Close to the grand conference centre in Bangkok where world leaders are meeting this week, a plethora of marijuana shops – the Thai capital’s latest tourist draw – are bustling despite a controversy that threatens the growing sector.

Shops selling homegrown and imported strains, pre-rolled joints and gummies have sprung up rapidly since Thailand decriminalised cannabis earlier this year.

New cafes with names like MagicLeaf and High Society are located just minutes from the meetings of the Asia-Pacific Economic Cooperation (Apec) summit.

But the proliferation of such businesses has sparked a backlash from politicians and doctors, who say legalisation was pushed through in a regulatory vacuum and are now calling for tougher rules or even a return to prohibition.

A cannabis regulation bill governing cultivation, sale, and consumption has been delayed in Parliament, causing confusion over what aspects of the herb will be legal.

“We’re in a vacuum,” one senator, Somchai Sawangkarn, told a domestic broadcaster on Wednesday, adding that rules issued by the Health Ministry had not curbed recreational use.

Southeast Asia has strict laws prohibiting the sale and use of most drugs, but Thailand became a major exception in June, when it dropped cannabis from its list of narcotics.

The move was spearheaded by Health Minister Anutin Charnvirakul, who framed marijuana as a cash crop for farmers and championed its medical use. Instead, recreational use exploded.

Authorities then rushed through piecemeal updates to regulations, clarifying that cannabis could not be sold to children or near schools and temples.

Netnapa Singathit opened a smoking room for a short while at her RG420 cannabis store in central Bangkok, but she switched to serving drinks after authorities banned such facilities.

She called for regulation that standardises quality, adding: “We are concerned about operators who are not compliant, and customers end up with bad products.”

Recent weeks have brought a wave of news reports about hospitalisations and weed use by children.

The chief of Thailand’s association of forensic physicians, Smith Srisont, asked a court last week to relist cannabis as a narcotic.

“It was wrong to not have governing laws before unlocking cannabis … it is not being used medically, but recreationally,” he told reporters.

Yet with major profits to be had, many business owners are relaxed about coming changes. Anutin has ruled out recriminalisation, but supports greater regulation.

Akira Wongwan, the chief executive of medical cannabis business Adam Group, said profit margins for recreational cannabis were “super high”.

The sector could be worth $1.2 billion by 2025, estimates the University of the Thai Chamber of Commerce.

“Most people still think at least they can get the profits now, even if regulations change,” said Akira.

At the policy dialogue “Understanding the BCG Economy Model for Strong, Balanced, Secure, Sustainable and Inclusive Growth in the Asia-Pacific” organized in February, APEC 2022 host Thailand welcomed economies of APEC to exchange ideas on how applying the Bio-Circular-Green (BCG) Economy model could foster sustainable development for the region.

“BCG” was introduced by Thailand to APEC this year as a post-pandemic growth strategy combining science, innovation and technology for efficient resource usage, waste reduction and ecosystem maintenance.

According to the National Science and Technology Development Agency, the Bio-Circular-Green Economy model was conceptualized by Thailand’s government as a strategy directed toward economic and social recovery after the COVID-19 pandemic.

Aligned with the Thailand 4.0 aspiration, BCG was also created to enhance Thailand’s commitment to the United Nations Sustainable Development Goals (SDGs). 

The model emphasizes applying science, technology and innovation to make the most of an economy’s biological and cultural advantages. For Thailand, these competitive advantages span agriculture and food, wellness and medicine, energy, materials and biochemicals, and tourism and creativity.

The Bio component of the model concerns the production of renewable biological resources and their conversion into products of value. Within the Circular Economy, businesses and consumers reuse and recycle resources. In a Green Economy, the economy, society and the environment are in balance and are conducive to sustainable development.

Differing from traditional economic models, BCG targets economic progress that is also balanced by promoting sustainability of biological resources, strengthening communities and the grassroots economy, enhancing sustainable competitiveness for relevant industries, and resilience to global changes.

Put into practice in 2021, BCG has already empowered Thailand to turn several challenges into opportunities. Amid falling global food prices, BCG allowed Thailand to increase the value of its agricultural produce and returned it to the path of becoming the “Kitchen to the World”.

Similarly, BCG adoption in the medical and wellness sector created a prime opportunity for Thai businesses during the pandemic, when world trends turned to natural and sustainable health products.

With the 2021-2027 BCG Action Plan, Thailand has provided a blueprint for implementing BCG that is ready to adopted by APEC economies, so that they may also achieve sustainable economic prosperity.

