U.K. worker shortage sparks rare blue-collar wage boom


Brexit and Covid are helping to deliver a long-promised blue-collar wage boom in the U.K.

Acombination of the pandemic and new immigration rules after the country left the European Union has left key industries suffering from intense shortages of workers. With the supply of candidates falling at a record pace, that’s fueling a rapid escalation of wages as firms scramble to fill vacancies left by immigrants from EU countries.

But despite pay increases and sign-on bonuses, there isn’t a ready stream of U.K. workers to fill the void. While almost 2 million have either lost their job during the pandemic, left the workforce or are on furlough, there’s a mismatch between those people and the skills needed.

After years of stagnant pay, the situation is a rare moment of leverage for some workers to secure better conditions. Posted salaries for job openings in construction are up almost 7% this year, with those for drivers rising 5.7%, according to data up to July on jobs website Indeed.

Drivers for supermarket chains J Sainsbury Plc and Tesco Plc are considering strike action. The British Meat Producers Association says pay for processors has spiked to as much as 18 pounds an hour, twice the minimum wage.

“Companies have never had any issue saying, well, we can’t get a CEO for a million quid, we will put that up to 1.25 million,” said Andy Prendergast, acting National Secretary for the GMB union. “They’ve always had that reluctance to do that when it comes to shelf stackers or cleaners or laborers on building sites.”

A report from the Recruitment and Employers Confederation Thursday showed vacancies jumped in August, but the supply of candidates plunged. That sent starting salaries up at the fastest pace since it began collecting data in 1997.

The shortages are already leading to very public signs of strain. The British summer has been filled with stories of firms in dire need of truck drivers, and pictures of empty shelves at supermarkets.

Warnings about Christmas deliveries have also surfaced, sucking some of the optimism out of the economy’s rebound from successive virus lockdowns. The British Chambers of Commerce says that staff shortages will hamper growth in the coming months.

How the government and businesses deal with the dilemma will help direct the economy toward a smooth recovery or a bumpy ride. A sustained jump in pay rates could add to inflation and worry Bank of England policymakers, who have started already talking about the need for higher interest rates.

The U.K.’s biggest business lobby warned this week that the issue could last for as long as two years, and recent figures point to a worsening situation. Employers added 200,000 job adverts in the last week of August alone, and the REC estimates the total is almost 1.7 million.

About 60 of those vacancies can be found at Corbetts the Galvanizers, a 161-year old steel firm in Shropshire, where Chairman Andy Dodwell has tried to lure workers with higher wages, flexible working hours and other perks.

“There’s just not enough local labor to get on board and bring to work,” he said. “It’s a big, big challenge. And I don’t see it ending until probably very late in 2022.”

That said, there are signs the latest developments don’t mark the start of a new trend in rampant wage growth.

Big increases are confined to very limited number of roles, and many of the incentives are sign-on bonuses that won’t apply to existing staff. The use of that enticement has increased 66% in the past five months.

“On balance, we’re unlikely to see persistent increases, certainly on the scale we’ve seen,” said Reamonn Lydon, an economist at Ireland’s central bank who works with Indeed on labor data. “Some of those increases in the first half of the year are around 7%. It would be very, very hard for the sectors to sustain this.”

The government has so far refused to address the worker shortages by allowing changes to its visa policies.

The irony is the current situation, albeit sharpened by Covid, is exactly what both sides said would happen during the 2016 Brexit referendum. Leave campaigners promised higher wages, while Remainers warned of food left rotting in fields amid a lack of foreign workers.

After trade hassles earlier this year, many businesses see the latest issue as another example of the government “delivering” Brexit, but leaving them to deal with the consequences. The stance could perhaps be summed up by the Twitter page of David Frost, the U.K.’s Brexit minister, which reads: “You can’t have freedom for free.”

“That’s not what was on the table a year ago,” said David Lindars from the British Meat Producers Association. “At the end of the day, there’s no extra people. They can’t come here because of our immigration policy.”

Majority of people believe Prayut could be on the way out as PM


Nearly one-thirds of those surveyed in an opinion poll believed that this could be General Prayut Chan-o-chas last term as prime minister.

The National Institute of Development Administration (NIDA) revealed the results of a public survey entitled “Political Possibilities of Big Three (Prawit Wongsuwan, Anupong Paochinda, and Prayut Chan-o-cha)” conducted between September 6-9.

A total of 1,310 respondents aged 18 years and above expressed their opinion across the country.

