“ปัญญาประดิษฐ์” หรือที่ทุกคนเรียกติดปากกันว่า “AI”  (Artificial Intelligence)ได้เข้ามามีบทบาทในทุกภาคส่วนช่วยอำนวยความสะดวกในการใช้ชีวิตประจำวันของมนุษย์ ในหลายองค์กรธุรกิจได้นำ AI เข้ามาใช้เพื่อเสริมศักยภาพระบบการทำงานให้มีประสิทธิภาพมากยิ่งขึ้น

ในขณะที่นักพัฒนาเทคโนโลยี นักอุตสาหกรรม และนักธุรกิจ กำลังพุ่งเป้าให้ความสำคัญกับ AI แต่เมื่อถามว่า AI คืออะไร คนทั่วไปส่วนใหญ่เกือบจะไม่เคยได้ยินคำว่า AI ด้วยซ้ำ และยังมีอีกหลายคนที่ยังไม่เข้าใจว่าAI คืออะไร และหากเจาะให้ลึกลงไปจะเห็นได้ว่า แต่ละคนมีภาพความเข้าใจของ AI ที่ไม่เหมือนกัน ซึ่งความไม่เข้าใจเหล่านี้ ล้วนส่งผลต่อทิศทางการขับเคลื่อน AI ของประเทศไทยในอนาคต  

ด้วยเหตุนี้ สำนักงานสภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ (สอวช.) โดยหน่วยบริหารและจัดการทุนด้านการพัฒนากำลังคน และทุนด้านการพัฒนาสถาบันอุดมศึกษา การวิจัยและการสร้างนวัตกรรม (บพค.)ภายใต้ กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) จึงได้ให้การสนับสนุนสถาบันการศึกษา เดินหน้าจัด โครงการ “AI for All”โดยมีเป้าหมายเพื่อสร้างความรู้ ความเข้าใจ ให้ประชาชนและผู้ที่เกี่ยวข้องได้เห็นถึงความสำคัญของปัญญาประดิษฐ์ (AI) ที่กำลังเข้ามามีบทบาทมากขึ้นและส่งเสริมให้มีการพัฒนาศักยภาพของกำลังคนในประเทศ ให้สามารถนำเอาเทคโนโลยีและนวัตกรรมใหม่ๆ ที่เกี่ยวข้องกับปัญญาประดิษฐ์และหุ่นยนต์ไปประยุกต์ใช้ได้

ศ.ดร.นพ.สิริฤกษ์ ทรงศิวิไล ปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม(อว.) ให้ความเห็นว่า เมื่อ AIมีความสำคัญทั้งในเชิงเทคโนโลยีและในเชิงการใช้งาน สำคัญในเรื่องของการช่วยพัฒนาประเทศไทยและพัฒนาโลกจนทำให้หลายฝ่ายกังวลว่า คนจะตกงานเพราะถูก AI เข้ามาแทนที่ ดังนั้นประเทศไทยจึงต้องเตรียมพร้อมทุกด้าน ตั้งแต่เยาวชนไทย ไปจนถึงเทคโนโลยี ระบบการจัดการ และกฏหมายที่เกี่ยวข้อง นี่จึงเป็นที่มาของการขับเคลื่อนโครงการ AI For All  โดยอว.ได้บูรณาการร่วมกับทุกฝ่ายที่เกี่ยวข้อง ในการสร้างความรู้ความเข้าใจเกี่ยวกับ AI แก่ประชาชน ผ่าน 5 โครงการย่อย ที่มุ่งส่งเสริมให้เกิดการนำ AIมาประยุกต์ใช้ในสาขาวิชาชีพต่างๆ รวมไปถึงชุมชนและสังคม เป็นการจุดประกายให้ทุกภาคส่วนได้เห็นความสำคัญของ AI การขับเคลื่อนโครงการในระยะเริ่มต้นจะมุ่งเน้นการสร้างองค์ความรู้ให้กลุ่มเป้าหมายได้เห็นความสำคัญ และได้ทราบว่าประโยชน์ของ AI เป็นอย่างไร รวมไปถึงมีประเด็นใดบ้างที่ต้องระมัดระวังที่สำคัญคือเราไม่เป็นเพียงแค่ผู้รองรับการพัฒนาเท่านั้น แต่สามารถอยู่ในแนวหน้าของภูมิภาคได้

