johnson was a Trump favorite for his successful effort to withdraw Britain from the European Union. His relationship with Biden is businesslike but cooperative as Britain prepares to host a marquee climate summit in November.

The two made small talk in the Oval Office and Johnson thanked Biden for his remarks underscoring a renewed U.S. commitment to addressing climate change.

“It’s fantastic to see the United States really stepping up,” Johnson said.

Even as it has embraced more aggressive action to cut emissions under Biden, the United States has faced criticism for not doing more to pay its fair share to help more vulnerable countries battered by climate change.

In April, the Biden administration promised to double its annual climate financing to developing countries by 2024, to $5.7 billion – a figure some critics said was too little given the U.S. role as the world’s largest historical emitter of greenhouse gases.

Biden pledged Tuesday that he will work with Congress to again double that request.

“This will make the United States the leader of public climate finance, and with our added support, together with increased private capital and other – from other donors, we’ll be able to meet the goal of mobilizing $100 billion to support climate action in developing nations,” he said.

Collectively, the world is far off target from the goals of the 2015 Paris climate agreement and remains on a trajectory that scientists and many policymakers have described as “catastrophic.”

Trump pulled the United States out of the Paris compact; Biden won goodwill among major allies by rejoining it in one of his first actions as president.

But distrust and exasperation persist among small, developing nations that have done little to cause climate change but often have been most ravaged by its effects.

Developed countries pledged more than a decade ago to begin providing $100 billion annually by 2020 to help the most defenseless nations deal with the deepening consequences of sea-level rise, heat waves, intensifying hurricanes and other effects of warming – and to hasten the transition away from fossil fuels as those economies grow.

That money has never fully materialized.

According to an updated analysis this month from the Organization for Economic Cooperation and Development, developed nations mobilized $79.6 billion in 2019 to help poorer countries grapple with climate change – a 2 percent increase from the previous year but still a $20 billion broken promise.

“Failure to fulfill this pledge would be a major source of the erosion of trust between developed and developing countries,” U.N. Secretary General António Guterres told reporters on Monday. “Developed nations need to bridge this gap.”

NASA looks to a future that includes flights to the moon and Mars as it reorganizes #SootinClaimon.Com

With SpaceX now responsible for flying cargo and astronauts to the International Space Station, NASA is reorganizing to put a new emphasis on deep space, including setting up a new directorate to develop the technologies needed to pursue what would be some of the most ambitious missions NASA has ever attempted, including building a permanent presence on the moon and eventually Mars.

In an interview with The Washington Post, NASA Administrator Bill Nelson said the new directorate, known as Exploration Systems Development, will oversee the development of new tools, from habitats to rovers and propulsion systems, to help NASA push new frontiers.

The success of the agency’s partnership with a growing commercial space industry allows “NASA to get out of low Earth orbit and go explore,” Nelson said.

NASA is scheduled to announce the creation of the new directorate at a noon town hall meeting with agency employees. Jim Free, a former associate NASA administrator, will run the new directorate. Kathy Lueders, who leads the agency’s current Human Exploration and Operations Mission Directorate, will run a second new directorate, to be known as Space Operations. It will oversee programs once they transition out of development, such the space station, the commercialization of low Earth orbit, and in the years to come, operations on the moon, NASA said in a statement.

A reorientation of NASA operations has been anticipated, hastened by the success of SpaceX, which has been delivering cargo and supplies to the space station for years. Then last year, SpaceX flew the first mission of NASA astronauts to the space station, demonstrating that NASA no longer was the only player in getting astronauts to low Earth orbit. That reality was cemented last week, when SpaceX, the venture founded by Elon Musk, successfully flew four civilians on a three-day mission orbiting the Earth without any NASA involvement.

In addition to SpaceX, Northrop Grumman flies cargo to the station. And Boeing is under contract to fly astronauts there, though it has stumbled badly with the development of its Starliner spacecraft and is years behind schedule.

The ability to depend on commercial enterprises for low-Earth undertakings frees NASA to devote more attention to more ambitious missions.

“If you look out over the next two decades, what we have is a string of programs,” Pam Melroy, NASA deputy administrator, said in an interview. “We’re talking habitats, transportation systems like rovers. We’re talking infrastructure like power, communications, resource extraction. … The scope of what we have stretching out ahead of us, it’s very different than what we’ve done in the past.”

Nelson said the changes were made because the enterprise, from flying astronauts to the space station, to its Artemis program to get astronauts to the moon and then eventually to Mars, “got too big. One person can’t do it all.”