The following were the responses to key questions:

▪︎On the possibility of General Prayut Chan-o-cha serving his last term as prime minister

– 32.06 per cent said it was very likely

– 30.53 per cent said it’s quite possible

– 22.60 per cent said it’s impossible

– 10.84 per cent said it’s not very likely

– 3.97 per cent said they didn’t know.

▪︎ On the possibility of General Prawit Wongsuwan becoming prime minister after the next election

– 62.82 per cent said it was not possible

– 13.97 per cent said it was unlikely

– 13.51 per cent said it was quite possible

– 4.66 per cent said it was very likely

– 5.04 per cent did not know.

▪︎ Asked on the possibility of the big three continuing to play a role in forming a government after the next election

– 39.47 per cent said it was quite possible

– 23.28 per cent said it was impossible

– 20.69 per cent said it was very likely

– 12.21 per cent said it was unlikely

, 4.35 per cent said they did not know.

Thailand recorded 11,786 Covid-19 cases and 136 deaths on Tuesday.


Ministry of Public Health reported on Tuesday (September 14) morning that in the past 24 hours there are 11,786 new patients who tested positive for Covid-19, 271 of whom have been found in prisons.

Death toll increased by 136, while 14,738 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,406,542 with 14,621 total deaths.

Thundershowers forecast for large parts of Thailand with heavy rains in some areas


A strong southwest monsoon prevails across the Andaman Sea, Thailand and the Gulf of Thailand, while an active monsoon trough lies across the North and Northeast regions into the low-pressure cell over Laos, the Thailand Meteorological Department said on Tuesday.

Thundershowers are forecast for many parts of the country with isolated heavy rains in the North, the Northeast, the East and the South’s west coast.

People should beware of flash floods, the department said. Waves in the Andaman Sea are 2-3 metres high and above three metres during thundershowers.

All ships should proceed with caution and small boats should keep ashore, the department said.

The weather forecast for the next 24 hours:

North: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-25 degrees Celsius, highs of 33-35°C.

Northeast: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 24-25°C, highs of 30-34°C.

Central: Thundershowers in 60 per cent of the areas; temperature lows of 24-26°C, highs of 34-36°C.

East: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 25-27°C, highs of 31-34°C; waves 1-2 metres high and over two metres during thundershowers.

South (east coast): Thundershowers in 40 per cent of the areas; temperature lows of 23-25°C, highs of 31-34°C; waves 1-2 metres high and two metres during thundershowers.

Most pregnant women not vaccinated despite 2% fatality rate


Alarmed at the low vaccination rate and high fatalities among pregnant women, the government has launched a campaign to vaccinate 100,000 expectant mothers against Covid-19 in one month.

Overseeing the campaign launch on Monday, Deputy Public Health Minister Satit Pitutecha said pregnant women are being prioritised for jabs because they are at high risk of serious illness from Covid-19.

Of the total 3,668 pregnant women infected with coronavirus since April 1 this year, more than 2 per cent (82) have died, according to Department of Health data. Meanwhile, 180 babies have been born with Covid-19.

Around 500,000 women fall pregnant each year in Thailand.

However, only 73,000 have been vaccinated so far – 55,697 with their first dose, 17,574 with two doses and 197 with three doses.

Studies have confirmed that vaccination is safe for women up to 12 weeks pregnant, Satit said.

Funerals biggest cause of cluster infections in many provinces


Funerals have overtaken banquets, markets, restaurants, bus stations and schools as the most common cause of Covid-19 cluster infections in many provinces.

Sit-down meals where face masks are removed had made funerals infections hotspots across the country, Centre for COVID-19 Situation Administration (CCSA) spokesperson Taweesin Visanuyothin said on Monday.

He added that banquets, markets, restaurants, bus stations, schools, and flea markets were also reporting new infections.​

Thailand logged 13,637 Covid-19 fatalities between April 1 and September 9, the CCSA said.

However, the fatality rate is declining in Bangkok and surrounding provinces.

The youngest victim was 12 days old while the oldest was 109 years old. Most victims had underlying health conditions, with the top five being high blood pressure, diabetes, high cholesterol, kidney disease and obesity. Most Covid-19 fatalities occurred in hospital (13,067 or 95.82%), with 361 occurring outside hospital (2.65%), and 209 at unspecified locations (1.53%).

The Fiscal Policy Office (FPO)​ says more citizens will be eligible for state welfare cards during the upcoming registration period, as Covid-19 continues to take a toll on personal finances.

The upcoming registration for state welfare cards will be open to both former cardholders and those who now meet the criteria to receive state benefits, the FPO said on Monday.