ภายใต้โครงการ AI For ALL แบ่งออกเป็น 5 โครงการย่อย ได้แก่ 1.โครงการ AI ไทยสามารถ มุ่งสร้างกระแสความสนใจ ความรู้ และความเข้าใจเรื่องปัญญาประดิษฐ์เบื้องต้น สำหรับประชาชนทั่วไปที่ไม่รู้จักหรือยังไม่เข้าใจ โดยมหาวิทยาลัยเทคโนโลยีพระจอมเกล้าธนบุรี

2.โครงการ AI@School มุ่งพัฒนาศักยภาพเยาวชนในระดับมัธยมศึกษาตอนปลาย ให้มีความรู้และความเข้าใจพื้นฐานด้านวิทยาศาสตร์ข้อมูลและเทคโนโลยีปัญญาประดิษฐ์ โดยศูนย์เทคโนโลยีอิเล็กทรอนิกส์และคอมพิวเตอร์แห่งชาติ

3.โครงการ Super AI Engineer มุ่งพัฒนานวัตกร/วิศวกร/นักวิจัย/วิสาหกิจเริ่มต้น ด้านปัญญาประดิษฐ์ เพื่อป้อนเข้าสู่ภาคธุรกิจและอุตสาหกรรม โดยสมาคมปัญญาประดิษฐ์ประเทศไทย และสถาบันเทคโนโลยีนานาชาติสิรินธรมหาวิทยาลัยธรรมศาสตร์

4.โครงการ AI/ROBOTICS FOR ALL มุ่งพัฒนานวัตกร/นักวิจัย/วิศวกร/วิสาหกิจเริ่มต้นให้เกิดความตระหนัก และมีความรู้ความสามารถด้านปัญญาประดิษฐ์ โดยสถาบันวิทยาการหุ่นยนต์ภาคสนาม มหาวิทยาลัยเทคโนโลยีพระจอมเกล้าธนบุรี

5.โครงการ SMART Agricultural Robot Contest 2020 มุ่งส่งเสริมให้นิสิต/นักศึกษาพัฒนาสิ่งประดิษฐ์ที่ใช้เทคโนโลยีหุ่นยนต์และปัญญาประดิษฐ์เพื่อแก้ปัญหาจากภาคการเกษตร และต่อยอดผลงานเข้าสู่เชิงพาณิชย์ต่อไป โดยมหาวิทยาลัยเกษตรศาสตร์ และสมาคมวิชาการหุ่นยนต์แห่ง
ประเทศไทย นอกจากนี้ยังมีมุมมองเกี่ยวกับ AI ที่น่าสนใจจากผู้ที่อยู่ในแวดวงไอทีและการสื่อสาร ซึ่งส่วนใหญ่แล้วมีความเห็นตรงกันว่า ประเทศไทยและคนไทยต้องเตรียมพร้อมรับมือและรู้เท่าทันAI ให้มากที่สุด

แม้จะมีข้อกังวลเกี่ยวกับ AI มากมาย แต่นับเป็นการเริ่มต้นที่ดีที่ทุกภาคส่วนหันมาร่วมกันขับเคลื่อนให้โครงการเดินหน้า เพื่อพร้อมรับกับอนาคตในยุคของ AI เต็มรูปแบบ

นายดนุชา พิชยนันท์ เลขาธิการสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติให้ความเห็นถึงความหวังในการขับเคลื่อนยุทธศาสตร์ชาติว่า ยุทธศาสตร์ชาติ เป็นทิศทางการพัฒนาระยะยาว เป้าหมายคือให้ประเทศเป็นประเทศที่พัฒนาแล้ว มีเศรษฐกิจที่ดี ลดความเหลื่อมล้ำ ประชาชนมีรายได้เพิ่มขึ้น การปรับเปลี่ยนระหว่างทางเป็นเรื่องที่จำเป็นเพราะโลกมันเปลี่ยนเร็ว ดังนั้นเราจึงต้องการคนรุ่นใหม่ที่จะมามองภาพการพัฒนาได้อย่างมีประสิทธิภาพ ซึ่งอาจจะมีไอเดียดีๆ ที่สามารถเดินตามไปพร้อมๆ กับการเปลี่ยนแปลงของโลกได้ทันท่วงที

