614,500 doses of Astra Zeneca from Spain are already in Thailand! Our Ambassador, H.E. Emilio de Miguel, and our Consul, Ignacio Vitórica, were there to receive them, in the early hours of Saturday 9 October, together with representatives of the Thai government.

Another 2,788,110 doses of Pfizer will soon arrive in Thailand, also resold by Spain at cost price to the Thai government.

Airports of Thailand (AOT) has earmarked 3 billion baht for developing areas near Bangkok’s Suvarnabhumi Airport for commercial use.

This decision was made after the Treasury Department extended AOT’s lease for the land by another 30 years until September 29, 2051.

“Private firms have offered to co-invest in 68 projects and we will finish considering the offers within this month,” AOT president Nitinai Sirismatthakarn said on Monday. “Only a few projects will be selected as AOT has earmarked 1.9 billion baht for construction and 1.1 billion baht for other infrastructure. The total investment value of areas around the airport should not exceed 3 billion baht.”

The 723-rai Siwaree Noi plot near Samut Prakan’s Bang Sao Thong district will be the first to be developed. AOT plans to build a wholesale market for agricultural products in this area, and later upgrade it into a quality-control centre for agricultural exports to support its affiliate AOT TAFA Operator Ltd.

“AOT is also negotiating with Thai VietJet Air, which is interested in building a crew-training centre near the airport,” Nitinai added. “The airline is asking for 40 to 50 rai, which can be allotted immediately as this centre will directly support AOT’s main business.”

Nitinai went on to say that there is about 1,470 rai of open land available around Suvarnabhumi Airport, though half of it has been devoted to bicycle tracks, leaving about 700 rai for commercial development.

“We are looking for co-investors to build gas station, auto service centre, hotel and community mall,” he said. “We expect these businesses to boost AOT’s income from non-aero businesses to 50 per cent from the current 43 per cent.”

A police car was bombed in a suspected insurgency attack in Pattani’s Mai Kaen district at around 8.30pm on Sunday. Four police officers and a passerby were injured from the explosion.

The police patrol car was attacked while it was doing its rounds under a bridge.

Initial investigation on Monday showed that the bomb had been hidden in a small gas tank and triggered via radio communication.

The authorities believe the attack was in retaliation to a suspected insurgent being killed in a recent gunfight with police in Narathiwat.

The Finance Ministry’s Fiscal Policy Office (FPO) said it has suspended 2,000 shops for violating the conditions of the RaoChana (We Win) stimulus scheme. The shops may also be required to refund the money they earned through the subsidy.

FPO spokesman Pornchai Triravejasaid on Monday that 33.2 million people had received a subsidy of up to 9,000 baht under the scheme, in which 1.3 million shops were participating.

“The FPO has set up a team to review the information and closely monitor participating shops to ensure they meet the criteria of the scheme. Shops violating conditions will be suspended,” Pornchai said.

People who suspect the violation of conditions are urged to submit a report and evidence via registered mail to the Fiscal Policy Office or email wewin@fpo.go.th.

The guardians of 10 youngsters in Tak’s Mae Sot district are calling on the authorities to take immediate action and rescue 10 children who had been duped into crossing the border over to Myanmar. The teens, aged between 16 and 19, had been promised well-paying jobs at a casino across the border.

Peng Khamwan and Chan Thiyanan, a victim’s grandparents, said a group of Thais called “Boker” had met their grandchild in September and promised him a job as the administrator of an online gambling group.

They said the youngster had been promised a monthly salary of 24,000 baht, plus free housing, food and paid holidays.

“However, Boker trafficked our grandchild and nine other victims to a casino run by Chinese people in Myanmar. The kids were forced to sign a contract in the Chinese language that they could not read,” the grandparents said.

Distraught father Paradorn Sornphat said his son and the nine other victims were being made to work without any rest. He said the youngsters’ job was to deceive Thais into investing in cryptocurrency and that they had to pay for their food and board.

“When the youngsters demanded to return home, they were threatened and detained. Now their employers say they must pay 90,000 baht each for their freedom,” Paradorn said.