The registration period will be set by the Cabinet soon.

Covid-19 jabs: the key to reopening Thailand safely


The government announced last week that it was planning to reopen Bangkok, Chonburi, Phetchaburi, Prachuap Khiri Khan and Chiang Mai within the first week of October.

This second-phase reopening will, of course, depend on the number of people vaccinated against Covid-19 in each province.

This phase is being launched after the first-phase reopening of four provinces in the South, Phuket, Phang Nga, Krabi and Surat Thani, under sandbox conditions proved to be a success.

Phuket was the first to open on July 1, followed by the other three a few weeks later. Since Phuket reopened, it has earned 1.63 billion baht in revenue, with each foreign traveller spending between 60,000 and 70,000 baht during their stay.

The success of Phuket Sandbox has reinvigorated the local economy and is inspiring other provinces, especially those reliant on tourist dollars, to do the same.

Low vaccination rate

Though the government has great plans to reopen five provinces in its second phase, only less than 30 per cent of the residents have been jabbed against Covid-19.

In Bangkok, 34.85 per cent of the population has been jabbed followed by 9.30 per cent, 19.46 per cent, 17.66 per cent and 15.57 per cent in Chonburi, Phetchaburi, Prachuap Khiri Khan and Chiang Mai, respectively.

Nationwide rollout

The Centre for Covid-19 Situation Administration (CCSA) reported on Monday that 40,276,356 doses of the Covid-19 vaccine had been administered in Thailand as of Sunday.

Earlier, the CCSA had announced that 24 million more doses of the vaccine will be distributed nationwide between September 27 and October 31.

Of the 24 million doses, 70 per cent will be used to inoculate youths aged 18 and up, 20 per cent will be allocated to students, 3 per cent to social security beneficiaries, 5 per cent to civil servants and inmates and the remaining 2 per cent will be used as boosters.

The next phase

The government has also announced a third phase of reopening, which is expected to kick off in mid-October. Under this phase, the authorities aim to open the doors to Lamphun, Phrae, Nan, Mae Hong Son, Chiang Rai, Sukhothai, Udon Thani, Nong Khai, Bueng Kan, Ubon Ratchathani, Kanchanaburi, Ratchaburi, Rayong, Chanthaburi, Trat and Ayutthaya.

Batch of 2m Pfizer doses to arrive on Sept 29: Anutin


Public Health Minister Anutin Charnvirakul has confirmed that 2 million doses of Pfizer vaccine will arrive in Thailand on September 29.

Anutin said on Monday that a total of 30 million Pfizer doses will be delivered to the country. The first batch of 2 million will be administered to children aged 12 and above so that schools can reopen.

By the end of 2021, there will be adequate supplies to administer 900,000 Pfizer shots per day to the wider population, said Anutin.

From October, Pfizer will be given as a booster shot to people who have had two doses of Sinovac, while those double-jabbed with AstraZeneca will be given the Pfizer booster in 2022.

Anutin also said authorities were monitoring the situation to see if the quarantine period could be reduced.

“The Public Health Ministry will speed up relaxation of measures if possible,” he said, adding that people should not panic about a potential fifth wave of Covid. He also urged the public to get vaccinated as soon as possible to protect themselves and halt the spread of the disease.

The first three days of registrations saw 34,926 people apply for Government Housing Bank (GHB) low-interest loans under phase 2 of the “1 Million Houses” programme, said GHB president Chatchai Sirilai on Monday.

The programme offers loans at 1.99 per cent interest for the first 4 years, with maximum monthly repayments of 5,000 baht for 7 years. The maximum repayment period is 40 years. Eligible properties include new and pre-owned homes and GHB non-performing assets worth up to 1.2 million baht. People looking to build a house on their own land can apply as well.

“The registration started on Friday (August 10) via the GHB All mobile application and GHB Buddy Line official account,” said Chatchai. “So far, 34,926 registrants have applied for a total of 41.9 billion baht in loans, over 1 billion baht of which have already been approved. Registrants whose applications had been approved must come down to GHB branches to sign the contracts.”

With a budget of 20 million baht, Phase 2 of “1 Million Houses” programme is helping low-income earners own their own houses. The first phase ended in December 2020 with a total of 12 billion baht in loans approved.

Chatchai said total loan applications have already exceeded the budget, but people can submit applications until December 30, 2023, the project’s deadline.

“The bank will stop accepting new applications only when approved loans reach Bt20 billion,” he added.