เลขาฯ สภาพัฒน์ ได้กล่าวยกตัวอย่างถึงข้าราชการรุ่นใหม่ในโครงการพัฒนานักบริหารการเปลี่ยนแปลงรุ่นใหม่ หรือ นปร.ที่มาปฏิบัติราชการที่สภาพัฒน์ว่า น้องๆ นปร.รุ่นใหม่มีความสามารถสูง ก็จะมีส่วนช่วยให้การทำงานขับเคลื่อนยุทธศาสตร์ชาติสามารถไปได้รวดเร็วมากขึ้นและก็มีประสิทธิภาพมากขึ้น โดยตนเห็นว่า โครงการนี้เป็นโครงการที่ดี สามารถตอบโจทย์ยุทธศาสตร์ได้อย่างลงตัว ซึ่งสำนักงานคณะกรรมการพัฒนาระบบราชการ หรือ ก.พ.ร. มอบหมายให้ สถาบันส่งเสริมการบริหารกิจการบ้านเมืองที่ดี ดำเนินการขึ้นมา เพื่อสร้างข้าราชการรุ่นใหม่ที่มีสมรรถนะสูงครบครันป้อนเข้าสู่ระบบราชการ พร้อมรับมือโลกยุค Disruptive โดยในปีนี้ได้เปิดรับสมัครแล้ว ตั้งแต่วันนี้-15 มกราคม 2564 และจะมีการจัดกิจกรรม OpenHouse เปิดตัวโครงการฯ ในวันเสาร์ที่ 19 ธันวาคม 2563 เวลา 13.00-16.00 น. ณ The Society เกษรทาวเวอร์ ชั้น 22เชิญผู้สนใจเข้าร่วมโดยไม่มีค่าใช้จ่าย

Bangkok Airways Pcl will launch a new route between Bangkok (Suvarnabhumi) and Mae Sot in Tak province, starting February 1, 2021.

The newly added direct services will be operated with the highest preventive measures and standards, the airline said.

The daily Bangkok (Suvarnabhumi) – Mae Sot (Tak) service will be operated using an ATR72-600 aircraft.

The first outbound flight, PG381, departs Bangkok (Suvarnabhumi) at 7.50am and arrives at Mae Sot Airport at 9.20am.

The first inbound flight, PG382, departs Mae Sot Airport at 9.50am and arrives in Bangkok at 11.25am.

The second outbound flight, PG383, departs Bangkok at noon and arrives at Mae Sot Airport at 1.30pm. The second inbound flight, PG384, departs Mae Sot Airport at 2pm and arrives at Bangkok at 3.35pm.

The last outbound flight, PG385, departs Bangkok at 3pm and arrives at Mae Sot Airport at 4.30pm. The last inbound flight, PG386, departs Mae Sot Airport at 5pm and arrives in Bangkok at 6.35pm.

In this era of Covid-19, New Year countdowns can only be held under the government’s laws and regulations, Public Health Minister Anutin Charnvirakul said on Monday.

As for the Big Mountain Music Festival in Nakhon Ratchasima province, which was cancelled for not following Covid-19 control measures, he said the provincial governor has to decide on whether the organisers should be sued.

Governor Wichian Chantaranothai had instructed Pak Chong police officers to take legal action against the organisers for violating orders to keep the Ocean Khao Yai resort closed. The organisers may face up to a year in prison and/or Bt100,000 in fines.

“In order to curb the spread of Covid-19, people must proceed under government laws and recommendations, while those who violate the law create problems for others,” Anutin said, adding that people can organise events, including countdowns, provided they follow the regulations.

As for those who attended the Big Mountain Music Festival, the minister said they should isolate themselves for 14 days and see the doctor immediately if they have respiratory symptoms.

“Life will return to normal when the vaccine arrives,” Anutin said, adding that these measures have nothing to do with politics.

“Covid-19 is more worrisome than the state of politics, so we have to strictly enforce laws to protect people from infection,” he said.