Free said the two directorates will work together, but that he will be looking ahead to future missions and harnessing the technology that would make them happen, from new forms of propulsion to in-space manufacturing and mining.

But first the agency must be focused on returning humans to the moon under the Artemis program, Free said during the town hall.

“That’s our focus, that’s our responsibility,” he said.

“There’s so much new technology that has to be developed for the moon and Mars, as well as cultivating the international partnerships that are going to be with us,” Nelson said.

The change is unlikely to be greeted enthusiastically by all, especially in an enterprise where mistakes can be deadly. Critics are likely to say that the move creates another level of bureaucracy, requiring a separate budget and new channels to lawmakers, industry leaders and international partners, as well as the potential for competition between the two directorates.

Nelson said the changes are not a diminishment of Lueders’s responsibilities but rather “an enhancement of the tremendous success that she’s already achieved.”

Lueders oversaw the contract to build a spacecraft capable of landing astronauts on the moon that NASA awarded to SpaceX earlier this year. Jeff Bezos’s Blue Origin, which had bid $6 billion or twice as much as SpaceX and lost out on the contract, has alleged the procurement was badly flawed. It protested the decision to the Government Accountability Office, lost, and has since filed a lawsuit in the Court of Federal Claims. (Bezos owns The Post.)

The litigation has forced NASA to stop work on the contract.

At the town hall, she said she was looking forward to working with Free. “I can’t tell you how excited I am to have a partner here,” she said. “I keep thinking two heads are better than one and, and this is going to be a lot of fun.”

The Artemis moon program has already seen several delays and getting astronauts to the surface by 2024, NASA’s goal, is not likely to happen. But Nelson said that the first mission of the program, known as Artemis I, is on track to launch the Orion spacecraft, without any astronauts on board, that would orbit the moon later this year or early next. The mission would be the first flight of NASA’s massive Space Launch System, which also has suffered years of delays.

The second flight, Artemis II, would be a crewed mission around the moon by the end of 2023, or early 2024, he said. But he was less confident about the timeline for landing astronauts on the surface.

“Obviously there have been delays,” Nelson said. “We’re in the middle of a legal cat fight right now. And who knows what’s going to happen after the federal judge rules. So, am I still holding 2024 as a goal? Yes. Oh, but I’m also realistic to know that there are a lot of things beyond our control.”

Second dose of Johnson & Johnson vaccine increases protection against covid-19, maker says #SootinClaimon.Com

WASHINGTON – A second shot of the Johnson & Johnson vaccine boosts protection against symptomatic and severe covid-19, the disease caused by the coronavirus, the drug company announced early Tuesday.

Those booster shots also generated additional antibodies, molecules churned out by the immune system to help fight off infections.

“It’s very exciting news,” said Vanderbilt University Medical Center infectious-diseases and preventive medicine professor William Schaffner, though he cautioned not all the data have been seen and that information must be reviewed by the Food and Drug Administration before recommendations can be made.

“The people who received J & J have been a little concerned that they’ve been left in the shade, when it comes to repeat vaccination,” Schaffner said. These results, as presented, seem encouraging that those vaccine recipients might “expect a booster in their future.”

Under the FDA’s emergency use authorization, the Johnson & Johnson vaccine is given as a single dose, unlike the two shots required for full immunization with the Pfizer-BioNTech and Moderna mRNA vaccines.

Results published this summer indicate that the Johnson & Johnson vaccine generates lasting amounts of antibodies able to target the delta variant and other variants of concern. In June and July, when delta was ascendant, the effectiveness of the one-shot vaccine was 78% against observed covid-19, according to a report published Thursday that has not yet gone through peer review.

A second dose, given 56 days after the first, further improves protection, the company said in a news release Tuesday. According to the company’s Ensemble 2 study, a Phase 3 randomized clinical trial, efficacy was 100% against severe or critical covid-19 when assessed at least two weeks after the booster. Efficacy against symptomatic disease in the United States was 94% and 75% globally.

“We now have generated evidence that a booster shot further increases protection against covid-19 and is expected to extend the duration of protection significantly,” Johnson & Johnson chief scientific officer Paul Stoffels said in a statement.

Full data from that trial was not released, the company said. It said it will be submitted for publication in months.

