The board of the Electricity Generating Authority of Thailand (Egat) on December 26 will look into progress of the natural gas sale and purchase contract between PTT and the Egat.

Egat board chairman Kulit Sombatsiri said that the gas will be used by Egat power plants.

On December 4, the Energy Policy Administration Committee ordered both parties to enter into discussions on some details of the contract and try to sign the contract within this year.

The Egat board meeting early next year will also ask Egat to draw up a plan to procure the third lot of the liquefied natural gas (LNG).

Egat planned to procure and import LNG in two stages of 65,000 tonnes each in the spot markets. The first cargo will arrive at Rayong on December 28, and the second lot in early April next year.

Twelve careers and businesses are at high risk of disruption and layoffs while 10 others have a promising future, according to a recent survey by the Economic and Business Research Centre for Reform at Rangsit University.

The centre’s director, Anusorn Tamajai, said 12 careers faced high risk of layoffs and stagnant income. The first group comprises businesses or professionals related to providing services for newborns to 15-year-olds. The risk stems from the fact that the numbers in this group have been decreasing. Their numbers are estimated to be 12.7 million to 12.8 million next year given that the Thai population growth rate this year is only 0.18 per cent, the slowest in Asean. The total Thai population now is 69.3 million, or 0.9 per cent of global population. Thailand’s population will peak at 70 million (69.7 million) in 2025 before dropping to 65.4 million in 2050.

The population of the young age group will decrease to 10.4 million in 2027. However, a large proportion of children are in the deep South provinces of Yala, Pattani, Narathiwat and Satun, or about 23-24 per cent of total population in each province. But the first three provinces are facing economic hardship due to the unrest.

Anusorn said that he expected more childcare centres and kindergarten and primary schools to be shut down. This will adversely affect employment of teachers and other educators.

Those who are employed in counter services also will be hit hard as consumers will do more transactions online. Brokers and direct sales forces also would be adversely affected by online business. Those who are in print media, advertising, cable TV and satellite TV face a grim future. Employees or businesses in dirty manufacturing which cause climate change and pollution will be adversely affected. Taxi drivers have already been impacted by the emerging ride-hailing services such as GrabTaxi and GrabCar. Property leasing will not escape either. Traditional banks and financial institutions would be disrupted. Manufacturing of auto parts and obsolete IT manufacturing will be hit hard. People in high-end and low-end property development will face a hard time due to lack of demand in the high-end property and lack of purchasing power at the lower end.

Those who work in back office would be replaced by robots and AI, he predicted.

However, there are 10 careers that are expected to fare well. These include care of the elderly and rehabilitation business. Those who work for electronic platforms will have bright prospects. With growing e-commerce, those in the transportation and logistics businesses will benefit. Tourism and related services are expected to continue to grow. Medical services, healthcare and health foods will see expansion. Construction, rail system and communication systems will expand. Those who have knowledge to develop applications will be boosted by the IT revolution. Advance data analysts, insurance economists, actuaries and investment advisers are also expected to be thrive. New careers such as user-experience manager, content and social media manager and virtual reality consultant will have a bright future. Online educators and related services will find a promising future, he said.

He forecast that next year, more people will be laid off hence the Social Security Office has to make sure that the labourers are well protected. The rising ageing population will put high pressure on the social security fund, which needs to be reformed due to increasing compensation for laid-off workers and pension payment for retirees, he added.

South Korea’s semiconductor industry is projected to walk the road to recovery next year, which will propel the local stock market in turn, recent reports by global investment banks said.

Most financial institutions upgraded their ratings of the stock market by one or two notches, and said the benchmark Kospi will trade at an average 2,300 points, higher than the corresponding figure of 2,100 points this year. France-based financial institution BNP Paribas adjusted its rating on the South Korean market from underweight to overweight last week, saying the semiconductor market cycle has reached the bottom, and is set to start climbing next year. This signals a cyclical recovery.

Excess chip inventory — which has been detrimental to sales of new materials — will gradually dry up in 2020, along with a recovery in demand from data centers and smartphone manufacturers, it said in a report. It forecast the benchmark Kospi to be trading at an average 2,325 points.