By The NationBangkok film and theatre fans are being treated to a rare double bill of Japanese classics next week, courtesy of the Japan Foundation.

“Renjishi” and “Rakuda” starring the legendary kabuki actor Nakamura Kanzaburo will be screened at Iconsiam as part of an evening of classical Japanese drama.

With gorgeous costumes, stunning makeup, and powerful dramas, kabuki is appreciated as the ultimate theatrical artform in Japan. Live productions are now being filmed with the highest resolution cameras for screening in cinemas on state-of-the-art 4K digital projection systems with 6-channel surround sound.

The kabuki evening begins at 7pm with a live performance on the koto, a traditional Japanese string instrument. The double bill of “Renjishi” and “Rakuda” will be screened from 7.30pm.

In her major debut, A Lim Kim has become a major champion. The 25-year-old from the Republic of Korea birdied her final three holes on Champions Golf Club’s Cypress Creek Course on Monday to surge to -3 and win the 2020 U.S. Women’s Open.

Lim is the seventh player to make a five-stroke comeback in the final round to win the U.S. Women’s Open, and the first since Annika Sorenstam in 1995 at The Broadmoor. She is also the first player since Eun Hee Ji in 2009 to birdie the final hole for a one-stroke win.

Rolex Rankings No. 1 Jin Young Ko and first-round leader Amy Olson, playing with a heavy heart after the sudden death of her father-in-law on Saturday, tied for second at -2, with third-round leader Hinako Shibuno in solo third at -1. The final round was completed on Monday after torrential wind and rain on Sunday caused the USGA to suspend play due to course conditions and dangerous weather conditions.

Kim’s victory came in her first appearance in a major championship. With the win, she is eligible to accept immediate Membership on the LPGA Tour.

“I’m very honored to win the 75th U.S. Women’s Open. Still can’t really soak in that I’m the champion, but it feels different winning the tournament here,” said Kim, who got a congratulatory FaceTime call from her idol Annika Sorenstam while conducting her post-victory responsibilities. “Back in Korea the style and the environment is different. But I’m really glad, and through COVID-19 we had a lot of difficulties, but glad we had the U.S. Women’s Open held in Houston. It was a great win.”

Kim started the cold and blustery day at +1, five strokes and three groups behind Shibuno. She made the turn in 3-under 33 but dropped shots at 10 and 11 to fall back to Even. Her surge began with a 9-foot birdie on the par-3 16th, followed by a dialed-in 8-iron approach for a 3-foot birdie at No. 17. She capped her round with a 7-foot birdie at No. 18, punctuated with a hearty fist pump and knuckle bump with her caddie, Daihoun An.

“I’ve been eyeing the leaderboard throughout the round and I knew how many shots I was back,” said Kim. “That’s probably the reason why I tried to hit more aggressive, tried to more attack the pins.”

Olson and Ko both birdied the 18th hole to come up one stroke short of forcing a playoff. Olson played with the hearts of the golfing world in her corner, after the unexpected death of her father-in-law, Lee Olson, on Saturday. She used Sunday’s unexpected off day to rest and gather her thoughts as she headed into one of the most pressure-packed rounds of her career.

“Coming out this morning I had no idea what to expect. It was just one of those things, I felt very weak and helpless the last couple days, and probably same went today on the golf course,” said Olson, who came up short for the third time while playing in the final group at a major. “I really believe the Lord just carried me through.”

After boeying three of her first four holes, Olson got back on track with birdies at 5 and 6. An ensuing string of nine consecutive pars, combined with the field faltering around her, gave Olson a two-stroke lead through 12 holes. But at the par-3 16th, which she aced in Thursday’s first round, Olson’s tee shot rolled just off the back of the green into an awkward lie and she could not convert the up and down. She finally rammed home a long birdie putt at No. 18, with tears streaming down her face as she hugged her caddie Taneka Sandiford, to join Ko in a tie for second.

Shibuno, looking to become the third player to win majors as their first two LPGA Tour titles, also birdied No. 18 to put a positive finish on an otherwise difficult round of 3-over 74. American Megan Khang rounded out the top five at +1.

Moriya Jutanugarn signed off at joint sixth with two over, a stroke better than former champion Ariya.