The Department of Disaster Prevention and Mitigation announced on Monday that the flooding situation in 17 of 33 provinces hit by Dianmu tropical storm has improved.

The department said heavy rains brought by the storm since September 23 had caused floods in 33 provinces affecting 323,523 households in 222 districts. The natural disaster has also reportedly claimed nine lives.

Flooding has eased in 17 provinces, namely Chiang Mai, Lamphun, Lampang, Phichit, Phetchabun, Tak, Kamphaeng Phet, Buri Ram, Nakhon Pathom, Yasothon, Surin, Loei, Si Sa Ket, Sa Kaew, Chanthaburi, Prachinburi and Chai Nat.

However, people living in Sukhothai, Phitsanulok, Khon Kaen, Maha Sarakham, Chaiyaphum, Nakhon Ratchasima, Ubon Ratchathani, Nakhon Sawan, Uthai Thani, Lop Buri, Saraburi, Suphan Buri, Sing Buri, Ang Thong, Ayutthaya and Pathum Thani are still suffering from heavy flooding.

A motorbike vendor in Nonthaburi was arrested on Monday for doing a wheelie, though the man claims he only tilted his attached trolley because one of its tyres had flattened.

Praphan Udomrak, 34, was caught on a car’s dashcam doing what looked like a wheelie from Nakhon In Road to the Rama V roundabout at about 9am on Friday. Police tracked Roi Et-native to his home in Bangkok’s Chatuchak district.

The man, who works at construction sites and picks garbage in his spare time, admitted to lifting his attached trolley because he said the tyre had gone flat and he did not want to damage the wheel. He also said he was rushing to work that morning and apologised profusely for his action.

He was charged for unauthorised modification of his motorbike, not having an updated registration sticker, not wearing a helmet and driving recklessly.

Meanwhile, the motorist who captured the image was rewarded 3,000 baht.

People are urged to record clips of reckless driving and forward them to the police headquarters for a reward.

Sino-Thai Engineering & Construction (STEC) will compete against Nawarat Patanakarn (NWR) in bidding for the 78-billion-baht MRT Purple Line.

STEC president Pakpoom Srichamni said the company will purchase bidding envelopes for the Tao Pun-Rat Burana section of the Purple Line. It is also planning to bid for the 140-billion-baht Bang Khun Non-Min Buri section of the Orange Line.

Meanwhile, NWR’s senior vice president Pasan Swasdiburi said his company will bid for several projects including the Purple Line and expects to win 9 to 10 per cent of its total bidding value.

The Mass Rapid Transit Authority (MRTA) said the draft invitation to tender bids for the Purple Line had been completed on October 4. The bidding process is expected to kick off within this year and wrap up in the first quarter of 2022.

MRTA said it did not launch the bidding on August 27 as scheduled due to a lack of public participation.

The MRTA has separated the tender into six contracts, namely:
• Underground civil work Tao Pun-National Library section
• Underground civil work National Library-Phan Fa section
• Underground civil work Phan Fa-Memorial Bridge section
• Underground civil work Memorial Bridge-Dao Khanong section
• Elevated civil works Dao Khanong-Khru Nai section, stabling yard, and park and ride facilities
• Trackwork Tao Pun-Khru Nai section

Governor Aswin Kwanmuang promised on Monday that at least 70 per cent of Bangkokians will be double jabbed within this month, so the capital can reopen next month, and its economy can start to recover.

The governor also took receipt of six mobile vaccination units donated by the Smart Bus Co, Chamber of Commerce and Board of Trade, PTT, Central Group and the Mall Group.

People arriving at the vaccination unit will be screened and asked to fill in a consent form. Their ID card will then be verified before they get their jab. They will then be monitored for 30 minutes before getting an appointment for their second dose.

The governor added that each BMV can serve 600 a day, and within this October, total 70 per cent of people in Bangkok will get the second dose.

Also, he added that the Bangkok Metropolitan Administration had provided jabs of Covid-19 vaccine in eight areas of the capital, through the BMV service from September 7 to October 7.