In line with BNP Paribas, US-based Goldman Sachs last month also upgraded its valuation for the Korean market to overweight from market weight. It cited stabilization in the memory chip price, normalization of NAND and DRAM inventories and increase in demand for 5G services.

Another US-based firm, Morgan Stanley shifted its equal weight recommendation to overweight and picked Samsung Electronics and chipmaker SK hynix among other tech stocks as attractive investments.

The Kospi is expected to see a rally on the back of a strong won, and the Korean equity market will have attractive valuations compared to other emerging markets, under the condition that tensions surrounding the US-China trade war do not further escalate.

The firm said that Kospi-listed firms’ profit will increase by 30 percent at most next year, which echoes Credit Suisse’s latest briefing on the stock market on Thursday.

An official at the Seoul branch of the Swiss multinational firm said the profits of semiconductor, auto, refinery and chemicals will gain 30 percent in 2020, compared to this year with the chips industry leading the rally.

Japan-based Nomura Securities raised its stock price target for Samsung Electronics and SK hynix based on the rising price of DRAM and overall anticipation surrounding the chip industry. Samsung Electronics’ price was raised to 67,000 won per share ($57.70) from the current 60,000 won and SK hynix’s increased to 136,000 per share from 110,000 won.

But not all institutions voiced rosy outlooks, with Citigroup rating the country’s stock market as underweight.

“We are not especially bearish, but can see better opportunities elsewhere,” it said in a note published Nov. 29.

“While markets may overshoot into the new year, we would prefer to wait for the next dip before turning more bullish.”

Analysts often divide the global stock market into three categories — overweight, equal weight and underweight — based on their attractiveness.

It is an year-end tradition for the press corps at Government House to come up with nicknames for the government and the ministers in an expression of collective opinions towards those in power, based on what they have achieved in the course of the year.

However, it took a long pause for the past six years in the absence of an elected government until now.

For the first time in several years, nicknames have again been assigned to the administration and ministers.

Government’s nickname: Sieng Kong government

Sieng Kong is a well-known shopping district in Bangkok that sells second-hand automotive parts at cheap prices, therefore the nickname reflects the current status of the government coalition comprising old-timer politicians and state officials from previous governments who were stitched together to form a new team but unlikely to work well together.

Somsak Khun-Ngern of Palang Pracharath Party won the by-election for the vacant Khon Kaen Constituency 7 MP position held in Nongrua and Manjakhiri districts in Khon Kaen province on Sunday (Dec. 22).

The unofficial vote count showed Somsak with 40,252 votes, while his major opponent, Thanik Maseepitak from Pheu Thai Party had 38,010 votes, 2,242 votes behind the winner.

Other candidates include Suthas Pholboon from Pattana Chart Party who has only 306 votes and Pol. Col. Kittikul Kanjanasakul from Thai Liberal Party, who was announced disqualified before the election.

The by-election saw a turnout of 81,063 out of 132,063 eligible voters, or 61.38 per cent. There were 1,680 voided ballots, or 2.07 per cent.

Somsak has won the MP election in his home town for 6 times in 1988, 1992, 1995, 2001, 2005 and 2019 (this by-election). In the March election, he came in second place behind Nawat Tohcharoensuk of Pheu Thai Party, who was later stripped of his MP status after being sentenced to death by Khon Kaen criminal court in October for masterminding a murder.

Laos eyes increase in domestic tourism in 2020

VIENTIANE – The government will focus on encouraging Lao travellers to holiday within the country next year to boost domestic tourism in line with the national socio-economic development plan.

On top of this, the government expects to attract about 4.7 million international visitors in 2020 and generate revenue of more than US$900 million.

Director General of the Tourism Marketing Department under the Ministry of Information, Culture and Tourism, Mr Soun Manivong, told Vientiane Times his department would be stepping up efforts to target domestic tourists through various media channels.

“A plan to encourage Lao people to travel within the country was approved in the national socio-economic development plan for 2020, and the ministry will focus on increasing promotional activities,” he said.

“Officials will hold a workshop to discuss the promotional campaign and consult with tourism operators to prepare facilities for visitors,” he added, saying that an exact figure for next year’s domestic visitor target has yet to be set.