A LIM KIM ELIGIBLE FOR LPGA TOUR MEMBERSHIP

With her victory, A Lim Kim is eligible to accept LPGA Tour Membership. Should she accept Membership, she will be seeded into Category 7 on the Priority List, held for non-Members who win an official LPGA Tour event.

From the USGA, Kim also receives the $1,000,000 winner’s check; the Mickey Wright Medal; custody of the Harton S. Semple Trophy for the next year; and a qualifying exemption for the next 10 U.S. Women’s Opens.

A U.S. WOMEN’S OPEN THAT HAD MORE THAN ONE WINNER

Amy Olson’s life has always been about more than just herself. Family and faith are her north stars. On Olson’s hat is the logo of Golf Fore Africa, the humanitarian effort to bring clean drinking water to those in need. In her heart on Monday as she played the final round of the U.S. Women’s Open was her father-in-law, who died suddenly Saturday night.

This enormous talent from North Dakota, who at North Dakota State University set the NCAA career victory record with 20, played the final round buoyed by that Christian faith and the always-present love of her family, even though they mourned back home, far away from her.

Winless in 147 LPGA starts, Olson was looking to make her first Tour win a major championship. Twice before she’d been in this position, playing in the final group of a major. Both times she let it get away from her. But this was not a major championship that Olson lost or let slip away.

JIN YOUNG KO REACHES SEASON FINALE WITH WOMEN’S OPEN SUCCESS

Rolex Rankings No. 1 Jin Young Ko had more than just a major title at stake this week. After choosing to remain at home in Korea when the LPGA Tour resumed play in July, Ko was on the outside looking in for next week’s CME Group Tour Championship. But with her second-place finish at Champions Golf Club, Ko is projected to vault into 46th in the Race to the CME Globe standings and qualify for her fourth consecutive season finale.

“This week is my best finish at the U.S. Open, so I can play next week, as well,” said Ko, who earned enough points in just three LPGA Tour events in 2020, with finishes of 34th, fifth and second. “I’m really thankful. This season is too tough with coronavirus, so I want to say thanks to USGA and all the volunteers.”

MEGAN KHANG ALREADY LOOKING FORWARD TO 2021

Anyone who finishes in the top five at the U.S. Women’s Open receives an automatic exemption into the next year’s tournament. And with the USGA taking the championship to the renowned Olympic Club in 2021, Megan Khang was extra excited by her fifth-place finish at Champions Golf Club.

“We have a tournament at Lake Merced and I know someone who’s a member at Olympic Club, and he offers to take us out there. I was like, No, I want to go there when the Open is there,” said Khang. “I always tell him I’m holding off for the Open there, so I’m super ecstatic. I mean, to make sure that we’re in the Open again is always an accomplishment and looking forward to any USGA event.”

This was Khang’s best showing in her eight U.S. Women’s Open appearances. Her previous best was a tie for 10th in 2018 at Shoal Creek.

 The riders in each class with the most pole positions this season were presented with their awards at the season finale 

At the end of another stunning season, the riders with the most pole positions in each class this season were presented with the coveted TISSOT Pole of Poles award at the Autodromo Internacional do Algarve. Awarded by the Official Timekeeper of MotoGP™, TISSOT, the incredible limited edition 2020 prizes were handed to each winner by Dorna Sports CEO Carmelo Ezpeleta in a special ceremony on the Saturday evening.

In MotoGP™, the winner was Petronas Yamaha SRT’s Fabio Quartararo as the Frenchman took four pole positions in 2020 and was the man with both the most pole positions and best qualifying record overall in the premier class. 

Sam Lowes (EG 0,0 Marc VDS) took the award in Moto2™, with the Brit having taken three pole positions in 2020. It wasn’t as easy as that after an incredibly tight year in the intermediate class, however, and the ultimate winner was decided on front row starts as well – since Joe Roberts (Tennor American Racing) also took an impressive three Moto2™ pole positions this season. 

Moto3™ saw Raul Fernandez (Red Bull KTM Ajo) pick up the award after raking in an incredible total of six pole positions in 2020. That’s the most of any of the three Pole of Pole winners and saw him start from the front for more than a third of the races this year. 