“This is good news and moves us closer to having an answer about the utility of boosters for the millions of Americans who received the J & J covid-19 vaccine,” said Lisa L. “An increase in antibodies is associated with two good features,” Schaffner said. First, this increase can lead to longer-lasting protection. Regulators would have to authorize Johnson & Johnson booster shots before the public could receive them. Because it does not require a second appointment, the Johnson & Johnson vaccine had been sent to harder-to-reach communities soon after the shot became available. Nearly 15 million Americans received Johnson & Johnson doses, while about 166 million people have been fully vaccinated with the vaccines made by Pfizer-BioNTech and Moderna.

Thailand have a chance to make history at the 2021 FIFA Futsal World Cup on Thursday. A win for the Thais in the round of 16 would send them through to their first ever quarterfinal after five appearances in the tournament.

This is the third consecutive time Thailand have advanced to the round of 16 at the quadrennial tournament, but they were eliminated at this stage in 2012 and 2016.

On Sunday, the Thais finished third in Group C after crushing the Solomon Islands 9-4 in their final group-stage match in Lithuania. The win earned them a match in the knockout phase against Group A winners Kazakhstan. The match kicks off on Thursday at 9.30pm, Thai time.

The Thai team have already created history at this year’s tournament in Lithuania. Head coach Rakphol Sainetngam became the first Thai coach to manage the team and advance to the round of 16 at the FIFA Futsal World Cup.

Victor Hermans from the Netherlands coached the team at the 2012 tournament in Thailand, then Miguel Rodrigo of Spain succeeded him for the 2016 edition in Colombia.

Thailand have advanced to the round of 16 in 2012, 2016 and this year and now only need to win one match to rewrite the history books.

Suphawut Thueanklang is the top scorer for Thailand in the FIFA Futsal World Cup, with 12 goals from his appearances in 2012, 2016 and 2021. Suphawut is also the first Thai to score a hat-trick twice in the tournament – in 2016 and 2021. He completed that feat in Sunday’s game against the Solomon Islands. Thailand’s deadliest marksman will now be aiming to add more goals to his record against Kazakhstan on Thursday.

Meanwhile, Suphawut, Jetsada Chudech, Kritsada Wongkaeo, and Jirawat Sornwichian have scored for Thailand in all three of the team’s FIFA Futsal World Cup appearances.

Four other players have appeared in all three tournaments for Thailand – Anucha Munjarern, Panuwat Janta, Narongsak Khongkaew and Lertchai Issarasuwipakorn.

All have led the team to the knockout stage three times and can now create history on Thursday by winning a place in the quarterfinal.

On Sunday, Suphawut was among Thai players who donated clothes and equipment to the Solomon Islands team, who are made up of impoverished semi-professionals.

ONE Bantamweight Kickboxing World Champion Capitan Petchyindee Academy wants to continue his hot run in ONE Championship with another sublime performance.

He makes the first defense of his title against Mehdi “Diamond Heart” Zatout at ONE: REVOLUTION, which broadcasts live from the Singapore Indoor Stadium on Friday, 24 September.

No one has come close to finding a gap in Capitan’s arsenal, and the Petchyindee Academy standout is certain that will remain the same when he faces Zatout in the Circle.

“I think it’s going to be a knockout. I just know it,” Capitan said.

“I’m much younger, powerful, and better than him. He [Zatout] will be a great opponent, but I’m confident I can get that knockout again.”

Zatout is a former WBC Muay Thai World Champion who has shared the stage with some of the sport’s all-time greats. Though he started as a boxer, the French-Algerian striker excelled in kickboxing, boasting a 77-39-1 career record.

Because of this, Capitan will not underestimate and is expecting a close fight.

“Mehdi may not be in the top five rankings in the bantamweight division, but he has shown around the world what his greatest strengths are,” he said. 

“He is a very experienced fighter who has great punches, accurate striking, and a great level of concentration. I know it’s going to be a tough fight.”

A win against “Diamond Heart” would be the perfect way to end his 2021, setting up a fresh challenge next year — perhaps a battle against Nong-O Gaiyanghadao for the ONE Bantamweight Muay Thai World Champion.

But Capitan maintains he is laser focused on the task at hand, and not looking past his next opponent.

“I have no plans to challenge Nong-O as of yet. Right now, the only thing in my mind is my next fight and how I can continue defending my Bantamweight World Championship Belt in the future. The Muay Thai Championship belt is something that will take time. I’ll need to prepare myself properly, defeat fighters like Tawanchai, Rodlek, and Saemapetch before I can take on Nong-O,” Capitan said.

“It feels great to be back in action again, and I want to defend this belt for all my fans around the world. I just want to go on to the stage and put on a show!”