The baht opened at 35.85 to the US dollar on Friday, strengthening from Thursday’s close of 35.91.

The Thai currency will likely move between 35.75 and 36.00 against the greenback during the day, Krungthai market strategist Poon Panichpibool said.

Poon cautioned that downward pressure on the baht was rising as the market goes risk-off, which is prompting the dollar to strengthen.

Foreign investors are also selling more Thai stocks, bonds and currency, which could trigger pressure on the baht to weaken in the short term, he added.

Moreover, the falling gold price might add drag to the Thai currency as investors if it nears the support level and attracts more buyers.

Poon estimated the baht’s resistance level at 36 to the dollar.

He also advised investors to use hedging tools such as options to manage risks in a highly volatile currency market.

This idea was aired by Natapanu Nopakun, the Foreign Ministry deputy spokesman, at the daily media briefing on Friday.

He said a joint statement may or may not be issued because the Apec leaders did not just discuss economic matters.

However, he said, the most important thing is for each Apec country to take concrete action after the summit.

New Zealand Prime Minister Jacinda Ardern shared her experience in implementing inclusive growth with executives from Google and Toshiba Thailand in an effort to support an inclusive economy in the Asia Pacific Economic Cooperation (Apec) region.

Ardern stated during an open forum discussion on “Promoting Inclusive Growth and Development in APEC” that inclusion is always her guiding principle when launching any policies or regulations after discovering that some people in her country are still living in poverty even as the country grows.

“We ensure that national development means improving people’s lives. We measure by prioritising people’s happiness and welfare … for example, by educating girls and young children, who will change the lives of the entire community,” Ardern said.

She mentioned some of her government’s projects to help indigenous people and micro, small, and medium-sized businesses so that no one in New Zealand is left behind.

She admitted that while some of her projects are not perfect, they do help her government learn and do better the next time.

Her efforts drew thunderous applause from the audience.

An inclusive economy, along with sustainability, is one of the buzzwords at this year’s Apec CEO Summit, as countries around the world reopen their borders but struggle to connect with one another.

Ardern insisted that inclusion and cooperation are critical for driving economic growth in the wake of the Covid-19 pandemic.

Karan Bhatia, Google’s Global Head of Government Affairs and Public Policy, and Kobkarn Wattanavrangkul, Toshiba Thailand’s chairperson, both agreed with her.

They emphasised that for sustainable growth, everyone must participate and benefit.

Bhatia said one factor contributing to negative public perception of globalisation is a lack of inclusive growth. 

Hence, establishing an integrated region with opportunities for all will significantly aid expansion of the Asia-Pacific.

He highlighted the significance of technology and digitalisation as another secret weapon for increasing people engagement and providing enormous opportunities for small businesses and underrepresented individuals to scale upwards.

So, it is critical to educate people in digital skills and literacy, according to Bhatia.

Kobkarn added that inclusive growth should be the responsibility of all parties, including policymakers, the private sector, and local citizens.

She emphasised the importance of collaboration, which must be accompanied by real action and based on long-term sustainability as a goal.

“Collaboration does not imply another memorandum of understanding. You must believe in your ability to make a difference. Start with yourself and we can change the world,” Kobkarn stated emphatically.

Although it is easier said than done, Ardern encouraged everyone not to lose hope, to hold on to the benefits of integration, and to ensure that they reach everyone.

Buakaw Banchamek is a well-known boxer dubbed the god of Thai boxing, with many wins under his belt. Muay Thai is a popular martial art, with many Thais learning it not just as a pure form of self-defence but also as a way of life.

This Muay Thai demonstration is one of the few special events organised by Thailand’s Foreign Ministry which didn’t fail to capture the attention of Thai and foreign media alike.

The activities included a demonstration called “Wai Kru”, a ritual performance by Muay Thai fighters which pays homage to trainers both past and present. On the heels of the performance was a workshop, inviting media members on stage to get one-on-one training by boxing star Buakaw himself.

None other than Foreign Ministry spokesman Tanee Sangrat, who took part in the workshop, showed his boxing skills on stage.

Buakaw is considered the most successful Muay Thai fighter, having won many tournaments, such as the K-1 World Max Championship, Shoot Boxing World Cup and World Muaythai Council World Championship.

Many Muay Thai boxers use the sport to break through poverty, resulting in a number of boxing camps popping up all over the country, with temple boxing and other big competitions bringing entertainment and providing a way to sustain many Thai families.