That’s it from the 2020 award. Who will win it in 2021? We’ll start to find out as the riders fight it out for the first poles of the season in Qatar in March!

For decades, the attitude of unions and their advocates to increased automation could be summed up in one word: no. They feared that every time a machine was slipped into the workflow, a laborer lost a job.

The covid-19 pandemic has forced a small but significant shift in that calculation. Because human contact spreads the disease, some machines are now viewed not exclusively as the workers’ enemy but also as their protector. That has accelerated the use of robots this year in a way no one expects to stop, even after the virus is conquered.

“If you keep me six feet away from the other worker and you have a robot in between, it’s now safe,” said Richard Freeman, a professor of economics at Harvard University, who studies labor. “And the robot companies are selling that as a solution and the unions aren’t going to say, ‘No, you should have the workers standing next to each other so they get sick.'”

The result is the spread of windshield-mounted toll detectors, automated floor cleaners at factories, salad-chopping machines in grocery stores, mechanical butlers at hotels and electronic receipts for road pavers. What remains less clear is where the men and women who used to do some of those jobs will work.

The impact of technology on employment has been a topic of anxiety and study for generations with mixed results. Cars didn’t kill trains, television didn’t end radio. When banks installed ATMs, they hired more people, not fewer, because the variety of their services grew. But machines have eliminated many jobs, and the current wave will prove to be no exception, especially with public health a top concern.

“When we come out of this crisis and labor is cheap again, firms will not necessarily roll back these inventions,” David Autor, an economist at the Massachusetts Institute of Technology, said at a September webinar of the Federal Reserve Bank of Philadelphia. “These are kind of one-way transitions.”

That’s what worries union leaders.

“In the auto industry, we see Covid accelerating transformation toward digitization,” said Georg Leutert, who heads the automotive and aerospace industries at Geneva-based IndustriALL Global Union. While the transition is unavoidable, workers are nervous and need help with up-skilling and re-skilling, he said.

Mark Lauritsen of the United Food and Commercial Workers International Union in North America said that in order to avoid the kind of disruption in the meat industry caused by the virus, automation will clearly continue but warned, “If automation is unbridled it’s going to be a threat.”

With office workers at home communicating via remote tools, a knock-on effect is also being felt: bus drivers, sandwich stall owners and janitors are in trouble as their jobs, which support in-office work, diminish. Jobs in administrative support, which includes roles in office buildings, are down about 700,000 since last year, according to November data from the Bureau of Labor Statistics. In addition, the stock market, already biased toward technology companies, has driven investors away from labor-intensive industries in the pandemic.

New automation also seems to be affecting retail jobs. There are 500,000 fewer of them than last November, according to the BLS. Transportation and warehousing are about 100,000 jobs below year-ago levels. Meanwhile, retail sales are at their highest level on record, mostly driven by e-commerce, which often employs more automation than than brick-and-mortar stores do.

The World Economic Forum reported in October that 43% of businesses surveyed are set to reduce their workforce due to technology integration while 34% plan to expand their workforce for the same reason. By 2025, the time spent on current tasks at work by humans and machines will be equal.

Some argue that turning over repetitive jobs to robots will free up workers to take on new roles in what is now a booming industry — elderly care. There is an urgent need for more workers to look after the “oldest old,” Manoj Pradhan, founder of Talking Heads Macroeconomics, and Charles Goodhart, London School of Economics professor, argue in their book “The Great Demographic Reversal.”

But Marcus Casey, an economist at the University of Illinois at Chicago, says that while some high-skilled workers will be retrained, many low-skilled ones — like toll collectors — won’t, exacerbating inequality.

One case in point: The Pennsylvania Turnpike Commission cut 500 jobs after installing an electronic tolling system in March.

Some companies are preparing for more pandemics, meaning more automation and fewer employees. Lucid Motors, an electric-vehicle startup backed by Saudi Arabia’s Public Investment Fund, has built a 999,000-square-foot electric vehicle factory in Casa Grande, Arizona, where it hopes to start production on a $160,000 EV next year.

“After this pandemic, the next pandemic will show up,” said Peter Hochholdinger, Lucid’s vice president of manufacturing. “We have to put more effort in automation in general assembly.”