Ms Linda Soukkhaphone, a resident of Donedeng village in the capital’s Chanthabouly district, told Vientiane Times authorities should create new colourful activities at tourist sites and upgrade access roads to attract more visitors.

Another Lao traveller, who asked not to be named, said service at tourist sites should be improved and food prices kept affordable as many well-known sites were quite expensive. Visit Laos Year 2018 boosted both domestic and foreign visitor numbers and each province prepared activities such as festivals and incorporated new activities at tourist sites. Visitor arrivals topped 4.1 million in 2018, up 8.2 percent compared to 2017, according to the Ministry of Information, Culture and Tourism.

Officials from both nations concluded Visit Laos-China Year 2019 activities last week with provincial authorities improving service quality and monitoring the price of food, accommodation and fees at tourist attractions, while many services at border crossings were enhanced.

In the first nine months of this year, more than 3.4 million people vacationed in Laos, up 11 percent on last year.

More than 756,900 Chinese visitors came to Laos, an increase of about 26 percent, according to the Ministry of Information, Culture and Tourism.

Prime Minister Narendra Modi said, that unity in diversity is integral to India while addressing ‘Aabhar Rally’ at Delhi’s Ramlila Maidan today to kick start Bharatiya Janata Party’s Delhi Assembly Elections campaign slated for early next year, amid protests in Delhi and all over the country against the contentious Citizenship Act and the National Register of Citizenship(NRC). Modi raised slogan of ‘vividhta me ekta, Bharat ki visheshta’ (Unity in diversity is India’s speciality).

PM Modi while giving his party and government’s view on CAA and NRC said, “Muslims being misled, I have always ensured that documents will never come in way of development schemes and their beneficiaries.”

Citizenship law and NRC have nothing to do with Indian Muslims or with Indian citizens, he clarified.

“We have never asked anyone if he goes to temple or mosque when it comes to implementing our schemes,” said PM Modi at the rally.

PM Modi hit out at the critics of CAA. He said, “Dalits, who came here from Pakistan are among beneficiaries of citizenship law; why you can’t see their pain.”

Targeting the Congress he said, “We are doing what they (Congress) had promised but could not do due to vote-bank politics.”

“Congress and its allies upset due to the support I received from Muslim countries. Congress, others worried if Muslims across the world support me so much, how long can they frighten Indian Muslims. All attempts being made (by rivals) to remove me from their path,” said PM Modi.

While defending the role of the police during the anti-CAA protests PM Modi said, “33,000 police personnel laid down their lives during work since independence but now being attacked mercilessly.”

“Even after several decades after Independence, a large section of population in Delhi had to face fear, uncertainty, deceit and false electoral promises. Illegal, sealing, bulldozer and a cut-off date – life of a large population in Delhi’ was confined around these words,” news agency ANI quoted said Modi as saying.

PM Modi while targeting the AAP government in Delhi said, “Had the Delhi government not politicised the phase 4 project of Delhi metro, its work would have started much earlier. That is why I say that those who do politics in your name never understood your pain; they never intended to do that.”

As the Delhi elections campaign was on his mind, taking a swipe at AAP, Modi said, “No appeal for peace from seven-year-old party, it shows violence has its indirect approval.”

The rally was organised to thank Prime Minister Modi for giving ownership rights to 40 lakh residents of 1,731 unauthorised colonies.

A total of 11 lakh signatures by residents of unauthorised colonies were handed over to PM Modi as a “thank you gesture” for the passage of the National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Bill, 2019 in Parliament earlier this month.

With the Delhi elections in mind, rally was organized a little over a kilometre from Old Delhi’s Daryaganj that was hit by violence during protest.

An elaborate security arrangement had been made for the rally. According to a senior police official, 20 companies of outside force will be deployed. Each company has 70-80 personnel.

“Twenty DCP-rank officials will be there. As many as 1,000 personnel from local police, anti-drone teams and NSG commandos will be there. The entire area around the venue will be sanitised,” the official said.