In mining, Swedish suppliers Hexagon and Epiroc say interest in automation has suddenly jumped.

Caterpillar Chief Executive Jim Umpleby said recently that older equipment will probably be replaced by more digital trucks and autonomous technologies will reduce close proximity among workers.

Juan Cariamo, chairman of CNP, a public-private group that helps test mining technologies in Chile, said the virus is accelerating long-term changes by forcing companies to relocate employees off-site.

“The pandemic has imposed a sense of urgency,” Cariamo said in an interview. “Projects that were already in the pipeline are being sped up.”

In Chile, requests have grown for permits to pilot a wide range of technologies from tire pressure sensors to mining waste reprocessing and autonomous vehicles. Chile’s mining regulator signed an agreement with CNP in October to streamline the permit process.

BHP Group, the world’s biggest miner, has an $800 million program to add 500 autonomous trucks in iron ore and coal mines in Australia and is considering adopting driverless trucks at copper mines in Chile.

Chile’s mining industry employed 201,000 people in September, down 15% from last year and the lowest in at least a decade, according to the country’s Mining Council. Meanwhile, production has risen slightly and the council has lowered by 12% its projection for the number of mining jobs needed over the next decade.

Recession is a common time for investment in automation because borrowing is cheaper and companies that cut jobs — even if due to automation — can attribute the reductions to the economy and avoid negative publicity, said Ethan Pollack, policy director at The Aspen Institute Future of Work Initiative. The pandemic only adds to the motives, he said.

Currently, Chile, the U.S. and Mexico spend the least on active labor market policies — which are intended to improve job readiness and expand employment — among all countries that belong to the Organization for Economic Cooperation and Development. That isn’t likely to change quickly because health concerns are coming first.

“Politicians are still not paying attention,” Pollack said. “We’re going to be paying the cost for decades if we don’t act now.”

Tax laws also favor automation. U.S. tax on capital — which includes robots and machinery — is about 5%, whereas the tax on labor is about 25%, according to a study from MIT economists.

President-elect Joe Biden acknowledges the threat of job loss but hasn’t mentioned additional funding or changes to the tax code. He has said his administration will ensure that employers give all affected employees advance notice of technology changes and automation in the workplace, put their employees at the front of the line for new jobs and offer paid skills training.

Casey, the University of Illinois economist, says the more people without work, the greater the risk of social unrest.

“Many of these people are prime-age males who have virtually nothing to do and our social policy directs money away from that cohort by and large,” Casey said. Policy makers are “underestimating the political problem and the social problem that’s going to emerge when we go into a world in which there’s just not enough work to go around.”

Zoox Inc., the self-driving start-up owned by Amazon.com Inc., unveiled a fully autonomous electric vehicle with no steering wheel that can drive day and night on a single charge.

The vehicle, which Zoox describes as a driverless carriage or robotaxi, can carry as many as four passengers. With a motor at each end, it travels in either direction and maxes out at 75 miles per hour. Two battery packs, one under each row of seats, generate enough juice for 16 hours of run time before recharging, the company said. To commercialize the technology, Zoox plans to launch an app-based ride-hailing service in cities like San Francisco and Las Vegas.

“This is really about reimagining transportation,” Zoox Chief Executive Officer Aicha Evans said in an interview with Bloomberg Television. “Not only do we have the capital required, we have the long-term vision.”

The company also plans to launch ride-hailing services in other countries, Evans said. Executives didn’t say how much rides would cost but that they would be “affordable” and competitive with services operated by Uber Technologies Inc. and Lyft Inc. Nor did they say when the service would launch but confirmed it wouldn’t happen in 2021. In a video released Monday, Evans used Zoox’s app to hail the vehicle outside San Francisco’s Fairmont hotel and took a spin around the block.

Acquired by Amazon in June for an undisclosed sum, Zoox is one of several companies racing to put fully autonomous vehicles on the road, an effort that’s taking longer than anticipated. Most are testing retrofitted conventional cars on public roads, and few are commercially deployed. In October, Alphabet Inc.’s self-driving unit Waymo started a fully driverless taxi service in suburban Phoenix. General Motors Co.-backed Cruise LLC is also testing autonomous cars — recently without safety drivers — in San Francisco, using a fleet of electric vehicles based on the Chevy Bolt.

Despite being years from deployment, several of Zoox’s quirky-looking mint-green vehicles are already being built at a facility in Fremont, California. The factory has the capacity to eventually produce 10,000 to 15,000 units annually, executives said. Suppliers send the major components — the drive unit, body, battery pack and so on — pre-assembled, and Zoox then does final assembly in stages, a process it likens to building a Lego set. Executives declined to reveal the battery supplier.

The unveiling of a production car marks a significant step for a company that has been working on an autonomous passenger vehicle since its founding in 2014. At times Zoox was “ridiculed” for what it was trying to do, Chief Technology Officer Jesse Levinson told Bloomberg TV.

“Unlike many of the concept cars other companies have shown in the last several years this vehicle has passed all the FMVSS crash tests,” Levinson said, referring to tests required by U.S. regulators.

Zoox isn’t the first to unveil a fully autonomous passenger vehicle. GM’s Cruise showed off a battery-powered shuttle in January. Called the Origin, it also does away with many of the controls present in conventional cars: pedals, rearview mirrors, steering wheel. Cruise plans to commercialize the Origin through a ride-sharing service and says it’s cheaper to run than a conventional car.

Zoox’s vehicle is similar but smaller. On each corner a “sensor pod” houses a spinning laser sensor and other lidars and as well as cameras to help it navigate. A pair of front-facing cameras sit atop of the vehicle, with other less-visible sensors mounted on the sides. Each corner pod has a 270-degree field of vision, enabling the car to see more than 360 degrees of terrain at once.

The vehicle’s safety features include air bags that form a cocoon around each passenger in the event of a crash, which Zoox says is unlikely given its confidence in the technology. The company can manually operate the vehicles remotely and communicate with passengers in real time. For those worried about privacy, Zoox says passengers will have the option to blur images captured by the onboard camera.

When Amazon acquired Zoox, industry watchers speculated that the e-commerce giant eventually planned to deploy fleets of driverless delivery vehicles. In the interview, Evans said there are currently no plans to do so but acknowledged that “at some point we could move packages.”

Amid the intense tensions with China at LAC on eastern Ladakh, India asserts that it has enhanced its stocking of weapons and ammunition for a 15-day intense war now.

According reported by news agency ANI, making use of the extended stocking requirements and the emergency financial powers, the defence forces are expected to spend over Rs 50,000 crore for acquisition of equipment and ammunition from both local and foreign sources.

“A number of weapon systems and ammunition are being acquired now under the authorisation of having reserves to fight a 15-day intense war with the enemies. The stocking would now be at 15-I level from the 10 I levels,” government sources told ANI.

The authorisation for enhanced stocking for the defence forces was approved some time ago, they said.

As per the authorisation many years ago, the armed forces were supposed to stock for a 40-day intense war but it was then brought down to 10-I level due to issues with the storage of weapons and ammunition as well as the changing nature of warfare.

In a separate development, the Chief of Defence Staff, Bipin Rawat said, “We are in a standoff situation in Ladakh and based on that there is some development activity which has been ongoing in Tibet Autonomous Region of China. Every nation will continue to prepare for ensuring its security based on their stretagic interest.”

“China’s attempt to change the status quo on Line of Actual Control along the northern border amidst COVID-19 pandemic necessities high-level preparation on land, sea and air,” he said.

“I am fully confident that Indian Armed Forces will leave no stone unturned to safeguard our frontiers be it at land, air or ocean,” he added.

India and China have locked horns at the eastern front after an unprecedented violent clash took place in Galwan Valley at the Line of Actual Control in eastern Ladakh with Chinese People’s Liberation Army soldiers attacking a small group of Indian Army men on patrol, resulting in fatalities which included the commanding officer of the Indian Army.

The stand-off persisted even after series of Commanders level talks from both the sides.

Last week, while addressing a webinar organised by the Lowy Institute –an Australian think-tank, External Affairs Minister S Jaishankar acknowledged that India was probably at the “most difficult phase of our relationship with China in the last 30-40 years or even more” in the wake of the military standoff between the two countries in eastern Ladakh.