Cutouts of Modi, BJP president and Home Minister Amit Shah and working president JP Nadda were put up around the Ramlila Maidan.

The major focus of BJP is on unauthorised colonies for the rally because this will become a big issue in elections. A tableau of unauthorised colony had been installed too.

This is the first rally of PM Modi in the national capital after the Lok Sabha elections.

Meanwhile, the protests erupted against the amended Citizenship law at many places in the country including Delhi. CAA seeks to provide citizenship to Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have faced religious persecution in Pakistan, Bangladesh, and Afghanistan and have arrived in India on or before December 31, 2014.

Agriculture and Cooperatives Deputy Minister Prapat Potasuthon plans to build a central cowshed that meets international standards, expecting to promote it as the country’s export centre before cattle sales to China.

He made the remark during a survey of cowsheds in Lampang, Chiang Rai, Chiang Mai and Lamphun in a move to promote the raising of cows to generate income for farmers and improve their well-being.

“The survey aimed to inform farmers about the guidelines of the project, which will include granting loans to promote animal husbandry and related businesses under the Department of Livestock Development and the Bank for Agriculture and Agricultural Cooperatives [BAAC] for farmers raising cattle, buffalo, goat, and chicken,” he said.

According to the survey of farmers’ demands, most of them want to raise cows for sale because this generates good income and they are already in the business.

“Farmers who want to participate in this project must establish an agricultural cooperative or community enterprise. The BAAC will grant supporting loans not exceeding Bt1million per person with an interest rate of Bt100 a year,” Prapat said.

In exporting livestock products to international markets, farmers must possess cowsheds, each of which can support 1,000 cows.

“These cowsheds must pass the basic criteria set by the Department of Livestock Development, while the products must obtain Good Agricultural Practice for Beef Cattle Farm certification from the National Bureau of Agricultural Commodities and Food Standards to create confidence among trading partners,” Prapat said.

He said one important factor that makes cattle disease spread quickly is the transportation of infected animals and carcasses from one place to another, so each province must have a central cowshed to gather cattle before selling them to exporting entrepreneurs who have registered with the Department of Livestock Development.

“The central cowshed will continue raising cattle for about 60 days so each of the cattle weighs about 500 kilogrammes. They will also be quarantined to check for health issues before being given a ‘moving’ document,” he said.

Prapat said the cross-border export of live cattle and buffalo in the Mekong River region through Chiang Saen district is witnessing quite high trade value.

“Therefore, we plan to develop this area into an export centre, which is expected to gain acceptance by foreign countries,” he added.

Ayuthaya elephant palace staff dressed four pachyderms in Santa Claus outfits to celebrate Christmas at Jirasart Witthaya School on Monday (December 23).

The principal of the school invited both Thai and foreign staff, along with four elephants, to celebrate Christmas early and handed out presents such as dolls, balloons and snacks to more than 3,500 students.

There was also a mini elephant show, much to the students’ delight. Later, junior high students sat in the shape of a Christmas tree with the elephants squatting in the middle, making for a phenomenal, unforgettable – and memorable – photo.

The Deputy Prime Minister and Public Health Minister, Anutin Charnvirakul and Justice Minister, Somsak Thepsutin are to sign a Memorandum of Understanding (MOU) on December 27 for a study that could see kratom leaves removed from the list of narcotics, a source revealed on Sunday (December 22).

“If the joint study indicates that the leaves should be dismissed from the list, relevant agencies will propose an amendment to the narcotics act B.E. 2522 (1979) in the sections related to kratom leaves,” said the news source. “The amendment, if it comes, is not expected to take a long time”.

The Ministry of Justice also ordered the Department of Corrections to provide the exact number of drug offenders sentenced in cases related to kratom leaves with the result that some10,000 prisoners could be acquitted if the leaves are removed from the list

A committee assigned to determine whether kratom leaves qualified as a narcotic held a meeting on December 18 and acknowledged that leaves were treated in different ways according to the culture of the country in which they were grown,

“In Indonesia, mitragynine in kratom is specified as a poisonous substance and must be controlled” the source explained. “But the leaves are not illegal or considered as a narcotic. Conversely, the distribution of kratom leaves is against the law.”
